HomeMy WebLinkAboutResolution 2025-032 RESOLUTION NO. 2025-032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS ESTABLISHING A 2025 CAPITAL PROGRAM ADVISORY COMMITTEE AND APPOINTING MEMBERS TO SAID COMMITTEE; ESTABLISHING TERMS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Council appoints members of the public to serve on various boards, commissions, and committees; and WHEREAS, it is the desire of City Council to review the list of major infrastructure and facility projects necessary over the next 10 (ten) years for the City of North Richland Hills; and WHEREAS, a 2025 Capital Program Advisory Committee can help improve the City and shape the future of North Richland Hills by providing input, ideas and consensus on various infrastructure questions facing the City; and WHEREAS, City Council desires to appoint members of the community at large to the 2025 Capital Program Advisory Committee. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, THAT: SECTION 1. A 2025 Capital Program Advisory Committee is hereby established which shall consist of up to thirty-one (31) members. The members of said Committee shall serve for the duration of the Committee's charge as defined herein. SECTION 2. Vacancies shall be filled by the City Council. Members of the Committee may be removed by the Mayor with the consent of the City Council for absenteeism, conduct, or any other reasons. SECTION 3. A Committee Chairperson and Vice-Chairperson shall be appointed by City Council from among the members. SECTION 4. The Committee may meet at least once monthly beginning August 2025 until the committee's recommendations are forwarded to the City Council or until the work of the Committee is complete. A quorum for any meeting of the Committee shall be a majority of the members. SECTION 5. The Committee shall keep minutes of its proceedings which shall be public record. The Committee shall serve without compensation. SECTION 6. The 2025 Capital Program Advisory Committee shall recommend projects to be completed, timing on implementing projects, levels of funding, sources of funding, if bond elections are recommended, and the timing of bond elections related to infrastructure and facility projects. The Committee shall be responsible to and act as an advisory body to the City Council, and shall have and perform such additional duties as may be prescribed by this Resolution or separate resolution.
