Approval of Minutes of August 15, 2019 Construction Code of Appeals Board APPROVED Terry Brown motions to approve the minutes, John Klein seconds motion. The motion passes unanimously (5, 0) 4. Briefing on Adoption of 2018/2017 I-Codes Dave Pendley gave an overview of the Code Adoption from the 2012 Codes to the adoption to the 2018/2017 Codes. 5. Consideration of Adoption of the 2018 I-Codes for International Fire Code Kenneth Rawson presented the Board with the changes of the codes for the 2018 International Fire Codes After the presentation and discussion, the Board motioned to approve the consideration for the International Fire Codes. APPROVED Marc Trevino motions to adopt the 2018 International Building Codes. Heath Kirkwood seconds the motion. The motion passes unanimously (5, 0) 6. Consideration of Adoption of the 2018 1- Codes for International Plumbing Codes, International Fuel Gas Code, International Energy Conservation Code. Dave Pendley presented the Board with the changes of the codes for the 2018 International Plumbing Code, International Fuel Gas Code, and International Energy Conservation Code. After the presentation and discussion, the Board motioned to approve the consideration for the International Plumbing Codes, International Fuel Gas Code and International Energy Conservation Code. Consideration of Adoption of the 2017 I-Codes for International Electrical Code Dave Pendley presented the Board with the changes of the codes for the 2017 International Electrical Codes After the presentation and discussion, the Board motioned to approve the consideration for the International Electrical Code. APPROVED Terry Brown motions to adopt the 2017 International Electrical Code, Marc Trevino seconds the motion. The motion passes unanimously (5, 0) 8. Consideration of Adoption of the 2018 I-Codes for International Swimming Pool Code Dave Pendley presented the Board with the changes of the codes for the 2018 International Swimming Pool Codes After the presentation and discussion, the Board motioned to approve the consideration for the International Swimming Pool Code. APPROVED John Klein motions to adopt the 2018 International Swimming Pool Code, Heath Kirkwood seconds the motion. The motion passes unanimously (5, 0) 9. Consideration of Adoption of the 2018 I-Codes for International Existing Building Codes Dave Pendley presented the Board with the changes of the codes for the 2018 International Existing Building Codes After the presentation and discussion, the Board motioned to approve the consideration for the International Existing Building Code. Kurt Cameron Chairman September 12,2019 Construction Board of Appeals Page 4 k4Ft hJOIF LH KICHLAND HILLS CONSTRUCTION CODE APPEALS BOARD MEMORANDUM FROM: Building Inspections DATE: January 15, 2026 SUBJECT: Election of Chair PRESENTER: Stefanie Martinez SUMMARY: Elect one member of the Construction Code Appeals Board as Chair for the January 15, 2026 meeting. k4Ft hJOIF LH KICHLAND HILLS CONSTRUCTION CODE APPEALS BOARD MEMORANDUM FROM: Building Inspections DATE: January 15, 2026 SUBJECT: Discuss proposed 2024 International Codes PRESENTER: Cody Payne, Interim Chief Building Official SUMMARY: In a continuing effort to modernize the city's building codes in support of Council's goal to provide quality community development and revitalization, staff recommends adoption of the 2024 International Code Council (ICC) with regional amendments as recommended by the North Central Texas Council of Governments (NCTCOG). GENERAL DESCRIPTION: The International Building Codes (I-Codes) are developed by construction industry professionals and adopted globally as model codes based on the most current building science. These codes serve as a foundation for the city's building regulations, which are tailored through regional and local amendments to reflect North Richland Hills' unique needs. The I-Codes are updated every three years by the International Code Council (ICC). It has been the city's policy to adopt every other code cycle, or every six years. The last adoption was the 2018 I-Codes. The 2024 I-Codes represent the next scheduled update. The NCTCOG Regional Codes Coordinating Committee (RCCC), along with its advisory boards, has reviewed the 2024 I-Codes and issued recommended regional amendments. These amendments have been endorsed by the NCTCOG Executive Board and are intended to promote consistency across jurisdictions in North Central Texas. Adopting the 2024 amendments is in the best interest of the citizens of North Richland Hills by promoting health, safety, and welfare. Additional benefits include Regional Consistency as the city's codes will align with those of surrounding jurisdictions. The adoption of the amendments also help with the City's ISO Rating which helps maintain or improve the city's Insurance Services Office (ISO) rating. That rating can positively impact insurance premiums for residents and businesses.
