PRESENTER: Cecilia Barham, Library Director SUMMARY: The minutes listed are approved by majority vote of the Library Board members at Library Board meetings. GENERAL DESCRIPTION: The Library office prepares action minutes for each Library Board meeting. The minutes for the previous meeting are placed on the agenda for review and approval by the Library Board. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approve the minutes of the September 18, 2025 regular Library Board meeting. MINUTES OF THE LIBRARY BOARD OF THE CITY OF NORTH RICHLAND HILLS, TEXAS HELD IN THE LIBRARY BOARD ROOM LOCATED AT 9015 GRAND AVENUE September 18, 2025 Board Participants: Staci Pope Board Member, Place 1 Tyler Chambers Board Member, Place 4 Deborah Smith Board Member, Place 6 Stacy Herron Board Member, Place 7 Lo Linford Board Member, Alternate Absent: Kathy Antropik Chair, Place 3 Erin Rodriguez Board Member, Place 5 Staff Participants: Cecilia Barham Library Director Cathy McNeely Library Clerk CALL TO ORDER Vice chairwoman Holly Mitchell called the meeting to order on September 18, 2025, at 6.00 pm. PUBLIC COMMENTS This meeting had no public comments. APPROVAL OF MINUTES Mr. Chambers moved to accept the minutes, Ms. Smith seconded, and the minutes were unanimously approved. REVISED INTERNET ACCESS AND WI-FI USAGE POLICY Ms. Barham presented the revised Internet Access and Wi-fi Usage policy to the board members and asked for approval. After reviewing and discussing it, Ms. Herron motioned, Mr. Chambers seconded, and the policy was unanimously approved. REVISED LIBRARY MEETING ROOM POLICY Next, Ms. Barham presented and discussed the revised Library Meeting Room policy. After reviewing it, Ms. Smith motioned, Ms. Herron seconded, and the policy was unanimously approved. LIBRARY DIRECTOR'S REPORT Ms. Barham reviewed the library's key performance indicators from August 2025 and answered questions. REPORT ON PROGRAMS AND EVENTS Ms. Barham reported on past Library event: • Pokemon Club on 9/9, from 4:00-6:OOpm: 24 people participated. And upcoming events, including: • Sombati World Music performance on 9/20 at 3:OOpm. • Autumn Sounds concerts at City Hall on 9/27, 10/4, and 10/11 at 7.00pm. • Behind the Book TX Edition event with author Elizabeth Crook on 10/16 at 1.00pm. • Pumpkin Point event at City Hall on 10/25 from 5:00-8:OOpm. • NRH Christmas Tree Lighting event on 12/4 at 6:OOpm. CAPITAL PROGRAM ADVISORY COMMITTEE UPDATE Ms. Barham informed the board that the advisory bond committee will meet at the Library on 10/8 to discuss the bond proposal, and will tour the building on 10/21. The committee will present their recommendation to City Council on summer 2026, and if approved the proposed bond will go out for vote in the November 2026 Elections ballot. PERSONNEL UPDATE Cathy McNeely starts as the Community Volunteer and Outreach Coordinator in the Adult Services department on 9/22. A Library Clerk position vacancy in the Tech Services department will be filled internally. NEXT MEETING DATE The next meeting will be held on October 16, 2025 at 6:OOpm.
