GENERAL DESCRIPTION: The Library office prepares action minutes for each Library Board meeting. The minutes for the previous meeting are placed on the agenda for review and approval by the Library Board. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. PUBLIC COMMENTS This meeting had no public comments. APPROVAL OF MINUTES Ms. Rodriguez moved to accept the minutes, Ms. Smith seconded, and the minutes were unanimously approved. NEW BOARD MEMBERS INTRODUCTION Ms. Barham introduced new board members Staci Pope (place 1) and Lo Linford (Alternate), who briefly talked about themselves and met the board and library staff. LIBRARY DIRECTOR'S REPORT Ms. Barham reviewed the library's key performance indicators from May-July 2025 and answered questions. REPORT ON PROGRAMS AND EVENTS Ms. Barham reported on the 2025 Mayor Summer Reading Club highlights: • Over 95,000 hours read and a total of 6,612 people attended the programs, 81 of them exclusively for children. A survey was conducted with participants and 75% said they read more as a result of our reading program, 86% improved their reading skills, and 100% would return. Ms. Barham also announced the 2026 theme: Unearth a story. And upcoming Library events, including: • Mapping the Journey series on 9/8, 9/15, and 9/22 at 2:OOpm. • Pokemon Club on 9/9, from 4:00-6:OOpm. • Sombati World Music performance on 9/20 at 3:OOpm. • Joyful Paint Along on 10/28 at 6:OOpm. CAPITAL PROJECTS PROPOSAL Ms. Barham informed that a bond proposal for 2026 is being considered by a capital project advisory committee. The capital improvements will possibly include expansion of the community room to accommodate larger events and programs, more study rooms on the first floor, shifting The Maker Spot to the first floor and all adult collection to the second floor. Ms. Barham will present the floor plan and proposed bond budget in the upcoming board meetings. PERSONNEL UPDATE Ms. Barham introduced Kinsey Peresh, who will be the new Children department supervisor. The Adult Services department will open a position for Volunteer and Outreach Coordinator. RECOMMENDATION: Approve the revised Library Internet Access and Wi-Fi Usage Policy. .wy................. Internet Access and W°-e es- i®Fi Usage Policy Adopted May 1, 1999; Revised January 27, 2015; October 2019: Adopted by the North Richland Hills Library Board October 21, 2019 The North Richland Hills Library offers free internet access to the public. The internet enables the Library to provide information beyond the confines of its own collection to enhance research, learning, and entertainment purposes for the North Richland Hills community. The North Richland Fills Library Patron eha►rior Policy always applies to patrons using public computers andlor i®Fi access. Users of froth the Library's public computers and i®Fi ser►rices assume responsibility for protecting and securing all their data® including account passwords. Users of these ser►rices agree to hold the City harmless for any damages. COVE® Library Rules Governing Internet Use • Access is on a first-come, first-served basis. Time limits may be set based on usage patterns. • Patrons may not change the settings of the Library's computer equipment and software, or add to, delete, or modify the installed software. • Patrons must use headphones or earbuds for all audio. • Patrons may not use the Library's a technology to make unauthorized entry to any other computer, or to disrupt or interfere with the operation of other computer network patrons, services, or equipment. • Patrons may not represent themselves as another person or use the internet to transmit obscene, threatening, or harassing materials. • Patrons must respect the legal protections to data and software provided by copyright and license law. • Internet access at the Library is self-guided. Staff at service desks will help patrons who need assistance to get online and provide some basic guidance on how to locate the information the patron needs. • Staff cannot create passwords, type documents, or complete forms for patrons. • Staff do not retain patron's private or confidential information, such as logins, passwords, or legal documents. Public Computer Use Public computer access requires a North Richland Fulls Library card or a guest pass. (moved) There is no charge to access a computer, but established fees apply when patrons print from a public computer or personal de►rice. The Library's public computers do not retain any data after a patron logs off. This includes websites ►risited, passwords, credit card numbers, or any other information entered during a session. The Library is not responsible for any loss of work due to uncontrollable forces® such as but not limited to software glitches, computer shutdowns, at are® viruses® or power outages. The Library complies with state and federal law, including but not limited to the Children's Znternet Protection Act (CZPA) and Chapter 43 of the Texas Penal Code® mandating the use of measures that prevent minors from accessing or being exposed to material on the Znternet that is (a) obscene; (b) child pornography; or(c) harmful to minors (e.g. "hacking-and other unlawful activities online). Filtering software is installed on all public Znternet computers to meet this requirement to the extent technically possible. Patrons must accept responsibility for determining the suitability of content for themselves or their children. Patrons are reminded that the Library is a public place where all are welcome. Patrons must be considerate of others and avoid downloading or displaying information or images in violation of Texas Law PC 43.24(b): Sale, Distribution, or Display of Harmful Material to a Minor, which states: (b) A person commits an offense if, knowing that the material is harmful: (1) and knowing the person is a minor, he sells, distributes, exhibits, or possesses for sale, distribution, or exhibition to a minor harmful material; (2) he displays harmful material and is reckless about whether a minor is present who will be offended or alarmed by the display; or (3) he hires, employs, or uses a minor to do or accomplish or assist in doing or accomplishing any of the acts prohibited in Subsection (b)(1) or (b)(2). Responsibilities of Patrons Any restriction of a child's access to the internet is the responsibility of the child's parent or guardian. The Library does not have either the right or the responsibility to act in loco parentis. Guest passes are only issued to children under the age of 13 with the consent of a parent or guardian. Patrons are responsible for saving their files to external devices or cloud-based storage. Files saved on Library computers are deleted upon logging out. • Patrons should exercise judgment in evaluating the validity of information. Sources on the internet do not always provide accurate, complete, or current information. VAre4es&4.+&e Public Wi-Fi Access The Library provides free, bv#gt+_�wireless access as a public service. By choosing to use this service, a patron agrees to abide by this policy. The Library's wireless network is not secure,—bbt-� . Patrons are responsible for their devices'anti-virus and security software. The Library is not responsible for any loss of data, theft, or damage to personal equipment or software. Due to the diversity of mobile computing equipment available, Library staff may provide"how-to"assistance for patrons to successfully use Library-supported resources but is not permitted to configure or troubleshoot a patron's wireless device. Compliance The Library reserves the right to take appropriate action to ensure compliance with these rules including, but not limited to, loss of Library privileges and legal prosecution. RECOMMENDATION: Approve the revised Library Meeting Room Policy. L"I" brary North Richland Hills Library Meeting Room Policy Adopted January 17, 2013 by the North Richland Hills Library Board; rev. and adopted October 16, 2014, October 2018, January 2021, May 2022, January 2025, and September 2025 Section 1. Statement of Purpose The meeting room facilities of the North Richland Hills Library are primarily for Library use for programs that promote Library services, for City of North Richland Hills sponsored events, or for official government use. When a meeting room is not in use by the Library; a City Department; or another city, state or federal government agency, the meeting rooms are available on a first-come, first-served basis to applicants as described in this policy. Usage of the Library's meeting room facilities does not constitute the Library's or the City of North Richland Hills' endorsement or approval of viewpoints expressed by participants or organizers of the event or program. Section 2. Priority For Use of Rooms Priority for use of the meeting room facilities shall be the following: 1. Elections 2. Library programs or programs in which the Library is a sponsor, participant, or cooperative agency 3. Meetings, programs, and activities sponsored or conducted by the City of North Richland Hills or another city, county, state, or federal government agency 4. Community applicants' eligible uses Scheduling of priority 1 and 2 events may cause an already approved priority 3 or 4 reservation to be cancelled or re-scheduled. Library staff will attempt to give as much notice as possible if a meeting needs to be cancelled, re-scheduled, or moved to another location due to one of these events. Section 3. Eligibility of Use The meeting room facilities may be used by: Governmental agencies • 51 (c) non-profits 9 9 9 9 9 (Please notes An individual's membership in a 501(c) non-profit sloes not grant the same privileges as a reservation male directly by the organization.) Commercial businesses (Please notes Reservations may be male for staff training and peer-to-peer networking only.) Reservations The Director of Library Services, or a designated Library staff member, of the North Richland Hills Library shall have overall responsibility for reservations and room use and shall provide an application form online to be filled out by applicants desiring to use the meeting rooms. • Reservations may th-- -;x -Rth-s be made up to 90 clays in advance and must be made at least 48 hours in advance. • Applicants are limited to six meeting room reservations in a calendar year. • Reservations will be approved by Library staff and you will be notified of approval or decline of application via email. • Notice of cancellation must be given at least 24 hours in advance of a reservation. Cancellation of a reservation without 24 hours' notice may result in the denial of future applications for use. If a reservation is cancelled due to inclement weather, an applicant may re-schedule to an available date. • The applicant is responsible for any damages to the room or its contents. • Each applicant will be required to submit a deposit check of($100.00) once the application is approved and within 7 business days of the reservation date. Cash, credit cards, money orders, or cashier's checks are not accepted. • Return of the deposit is contingent upon the Library staff's determination that no damage to the Library facilities or their contents has occurred in conjunction with use of the facility. • If it is determined that no damage was done, the applicant may pick up the deposit after their reservation or give approval for the deposit check to be shredded. Deposit checks still in the Library's possession older than 30 days will be shredded if no future reservation exists. • Any damages to the meeting room facilities or their contents will be charged to the applicant, and the charges will be based upon cost of cleaning products, supplies, and services required to repair the damages. The charges will be deducted from the applicant's deposit. Any charges not covered by the deposit will be owed and payable by the applicant to the City of North Richland Hills. After any charges for damages are deducted from the deposit, any amount of the deposit remaining will be returned to the applicant. Section 5. General Rules of Use The following Rules of Use apply to all meeting room users: Attendance in the meeting room is limited to: Community Room 100 people Board Room 30 people Meeting room hours are: Monday-Tuesday 8:00 a.m. -7:45 p.m. Wednesday-Thursday 8:00 a.m. -6:45 p.m. Friday-Saturday 8:00 a.m. -4:45 p.m. • The applicant must be are authorized representative of the organization. •Meetings must conclude and the rooms be vacated by the end of the reserved time. 3 •Applicants are responsible for cleaning up the meeting room facilities and leaving them in the same condition as when they arrived. •Applicants are responsible for setting up tables, chairs, and other equipment provided with the meeting room facilities. Setup and cleanup time must be included in the reservation time. The meeting room facilities must be returned to their original arrangement and all borrowed items must be returned to the Circulation desk, if applicable. •Smoking or the use of tobacco products (including electronic cigarettes) is prohibited in the meeting room facilities. •Consumption of alcoholic beverages is prohibited in the meeting room facilities. •Groups serving refreshments must complete all cleanup before the end of their meeting reservation time and prior to leaving. Failure to leave the meeting room facilities clean will result of loss of reservation privileges. •Only beverages with lids are allowed in the meeting room facilities. •Any video used in the meeting room must have public performance rights. • , No library space will be available for social or commercial purposes, fundraising, sale of items, or for-profit individuals or businesses with the following exceptions.- a) Programs, events, or sales conducted by the Library Board or Friends of the NRH Library, whose proceeds directly benefit the library. b) .Sale of material directly related to library sponsored programs which has received prior approval of the Director of Library.Services. c) Programs, events, or sales conducted by the City of North Richland Hills. •Applicants may not use tape, nails, thumbtacks, etc., to attach anything to the structure or furnishings. •Any equipment, supplies, or personal items stored or left in the meeting room after use are not the responsibility of the Library. •Abuse of the facilities, violation of the Meeting Room Policy or failure to follow the Library's Patron Behavior Policy may result in denial of future applications for use. •The Library reserves the right to have a Library staff member present at any event held in the Library. •Distribution of materials that advertise a business, products, or services in any way is prohibited. 4 SECTION 7. RULES FOR MARKETING OF ROOM RESERVATIONS Usage of the Library's meeting room facilities does not constitute the Library's or the City of North Richland Hills' endorsement or approval of viewpoints expressed by participants or organizers of the event or program. Advertisements or announcements implying or specifically stating such endorsement are not permitted. The following rules apply to materials or methods used to advertise, promote, or encourage attendance at any event, class or other program held in the Library's meeting rooms:1 • Applicants are solely responsible for marketing any event held in the Library's facility; Library Staff will not post the event on the Library's online event calendar or create any marketing materials to promote the event within the Library. • Any printed, electronic or other marketing materials that include the Library's name and address must include the disclaimer: "This event is not sponsored or endorsed by the North Richland Hills Library or the City of North Richland Hills." Any material published by an applicant that does not include this disclaimer may disqualify the applicant from any future use of the Library's meeting rooms. • Usage of any Library phone number as a contact phone number on marketing materials of any type, including but not limited to print, verbal, or digital, is prohibited. The Library will not serve as a point of information for patrons who may have questions regarding a reservation or who wish to contact the meeting/event organizers. By completing an online meeting room application, the applicant agrees that the Library can refer any patrons to the applicant for more information regarding the reservation using the contact information supplied on the application. • Signage can be only displayed one hour prior to a reservation. Signage left on Library property after a reservation has ended may be discarded by Library staff. • Applicants may be required to disclose all of types of media they intend to use to promote their event, class, or other program. The applicant must use their intended media in an appropriate manner and abide by all applicable state and federal laws governing print, verbal, and digital advertisements. • Applicants must not attempt to solicit attendance from Library patrons by distributing marketing materials or verbally requesting their attendance within or immediately outside of the Library facility.
