MOTION TO APPROVE CARRIED 6-0. C. PRESENTATION / DISCUSSION ITEMS CA BUDGET PROCESS OVERVIEW Ms. Pekurney presented an overview of the budget process. D. DEPARTMENT UPDATES D.1 NRH2O FAMILY WATER PARK UPDATE Mr. Frank Perez, NRH2O General Manager, provided an update on activities at NRH2O Family Water Park. -New season starts May 3. Nitro Blast construction is progressing. The slide portion is almost complete. He presented a power point presentation with photos of the progress. -Staff is in the middle of hiring for the 2025 summer season. They are at a 40% return rate, which is very good. Management and Leadership Training just wrapped up with a theme of"Setting Expectations". -NRH2O is gearing up for the 12th annual Music Fest, starting on May 10. The water park will welcome more than 20,000 guests over the ten-day event. -Off-Season projects are underway to prepare for the new season. D.2 PARKS CAPITAL PROJECTS UPDATE Mr. Michael Wilson, Park Planning Manager, presented an update on capital projects. -Cross Timbers Disc Golf Course is complete. The consultant who designed the course has informed us that 900-1200 rounds were played in the last month, which makes this location in the top 11% of courses in Texas. -Kay Granger Park and Legacy Park Playground Replacements: Contract has been finalized and playground equipment is in production. Construction for this project is scheduled for May. April 07, 2025 Parks and Recreation Board Meeting Minutes Page 2 of 5 -2025 Parks and Recreation Master Plan: A request for qualifications (RFQ) was released in January. A selection committee will meet in April to review the submissions. Once a professional is chosen, contract negotiations will follow and then the item will be sent to City Council for review. D.3 PARKS MAINTENANCE AND OPERATIONS UPDATE Mr. Tanner Arwine, Assistant Director, provided an update on parks maintenance and operations activities. -Spring storms have not caused any major issues, thus far. Staff is responding quickly to cleaning up trails and debris after rain events. -Contract mowers are now mowing at their normal spring schedules. Parks are mowed weekly and trails are mowed every other week. Most right-of-way properties are mowed every other week with the exception of irrigated locations. -Irrigation staff has been diligently auditing and making repairs to all systems. -Finishing touches are being made to the Fossil Creek Park renovation. One of the new amenities to this park includes a bicycle playground and pump track. -Staff are working to complete drainage improvements at NRH2O to prepare for the upcoming season. -Spring athletics are in full swing. Five tournaments have already been hosted this year. Girls Softball at Walkers Creek Park managed by Richland Youth Association is a new addition this year. DA NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND TENNIS CENTER, PROGRAMS AND SERVICES UPDATE Mr. Antonio Evangelista, Assistant Director, presented an update on activities at the NRH Centre, Grand Hall, Athletics, Senior Center, Cultural Arts and Richland Tennis Center. -NRH Centre is celebrating its 13th anniversary in April. They are also wrapping up the process of transitioning to a new recreational software program. This will also be used by the Senior Center and the Parks Department in general. The upgraded software will enhance the member experience and will also offer a user-friendly mobile application. -Youth camps are now enrolling for Summer 2025. NRH Summer Day Camp is scheduled to begin the week of May 27. April 07, 2025 Parks and Recreation Board Meeting Minutes Page 3 of 5 -The Aquatics area hosted their April Pools Day on April 4. This was a free event that featured water safety activities. They are getting ready for their Underwater Egg Hunt on April 18. -Grand Hall is launching a new campaign to re-engage the social media channels with more frequent and consistent posts. -Richland Tennis Center is pleased to partner with BISD and host numerous tournaments and events for local high schools. -NRH Senior Center conducted their annual survey recently and was open from March 11-31. They are also pleased to announce that their Commemorative Paver Program is in full swing. These can be purchased to honor or remember a friend or family member and they are located right by the entry door. -Cultural Arts recently hosted an opening reception to honor the first POP-UP Gallery exhibition in NRH City Hall, titled COMMUNITY. -NRH Movies in the Park recently featured THE SANDLOT on the baseball field at Northfield Park. The next one is coming up in July, which will be held at the NRH Centre Outdoor Plaza and the feature film will be MOANA 2. -Sounds of Spring Concert Series starts on April 25 and will continue each Friday until May 16. -Play Today NRH returned in March and was a great success. The series will continue on the first Saturday of each month through June. -NRH POP UP Egg Hunts are coming up on April 16, 17 and 18. Park names and locations will be announced at least eight hours before the event on social media and the City's website. E. REVIEW OF EVENTS A. NRH2O Hiring NRH2O is wrapping up its hiring for the summer season. The last interview invitations went out last week and a lifeguard class wrapped up May 29. The seasonal team members are vital to the park's success. All NRH2O r, departments are full, so we are only inviting applicants that wi are 16 years old and older and interested in being a ; , lifeguard. Training for all departments is complete, with a r „ few make-up trainings for those that are late hires. Approximately 50% of the annual team members that work at NRH2O live in North Richland Hills, and approximately 60% are enrolled in BISD. B. Music Fest Update NRH2O wrapped up the 12t" annual Music Fest on May 22. Final numbers show over almost 300 choirs and bands attended, with almost 12,000 students, and just over 15,300 total attendees. Although these numbers ' are a slight decrease from Music Fests held in prior years, the viability to host this scale of an event at the beginning of the NRH2O operating season remains a g� g p g positive impact on revenue and park exposure. b . r 5 �Mr i it Nl� k4Ft hJOIF LH KICHLAND HILLS C. NRH2O Seasonal Team Fifty two percent of NRH2O's team is returning from last year. Staff continues to focus on safety, guest service, and keeping the park clean. The first team member party is the annual Get to Know Ya party, where team members will get to enjoy the attractions, have dinner, and get to know their fellow team members. Leadership is planning the next party — a mini golf competition where friends can be invited to join in. t ! D. NRH2O Projects Update Park staff continues to work on projects in order to remain proactive throughout the summer and moving forward. These include electrical, plumbing and motor repairs, and numerous other smaller repairs. E. NRH2O Capital Projects Update The Nitro Blast construction continues to move along, with construction crews working on electrical and plumbing. Slide commissioning with ProSlide is slated to begin the week of June 2. Once complete, the Nitro Blast will be another great addition to the lineup of NRH2O attractions. k4Ft6 hJOIF LH KICHLAND HILLS PARKS AND RECREATION BOARD MEMORANDUM FROM: The Office of the City Manager DATE: June 2, 2025 SUBJECT: Parks Capital Projects Update PRESENTER: Michael Wilson, Park Planning Manager GENERAL DESCRIPTION: Mr. Michael Wilson will present an update on Parks Capital Projects. CONTINUING PROJECTS City Point Trail Development in Oncor Easement This project will provide for the design and construction of a 10'wide multi-use trail in the Oncor easement just west of the City Point development from Glenview Drive northward to an existing 6'wide residential pedestrian trail adjacent to City Point Phase 2 along Blvd 26. Construction plans are complete and an Oncor encroachment agreement has been executed. A Request for Bids (RFB) will be released in June. Green Valley Park Safety Fence and Drainage Improvements This project provides for the addition of 1,200 linear feet of 6'tall black vinyl-coated chain- link fence between all 8 soccer fields and the adjacent parking lot at Green Valley Park, and drainage improvements on the north side of the park adjacent to Fields 5 thru 8. • The safety fence project is complete. Drainage improvements will begin after the end of the spring soccer season. Cross Timbers Disc Golf This project provides for the design and installation of a disc golf course through the open maintained areas within Cross Timbers Park. Amenities for the course will include concrete tee boxes, course signage and disc golf baskets. 0 This project is complete k4Ft hJOIF LH KICHLAND HILLS Pond Bathymetry Study This project will provide bathymetry data through a hydrographic survey on city park ponds that will identify any potential needs for sediment removal. The ponds included in the project will consist of the three ponds at The Lakes of Hometown, one pond at Liberty Park, one pond at Green Valley Park, and one pond at Linda Spurlock Park. Data collected and analyzed will allow city staff along with engineers to determine if, where and how much sediment removal in the form of dredging is necessary to ensure pond health and safety. The study will also test sediment samples to determine how and where sediment can be disposed of or relocated to, should dredging be recommended. • A Request for Qualifications will be issued to select a consultant to perform the pond studies. FISCAL YEAR 24-25 PROJECTS 2025 Parks and Recreation Master Plan This project serves to establish a 2025 Park System Master Plan that aligns with current community goals to guide the overall direction of Parks and Recreation within the City. A parks and recreation master plan is a comprehensive, long-range strategy for the creation, optimization, and maintenance of a community's assets. The Master Plan will assess current and future recreational needs, establish a long-range vision, and will identify and prioritize future capital improvement projects. Public input along with data on current infrastructure, facilities, and programs will be analyzed to create the 2025 Park System Master Plan utilizing professional services. • A request for qualifications (RFQ) was issued in February to identify qualified planning professionals to develop a new Parks and Recreation Master Plan. In early March, we received Statements of Qualifications from 7 consultants. A selection committee met in April to review the SOQ's and selected the most qualified professional with which to begin contract negotiations. Staff have held a meeting with the consultant to discuss scope/fee, and we expect a contract to be ready for City Council review in July. Fossil Creek Park Renovation This project serves to renovate the developed six-acre portion of the existing community park. Recommended park elements for the renovation of the park include multi-use athletic fields, a pump track surrounded by other bicycle playground elements, and improvements to security lighting at existing locations. Existing aged infrastructure including fences, scoreboards, and a concession building will be removed to create space for these new amenities. 0 This project is complete. k4Ft hJOIF LH KICHLAND HILLS Kay Granger Park and Legacy Park Playground Replacements This project provides for the replacement of the playgrounds at Kay Granger and Legacy Parks. The Parks and Recreation Department developed an Infrastructure Management Plan for park amenities which address long term funding needs for replacement and renovation of park sites and their amenities. Park assets are subject to continual heavy usage by citizens, exposure to the elements, and the natural aging process. • A contract with TF Harper was approved by City Council in March for the fabrication, delivery, and installation of new playground equipment at Kay Granger and Legacy Parks. Demolition and construction of the playgrounds on the two school sites will begin during the Birdville ISD's summer break. k4Ft hJOIF LH KICHLAND HILLS PARKS AND RECREATION BOARD MEMORANDUM FROM: The Office of the City Manager DATE: June 2, 2025 SUBJECT: Parks Maintenance and Operations Update PRESENTER: Tanner Arwine, Assistant Director GENERAL DESCRIPTION: Mr. Tanner Arwine, Assistant Director, will present an update on the following Parks Maintenance and Operations activities: General Park Maintenance • Landscape and Irrigation crews have been ullllle�lllllllllllllllllllllllllllllllll working hard to finish this year's Annual Tree Planting project. A total of 58 trees were Installed and Irrigated In the medians of �� Ironhorse Boulevard. The irrigation team installed a new irrigation system to ensure these trees are viable for many years to come. This project was made possible through a grant that was awarded last year `s by the Texas A&M Forest Service. a� • Pavilion rentals continue to be extremely popular throughout the parks. There have been 362 pavilion rentals YTD during the current fiscal year and rentals are forecasted to set a new record. Park Operations staff ensure pavilions are clean and ready for each rental so that guests have the best experience possible. Athletics • Spring Athletic Seasons are beginning to wrap up. As the summer offseason approaches, staff will begin making repairs and improvements to fencing, turf, infields, and buildings. • Several additional tournaments are scheduled in the coming months. k4Ft hJOIF LH KICHLAND HILLS Infrastructure Maintenance • Park staff have wrapped up the Fossil Creek Park Renovation. The park has already seen significant activity with the soft surface walking trail and bicycle playground and pump track being very popular. Adjacent homeowners whose properties back up to the park have also been complimentary of the improved security lighting. • Staff completed extensive drainage improvements at NRH2O Waterpark. This work was performed to mitigate the amount of water and sediment that was previously washing into the lazy river and other attractions during medium to heavy rain events. �. • The Richfield Tennis/Pickleball court conversion project has been completed. The project initiated as a Park Amenity Request, was recommended by Park Board, and then approved by Council for �I�r FY24/25. The project converted the underutilized tennis court at Richfield Park to four additional pickleball courts. • A contract was awarded to Cole Construction to provide the drainage improvements at Green Valley Park. The contractor is scheduled to begin work June 2nd and will be replacing and upsizing an old, failing drain line from 12" diameter to 18" diameter. The drain line currently serves to drain the back pond after it reaches capacity. The upsize will allow for additional drains to be added on the north size of the park where water sheet flows across during heavy rain events. k4Ft hJOIF LH KICHLAND HILLS PARKS AND RECREATION BOARD MEMORANDUM FROM: The Office of the City Manager DATE: June 2, 2025 SUBJECT: NRH Centre, Grand Hall, Athletics, Senior Center, Richland Tennis Center, Programs and Services Update PRESENTER: Antonio Evangelista, Assistant Director GENERAL DESCRIPTION: Antonio Evangelista, Assistant Director, will present an update on activities at the NRH Centre, Fitness, Athletics, Grand Hall, Senior Center, Cultural Arts and the Richland Tennis Center. NRH CENTRE A. The NRH Centre celebrated its 13t" anniversary on April 12, 2025. The Centre will be running a summer membership promotion that will include a 2-week trial pass for non- members, 10% off all paid-in-full annual membership as well as 6-month membership packages for both individuals and families. Membership specials and trial memberships must be activated by July 31, 2024. B. Staff continues to work through the migration process for the new recreation software (XPlor Recreation) that was implemented at the beginning of 2025. The software allows for a more streamlined member experience while boasting better communication and registration features along with a mobile application. C. Youth camps are now enrolling for summer 2025. Camp offerings include science/technology, design, builder, fitness, art, dance, and gymnastics camps. View the Summer Camp offerings HERE. D. 2025 Camp NRH Summer Day Camp is slated to begin the week of May 27 and continues for 10 consecutive weeks ending the week of July 28. Camp NRH is currently sold out in all 10 weeks. We highly encourage parents to join the waitlist in the event a spot becomes available for their child. E. Swim Lesson registration is currently underway for June 2025 with over 200 registered thus far. Swim lessons offerings have sessions that take Monday/Wednesdays, Tuesday/Thursdays, as well as Saturday offerings. Available swim lesson offerings can be found at www.nnccentre.com/learn-to-swim. F. May was a busy month for the preschool classes. A preschool graduation program was held in the Grand Hall to celebrate the growth of the kids and give them a sendoff to kindergarten. Dance also ended an 8-week program with two recitals in the Grand Hall with a full slate of dances and an enthusiastic audience. k4Ft hJOIF LH KICHLAND HILLS ATHLETICS A. The Athletic Division has strong participation across all adult leagues as programs transition from spring into the summer season. Adult Volleyball begins this week on Tuesday, May 20, and Thursday, May 22, with three divisions offered and most spots already filled. B. The 8t" season of Pickles n' Paddles is in Week 4, and we've restructured the league by dividing it into three divisions: Competitive, Intermediate, and Recreational divisions to ensure balanced competition. C. Spring II Adult Softball is underway at Northfield Park on Mondays, Tuesdays, and Thursdays; the Men's E Doubleheader leagues are sold out, while the Women's Doubleheader league will conclude on June 4 then will pause until the fall. D. Additionally, the Gutterball Bowling League, an 8-week program held at Bowlero in Watauga, has been running successfully since April 8 with games each week on Tuesdays at 6:10 PM. E. The Bike & Hike Series continues on Tuesday, June 3 at 6:30 p.m. starting from Cross Timbers Park, 7680 Douglas Ln. You choose to bike or hike at the park location listed each month. The Bike and Hike Series provides a great monthly opportunity to get outside and be active in a fun and welcoming setting.The recreational bike rides are 9-12 miles and the routes incorporate trail and on- road. The wellness hikes are 1-2 miles within the loop trails of the park and led by our staff. Individuals, groups, and families are welcome, just bring your water bottle and safety helmet during the bike ride. April and May have been bustling months at the Grand Hall as we hosted a variety of end-of-year school events and graduation parties. Notably, in April, we were honored to host the NRH All-Employee Training and the Police Department Volunteer Appreciation Breakfast. B. Looking ahead, while June and July traditionally see a seasonal slowdown, we are pleased with our pre-bookings for summer events. This slower pace will also allow us to accommodate the installation of new carpet during the first week of June, ensuring the Grand Hall remains an inviting and updated space for our community_ C. Grand Hall carpeting warrantee replacement will take place June 2 D. FY24/25 Revenue Update a. Total Budgeted Revenue: $447,500 b. Revenue to Date: $303,309.20 (65.07% of budget) k4Ft hJOIF LH KICHLAND HILLS RICHLAND TENNIS CENTER: A. The Spring season has been very busy with many high school district and regional tournaments held throughout the months of April and May. The largest tournaments were Regional 1A/2A held on May 7-10. In addition, RTC held multiple Adult tournaments and events throughout April and May. B. The USTA Ladies Playoffs held May 2-4 and the USTA Men's/Women's Combo tournament held on May 23-25. C. Richland Tennis Center is working to expand its junior program and private lessons and has hired two new Tennis Pro contractors with start date of May 19. This will help to help grow and expand the junior programs. D. Summer camp registration is underway with 9 weeks of Monday- Friday half day camps offered each week throughout the summer. NRH SENIOR CENTER A. The NRH Senior Center conducted its Annual Survey in March. Survey results revealed high member satisfaction, with services receiving 4.8 out of 5. B. Beginning May 1, the Senior Center started transitioning to the Xplor system. Members will continue to use paper registration for June programs, and online registration will open for July activities. In June, weekly appointments will be available for members who need one-on-one assistance with logging in or app- related issues. C. Registration for the Annual NRH Senior Center Health Fair continued throughout April and May. To date, there are 44 Regular vendors and 9 Prime Vendors participating. The Health Fair is scheduled for Wednesday, May 28, from 10.00 a.m. to 1.00 p.m. While the event is focused on seniors, everyone is welcome to attend. Prize drawings will take place throughout the fair. D. A Lunch and Learn program is scheduled for May 30 at 11.45 a.m., featuring a speaker from the Area Agency on Aging. E. The NRH Senior Center relies heavily on Community Partners in order to offer many of our programs. Partnerships fall into three categories, (GOLD, SILVER and BRONZE). Gold Level consists of the monthly luncheon partnership. Silver Level is special activities. Bronze level consists of Bingo, Birthday Party and monthly tournament prizes. a. Bronze Level: April/May Edward Jones, Palm Primary Care, Healing Hands Healthcare, Stephanie Duke Resources, and Atria at Hometown. k4Ft hJOIF LH KICHLAND HILLS CULTURAL ARTS AND SPECIAL EVENTS A. A new POP-UP Gallery exhibition is coming to the Grand Hall. Nature Right Here, celebrates NRH parks, opens spaces, or trails. The exhibition will be on display in the Grand Hall lobby from June 11 to August 28, 2025. The call for art was open to artists in NRH and the surrounding area of all ages. More details are available here: www.nrharts.com/naturerighthere. A reception will take place on July 17 from 5:30-7:00 PM to celebrate this exhibition during National Park and Recreation Month! B. On Thursday, July 10, 2025 at 7 PM in the Grand Hall at the NRH Centre, the Texas Jazz All Stars (TeJAS) will perform a special "Christmas in July" concert with a toy drive benefiting the NRH Community Enrichment Center. RTC hosted the Richland Varsity " High School tournament on April 2-3. TCAF Regionals and State Finals tournaments were held on April 7 and 17 respectively. Various high school district tournaments also held throughout the month of April. Regionals for 1 A/2A were held May 7-10. On the Adult side, 9 p 9� Y RTC hosted the USTA Ladies Spring Playoffs on May 2-4. NETT (Northeast Tarrant Tennis) hosted their annual Ladies tournaments on May 19 and 21. On May 23-25 we will ��/�' be hosting the USTA Adult Combo tournament. With summer approaching, we have been working to prepare for all Junior summer programs. Park Maintenance and Operations—Park Operations has had a busy spring season. The team has done an excellent job keeping up with daily maintenance tasks while knocking out several significant projects. Athletic seasons are wrapping up and staff have done an excellent job of navigating the frequent rain events. A significant amount of drainage and erosion control was performed at NRH20 Waterpark to protect attractions from being closed after heavy rain events. The annual tree planting project that was partially grant funded through the Texas A&M Forest Service was completed in the medians along Ironhorse Blvd. Fossil Creek Park Renovation is substantially completed, with a few small detail items remaining for staff.
