February 20, 2025 Planning and Zoning Commission Meeting Minutes Page 1 of 3 C.1 PLAT25-0084 CONSIDERATION OF A REQUEST FROM HAMILTON DUFFY PC FOR A PRELIMINARY PLAT OF STONYBROOKE PARK, BEING 7.993 ACRES LOCATED AT 8600 RUMFIELD ROAD. APPROVED WITH CONDITIONS Vice Chair Stamps introduced the item and called for Principal Planner Clayton Husband to introduce the request. Mr. Husband introduced the request. Vice Chair Stamps called for the applicant to present the request. Keith Hamilton, Hamilton Duffy PC, 8241 Mid-Cities Boulevard, North Richland Hills, presented the request. He stated Graham Hart is the developer and intended builder for the subdivision. Vice Chair Stamps and the applicant discussed the two exception requests associated with plat related to masonry screening walls and front yard utility locations. Vice Chair Stamps called for Mr. Husband to present the staff report. Mr. Husband presented the staff report. Commissioner Narayana and Mr. Husband discussed driveway access on lots adjacent to Stonybrooke Drive. Commissioner Goetz and Mr. Husband discussed the potential for Royal Ridge Drive to be extended to the east and the future development of adjacent properties. Vice Chair Stamps and Mr. Husband discussed reasons for electric and communication utilities to be located at the front of the lot. Commissioner McMahon and the applicant discussed the planned electric utility locations for the subdivision. Alternate Carpenter and Mr. Husband discussed lot sizes and which utilities are required to be located in the rear yard. Alternate Kerby and Mr. Husband discussed the lot dimensions in relation to access to utilities located at the rear of the lots. Vice Chair Stamps and Mr. Husband discussed the frequency of maintenance of electric utilities in a subdivision. February 20, 2025 Planning and Zoning Commission Meeting Minutes Page 2 of 3 Commissioner Ross stated the requested exceptions are reasonable and the Commission should continue reviewing them on a case-by-case basis. Commissioner Goetz stated the masonry wall on Royal Ridge Drive could be helpful if the adjacent properties were to develop in the future. Commissioner Narayana and the applicant discussed the likelihood of a homeowner's association being established for the subdivision. Vice Chair Stamps and Mr. Husband discussed vegetative screening around transformers in the front yard and long term maintenance requirements. A MOTION WAS MADE BY COMMISSIONER ROSS, SECONDED BY COMMISSIONER MCMAHON, TO APPROVE THE PLAT25-0084 SUBJECT TO THE CONDITIONS OUTLINED IN THE DEVELOPMENT REVIEW COMMITTEE COMMENTS. MOTION TO APPROVE CARRIED 7-0. EXECUTIVE SESSION D.
