WORK SESSION
The City Council of the City of North Richland Hills, Texas met in work session on the
22nd day of September at 5:00 p.m. in the Council Workroom prior to the 7:00 p.m.
regular City Council meeting.

CALL TO ORDER
Mayor McCarty called the meeting to order at 5:00 p.m.
1. DISCUSS ITEMS FROM REGULAR CITY COUNCIL MEETING.
City Council had no questions for staff.
2. DISCUSS THE TEXAS 89TH LEGISLATIVE SESSION, SPECIAL CALLED
SESSIONS,AND BILLS THAT ARE NOW EFFECTIVE.
City Council received an update from Assistant City Manager Trudy Lewis on the Texas
89th Legislative Session, Special Called Sessions, and bills that impact the city. She said
ordinances that require action will be placed on a future agenda to comply with the new
legislation.
3. DISCUSS UTILITY BILLING ISSUES, PROGRESS,AND STATUS.

City Council received an update from Assistant City Manager Trudy Lewis regarding the
city's new utility billing software system, customer registration challenges, transition to
new lockbox services, meter replacement system, and the city's next steps to enhance
service to customers.
4. DISCUSS SHORT-TERM RENTAL REGULATIONS.
City Council received an update from Director of Planning Cori Reaume. She discussed
changes to multifamily limitations, registration, re-inspection and suspension of permit,
annual renewal period, and parking for the proposed ordinance. The changes are the
result of comments from the public. Ms. Reaume stated that the Planning and Zoning
Commission recommends the removal of Town Center Neighborhood Center districts
from permitted districts. City Council and staff discussed parking, complaints, and
enforcement. The consensus of City Council is to align parking requirements with home
occupation parking regulations.
City Attorney Bradley Anderle provided an overview on the status of legal challenges for
short term rentals that was discussed by the public at the last City Council meeting.
FUTURE AGENDA ITEM(S)
There were no requests from City Council for future agenda items.
CITY MANAGER REPORT PROVIDING AN UPDATE ON EFFICIENCY AUDITS,
UPCOMING EVENTS,AND CAPITAL PROGRAM ADVISORY COMMITTEE
City Manager Paulette Hartman provided an update on the following:
Efficiency audit progress - the audits remain on schedule; the reports for the fleet and
permits department studies will be presented during the October work sessions; and the
IT study has progressed into stakeholder interviews.
Upcoming events - Fall in the Hall kicks off this Saturday, September 27, with The Elton
Johns playing at the front plaza of the City Hall and National Night Out with the NRH
Police Department occurs October 7.
Capital Program Advisory Committee - the committee, at their last meeting, discussed
reconstruction necessities and toured Fire Stations 2 and 3. The next meeting is
scheduled for October 8 at the NRH Library.

Mayor McCarty announced at 7:06 p.m. that the City Council would adjourn into
Executive Session as authorized by Chapter 551, Texas Government Code, specifically,
Section 551.071: Consultation with the City Attorney to seek advice about pending or
contemplated litigation or on a matter in which the duty of the attorney to the
governmental body under the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas clearly conflicts with the Open Meetings Act - (1) City of North
Richland Hills v. Manuel Financial No. 2, LLC et al, Case No. CC240015, Municipal Court
No. 2, City of North Richland Hills, Tarrant County, Texas; (2) City of North Richland Hills
v. Manuel Oldsmobile, Inc., Case No. CC240019, Municipal Court No. 2, City of North
Richland Hills, Tarrant County, Texas; (3) Jessie Goodfellow vs. City of North Richland
Hills, et al, Cause No. 352-366545-25; and (4) short term rental regulations. Executive
Session began at 7:12 p.m. and concluded at 7:45 p.m.
Mayor McCarty announced at 7:45 p.m. that City Council would convene to the regular
City Council meeting.

SETTLEMENT AGREEMENT WITH PURDUE PHARMA, L.P., AFFILIATES,
AND THE SACKER FAMILY; AND APPROVING PARTICIPATION IN THE
NATIONAL OPIOID SETTLEMENT AGREEMENTS WITH ALVOGEN, AMNEAL,

F. CITIZENS PRESENTATION
Diana Duran, 3913 Cagle Drive, Richland Hills, Texas commented on the city's food truck
regulations. She asked City Council to consider revising the ordinance to allow tents and
table seating.
William E. Boech, 6640 Brookshire Trail, commented on the parking of trailers and
recreational vehicles (RV) on streets in the city. He asked the City Council to consider
allowing time to load and unload RVs and trailers on the street. Ms. Hartman informed Mr.
Boech that the city's current ordinance allows time for loading and/or unloading RVs.
G. GENERAL ITEMS
G.1 CONSIDER RESOLUTION NO. 2025-041, APPOINTING MEMBERS TO THE
YOUTH ADVISORY COMMITTEE FOR THE 2025/2026 ACADEMIC YEAR.

City Council received a presentation from City Manager Paulette Hartman. The following
students are new appointments to the committee: Reagan Russell, Richland High School;
Rehan Suleman, Richland High School; Tyler Soignier, Birdville High School; Abigail
Parks, Richland High School; Gift Shone, Richland High School; Ean Settelmaier,
Birdville High School; Holden Hayes, Birdville High School; and Kiera Loney, Richland
High School.

1.1 ANNOUNCEMENTS
Council member Blake made the following announcements.
Experience the best of autumn at North Richland Hills City Hall! This fall, we're hosting
free family fun on the City Hall Plaza every Saturday, September 27 through October 25.
Live music, a spooktacular movie night, and the Pumpkin Point Fall Festival are all part of
our Fall at the Hall lineup. Plus, enjoy a Pop-Up Art Gallery and autumn photo scenes

throughout October. Visit the City's website for full details.
Join us to celebrate the end of summer at the Doggie Beach Bash on Sunday,
September 28 at NRH2O Family Water Park. Admission is $20 per person, including up
to two dogs with proceeds benefiting the NRH Animal Adoption Center. Tickets can be
purchased online or at the gate.
If you're looking for amazing discounts on books, check out the Friends of the NRH
Library's Book Sale on Saturday, October 4. The event will run from 10:00 a.m. to 3:00
p.m. in the Library's Community Room. All proceeds support literacy events and services
in the community.
Kudos Korner - Ashleigh Rasco in the IT Department - A supervisor from another City
department sent a note of appreciation to IT, thanking Ashley for immediately responding
to and resolving an access control issue. The email said: "Ashley has become the go-to
resource whenever similar issues arise, consistently providing real-time solutions that
enable our team to complete their work efficiently. Her quick action and dependable
support directly contribute to our staff delivering the highest level of service to our
community." Thank you, Ashleigh. Keep up the great work!
