Anderle City Attorney A.1 INVOCATION Mayor Pro Tern Deupree gave the invocation. A.2 PLEDGE Mayor Pro Tern Deupree led the Pledge of Allegiance to the United States and Texas flags. A.3 CANVASS ELECTION RESULTS A.3.1 APPROVE RESOLUTION NO. 2025-027, CANVASSING THE RESULTS OF THE MAY 3, 2025 GENERAL ELECTION. APPROVED City Secretary/Chief Governance Officer Alicia Richardson informed City Council the item before them this evening is to canvass the results of the May 3, 2025 General Election for City Council Places 1, 3, 5, and 7. The agenda packet included a draft of the May 14, 2025 City Council Meeting Minutes Page 1 of 6 unofficial results from Tarrant County. The city is in receipt of the official results from Tarrant County. OFFICE NAME Place 1 Cecille Delaney Place 3 Danny Roberts Place 5 Billy Parks Place 7 Kelvin Deupree A MOTION WAS MADE BY COUNCIL MEMBER COMPTON, SECONDED BY COUNCIL MEMBER RODRIGUEZ TO APPROVE RESOLUTION NO. 2025-027, CANVASSING THE RESULTS OF THE MAY 3,2025 GENERAL ELECTION. MOTION TO APPROVE CARRIED 6-0. A.4 SPECIAL PRESENTATION(S) AND RECOGNITION(S) A.4.1 OATHS OF OFFICE AND SWEARING IN CEREMONY FOR NEWLY ELECTED OFFICIALS - COUNCIL MEMBERS FOR PLACES 1, 3, 5, AND 7. Mayor McCarty recessed the meeting at 7:22 p.m. for a brief reception. Mayor McCarty reconvened the meeting at 7:48 p.m., with the following present. CONSIDER APPROVAL OF CONSENT AGENDA ITEMS APPROVED A MOTION WAS MADE BY ASSOCIATE MAYOR PRO TEM RODRIGUEZ, SECONDED BY COUNCIL MEMBER BLAKE TO APPROVE CONSENT AGENDA ITEMS AS PRESENTED. MOTION TO APPROVE CARRIED 7-0. B.1 APPROVE THE MINUTES OF THE APRIL 28, 2025 CITY COUNCIL MEETING. C. PUBLIC HEARINGS There were no items for this category. PLANNING AND DEVELOPMENT D.1 CONSIDER ORDINANCE NO. 3903, AMENDING SECTION 106-13 (C) (3), CITY OF NORTH RICHLAND HILLS, CODE OF ORDINANCES, BUILDING LAND USE REGULATIONS, RELATED TO PORTABLE SIGNS. APPROVED City Council received a presentation from Managing Director of Community Services Stefanie Martinez. City Council and staff discussed restrictions; amount of time in between postings; control and maximum number of signs per property; flag signs; yard signs; and open house signs. A MOTION WAS MADE BY COUNCIL MEMBER ROBERTS, SECONDED BY COUNCIL MEMBER DELANEY TO APPROVE ORDINANCE NO. 3903, AMENDING SECTION 106-13 (C) (3), CITY OF NORTH RICHLAND HILLS, CODE OF ORDINANCES, BUILDING LAND USE REGULATIONS, RELATED TO PORTABLE SIGNS. MOTION TO APPROVE CARRIED 7-0. E. PUBLIC WORKS There were no items for this category. F. GENERAL ITEMS There were no items for this category. G. CITIZENS PRESENTATION There were no requests to speak from the public. H. FUTURE AGENDA ITEM(S) Mayor Pro Tern Deupree asked to look at establishing a new advisory board for aging citizens. The goal of this board would be to enhance the quality of life and prioritize the wellbeing of the city's senior population. There being no opposition, City Manager Paulette Hartman confirmed an item would be placed on a future work session agenda. May 14, 2025 City Council Meeting Minutes Page 4 of 6 I. INFORMATION AND REPORTS 1.1 ANNOUNCEMENTS Council member Roberts made the following announcements. Library in the Park returns on Tuesday mornings at 10:30 a.m. from May 20 through June 10 with story time and songs at a different park each week. Participants can also check out books, take home crafts and more. Visit the Library's website for locations and more details. The NRH Senior Center is hosting a health fair from 10:00 a.m. to 1:00 p.m. on Wednesday, May 28 in the Grand Hall at the NRH Centre. There will be free health screenings and information from numerous health and wellness providers. Everyone is welcome to attend. Kudos Korner - John Celis and Francisco Mercado in the Parks Department - A resident called the Parks Administration from Adventure World Playground with praises for the employees who maintain our parks. She said that while John and Francisco were emptying the park's trash cans, they were very pleasant to park users and had a nice interaction with her son. She added that she loves our parks, and our employees are doing a great job. Keep up the good work! J. EXECUTIVE SESSION 1. SECTION 551.071: CONSULTATION WITH CITY ATTORNEY TO SEEK ADVICE ABOUT PENDING OR CONTEMPLATED LITIGATION OR ON A MATTER IN WHICH THE DUTY OF THE ATTORNEY TO THE GOVERNMENTAL BODY UNDER THE TEXAS DISCIPLINARY RULES OF PROFESSIONAL CONDUCT OF THE STATE BAR OF TEXAS CLEARLY CONFLICTS WITH THE OPEN MEETINGS ACT - THREATENED LITIGATION BY BLAKE VAUGHN. Mayor McCarty announced at 8:03 p.m. that the City Council would adjourn into Executive Session as authorized by Chapter 551, Texas Government Code, specifically, Section 551.071: Consultation with City Attorney to seek advice about pending or contemplated litigation or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Open Meetings Act - threatened litigation by Blake Vaughn. Executive Session began at 8:06 p.m. and concluded at 8:29 p.m. May 14, 2025 City Council Meeting Minutes Page 5 of 6 K. EXECUTIVE SESSION ITEMS - CITY COUNCIL MAY TAKE ACTION ON ANY ITEM DISCUSSED IN EXECUTIVE SESSION LISTED ON THE CITY COUNCIL AGENDA. Mayor McCarty announced that there was no action necessary as the result of the executive session. L.
