GENERAL DESCRIPTION: The Neighborhood Services Department prepares action minutes for each Keep NRH Beautiful meeting. The minutes for the previous meeting are placed on the agenda for review and approval by the Keep NRH Beautiful Commission. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approve the minutes of the October 21 , 2025 Keep NRH Beautiful meeting. MINUTES OF THE REGULAR MEETING OF THE KEEP NORTH RICHLAND HILLS BEAUTIFUL COMMISSION FOR THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE NORTH RICHLAND HILLS CITY HALL 4301 CITY POINT DRIVE TUESDAY, OCTOBER 21, 2025 The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills, Texas met for a meeting on the 21St day of October 2025 at 5.45 p.m. in the Neighborhood Services Conference Room. A. CALL TO ORDER The meeting was called to order at 5.45 p.m. Present: Kathy Luppy Chair Donah Tyner Place 1 Eric Welborn Place 3 Mark Seay Place 4 Bill Whitsett Place 7 Traci Maze Alternate Absent: Byron Bradford Place 2 Charlie Ruiz Place 5 Staff Members: Kristin James, Assistant Director of Neighborhood Services B. PUPLIC COMMENTS No Public Comments were made. C. ACTION ITEMS CA Approve minutes of the September 16, 2025 Keep NRH Beautiful Meeting Bill Whitsett motioned to approve the minutes, and the motion was seconded by Donah Tyner. The Commission then approved the minutes unanimously. C.2 Appoint a Chairperson and Vice Chairperson of the Keep NRH Beautiful Commission. Mrs. Tyner motioned to appoint Kathy Luppy to be chair of the commission. Mr. Whitsett seconded the motion and the motion was approved unanimously. Mr. Whitsett motioned to appoint Donah Tyner as vice chair of the commission. Mr. Seay seconded the motion and the motion was approved unanimously. Page 1 of 3 D. PRESENTATION/DISCUSSION ITEMS DA Discuss KNRHB Mission and Vision Statement Mrs. James presented this item and asked the Commission Members whether creating a mission and vision statement should be a priority for the commission. The members agreed that it was not necessary at this time. D.2 Discuss the 2025 Trash Bash Mrs. James presented this item and informed the Commission that approximately 175 volunteers were expected to be registered for the event. She noted that food for the volunteer picnic had not yet been secured but mentioned that she had contacted multiple vendors and was awaiting responses. Mr. Seay offered to assist with obtaining donations and requested that Mrs. James provide him with the number of attendees and a list of the vendors she had contacted. The Commission also discussed the schedule and setup for the day. D.3 Discuss Classes and Schedule for 2025 Mrs. James presented the following schedule for the remainder of 2025. She reminded the commission that this calendar was subject to change. NRH Pumpkin Point— Saturday, October 25 @ 5.00 pm (NRH City Hall Plaza) Snow Heights Polar Bash — Saturday, November 8 @ 1 pm — 4 pm (Snow Heights) Garden Class Container Gardening — Thursday, November 13 @ 5.30 pm (Library Community Room) Walker Creek Recycling Activity — Friday, November 14 @ TBD (Walker Creek Elementary) KNRHB Meeting — NO MEETING IN NOVEMBER Christmas Tree Lighting — Thursday, December 4 @ 6.00 pm (Stormy Plaza/Library/NRH Centre) Christmas Light Judging — Sunday, December 14 Christmas Light Judging — Monday, December 15 (If needed) North Ridge Idea Explosion — Friday, February 20 (AM) E. A. DISCUSSION ITEMS B.1 Judge the 2025 Christmas Lighting Contest Judging of the Christmas lights began at 6.00 pm and ended at 10.00 pm. The following is the list of winners: Area 1: 4008 Diamond Loch E. Area 2: 6908 Corona Dr. Area 3: 4809 Fairway Ct. Area 4: 7717 Bogart Dr. Area 5: 8101 Emerald Hills Way Area 6: 7520 Chapman Rd. Area 7: 8913 Martin Dr. Area 8: 8313 Oak Ct. Area 9: 8132 Lost Maple Dr. Judging by the Commission was based on arrangement, variety, and overall "WOW' factor. F. GENERAL DESCRIPTION: The Governor's Community Achievement Award application is open and due on March 12, 2026. During this item, staff will discuss the grant application. GENERAL DESCRIPTION: Keep NRH Beautiful provides classes, volunteer opportunities and activities throughout the year. This item allows the Commission to discuss the upcoming schedule of events and activities.
