GENERAL DESCRIPTION:
The City Secretary's Office prepares action minutes for each Sign Review Board
meeting. The minutes for the previous meeting are placed on the agenda for review
and approval by the Board. Upon approval of the minutes, an electronic copy will be
uploaded to the City's website.
RECOMMENDATION:
Approve the minutes of the March 3, 2025 regular Sign Review Board meeting.

DESCRIBED AS TRACT 4, WILLIAM TRIMBLE SURVEY, ABSTRACT 1520.

Principal Planner Clayton Husband presented the item. Mr. Husband informed the Board
the applicant is requesting permit for nonconformity to Chapter 106 (Signs) of the North
Richland Hills Code of Ordinances to convert one side of an existing billboard sign to a
digital billboard sign at 6200 N.E. Loop 820.
Applicant Eric Arbesu with Outfront Media Inc., 9191 Garland Road, Apt 136, Dallas,
Texas, presented the item. Mr. Arbesu shared when the original sign was approved in
November of 2024, only one side of the board was installed as a digital sign. Mr. Arbesu
informed the Board they are seeking permission to convert the east side of an existing
billboard to a digital billboard. Mr. Arbesu provided site photos of the property and
billboard, to include sign elevation, site plan, and light study.
Mr. Husband presented staff's report reviewing the proposed billboard, message display
area, and support structure. Approval would be associated with the sign permit for the
digital conversion of the billboard, and approval does not run with the property. If future
improvements were proposed on the site, compliance with the standards would be
evaluated. Mr. Husband stated staff recommends approval.
The Board and staff discussed opportunities for city advertising, including emergency
notifications, amber alerts, and civic engagement.

SUBJECT: SRB25-0017 Public hearing and consideration of a request from
Birdville ISD for a variance to Chapter 106 (Signs) of the North
Richland Hills Code of Ordinances at 7020 Mid-Cities Boulevard,
being 14.894 acres described as Lot 1, Block 1, Career &
Technology Addition.

SUMMARY:
On behalf of Birdville Independent School District, HKS Architects is requesting a
variance to Chapter 106 (Signs) of the North Richland Hills Code of Ordinances. The site
is located at 7020 Mid-Cities Boulevard. The applicant is requesting a variance to allow a
12-foot tall monument sign on the property.
GENERAL DESCRIPTION:
The site under consideration is the Birdville Center of Technology and Advanced Learning
(BCTAL) campus, located on the south side of Mid-Cities Boulevard between Rosewood
Drive and Dick Fisher Drive. The campus has a monument sign located adjacent to the
street, and a new monument sign is proposed to replace the existing sign.
As part of the review of the proposed sign, it was noted that the sign exceeded the allowed
height for monument signs, and that the message area of the sign was not surrounded
by at least eight inches of masonry. Modifications to the sign were considered to comply
with the standards. However, the owner ultimately decided to seek a variance to allow the
sign as proposed.
The variance application and supporting materials are attached. The materials include a
copy of the application explaining the reasoning for the variance request and other
relevant documents. An analysis of the request and relevant codes is below.
ANALYSIS
The variance request is related to standards for monument signs, which are contained in
1ii.2n 1_9.6 1.�3 a)..2(Q of the sign regulations. This section limits the sign structure to seven
(7) feet in height and 75 square feet in area. The message area on the sign may be 50
square feet, and the area must be surrounded by at least eight inches of masonry on all
sides.
NORTH RIICHLAND HILLS
The applicant proposes to construct a new monument
sign adjacent to Mid-Cities Boulevard. The proposed sign
design is shown in the exhibit (right). The sign structure ..............
is twelve (12) feet in height, which exceeds the maximum
allowed height of seven (7) feet. The sign structure area BCTAL
is 68 square feet, which is compliant with the standards.
The total sign message area is 37 square feet and y,«
includes an electronic message sign (17 square feet).
The design of the sign includes a masonry base, but sign
is not surrounded by at least eight inches of masonry on o

as part of the approval of a variance request. The
affirmative vote of four Board members is required to
approve a variance.
A public hearing is required for consideration of a request
for variance. Notice of the public hearing was published in the newspaper and mailed to
all owners of real property within 200 feet of the site.
OPTIONS FOR BOARD CONSIDERATION
The Sign Review Board has the following options on this application.
1. Approve the variance as presented. This action would approve variances to the
sign standards for ground signs and allow the monument sign to be constructed
as presented.
2. Approve the variance with conditions. This action would approve variances to the
sign standards for ground signs, subject to the owner making modifications to the
size, location, or design as directed by the Board.
3. Deny the variance. This action would require the sign to be built in compliance with
ground sign standards.
RECOMMENDATION:
Approve SRB25-0017.

DESCRIPTION
A 12' tall monument sign keeping with the architecture of the main building for the Birdville ISD
Center for Technology and Advanced Learning
1. List the pertinent section(s) of the Sign Regulations and indicate the specific interpretation(s),
variance(s), or nonconforming use exception(s) being requested.
The proposed wall sign exhibit does not contain enough information to make a code determination
but based on the building fagade width, there shouldn't be an issue on that sign. The monument
sign as presented would require Sign Review Board approval.

SUBJECT: SRB25-0018 Public hearing and consideration of a request from
Birdville ISD for a variance to Chapter 106 (Signs) of the North
Richland Hills Code of Ordinances at 4100 Flory Street, being 8.52
acres described as Lot 12, Block 10, Hillview Addition.

SUMMARY:
On behalf of Birdville Independent School District, Casteel & Associates is requesting a
variance to Chapter 106 (Signs) of the North Richland Hills Code of Ordinances. The site
is located at 4100 Flory Street. The applicant is requesting a variance to allow a 96-
square-foot 8.4-foot tall monument sign on the property.
GENERAL DESCRIPTION:
The site under consideration is the Mullendore Elementary School campus, located at the
southeast corner of Flory Street and Manor Drive, just north of Glenview Drive. A new
school building is under construction and nearing completion on the property. As part of
the project a new monument sign was proposed at the intersection of Flory Street and
Manor Drive. The sign was at least partially constructed as of the time of application.
A sign permit application was submitted in April 2025. As part of the review of the
proposed sign, it was noted that the sign exceeded the allowed size and height for
monument signs. Modifications to the sign were considered to comply with the standards.
However, the owner ultimately decided to seek a variance to allow the sign as proposed.
The variance application and supporting materials are attached. The materials include a
copy of the application explaining the reasoning for the variance request and other
relevant documents. An analysis of the request and relevant codes is below.
ANALYSIS
The variance request is related to standards for monument signs, which are contained in
1ii.2n 1_9.6 1.�3 a)..2(Q of the sign regulations. This section limits the sign structure to seven
(7) feet in height and 75 square feet in area. The message area on the sign may be 50
square feet, and the area must be surrounded by at least eight inches of masonry on all
sides.
NORTH RI HLAND HILLS
The applicant proposes to construct a new
monument sign at the northwest corner of the
property. The proposed sign design is shown in
the exhibit (right). The sign structure is 8.4 feet in
height, which exceeds the maximum allowed
height of seven (7) feet. The sign structure area is ®®®® ®I
96 square feet which exceeds the maximum
allowed area of 75 square feet. The sign message
area complies with the standards, measuring 25
square feet including an electronic message sign ®� ®®®®®®®®®
(15 square feet). The design of the sign includes

The request is being processed as a variance I "g
application, which would waive certain sign standards for the property. The Board may
include appropriate conditions as part of the approval of a variance request. The
affirmative vote of four Board members is required to approve a variance.
A public hearing is required for consideration of a request for variance. Notice of the public
hearing was published in the newspaper and mailed to all owners of real property within
200 feet of the site.
OPTIONS FOR BOARD CONSIDERATION
The Sign Review Board has the following options on this application.
1. Approve the variance as presented. This action would approve variances to the
sign standards for ground signs and allow the monument sign to be constructed
as presented.
2. Approve the variance with conditions. This action would approve variances to the
sign standards for ground signs, subject to the owner making modifications to the
size, location, or design as directed by the Board.
3. Deny the variance. This action would require the sign to be built in compliance with
ground sign standards.
RECOMMENDATION:
Approve SRB25-0018.
