CONTINUING PROJECTS Pond Bathymetry Study This project will provide bathymetry data through a hydrographic survey on city park ponds that will identify any potential needs for sediment removal. The ponds included in the project will consist of the three ponds at The Lakes of Hometown, one pond at Liberty Park, one pond at Green Valley Park, and one pond at Linda Spurlock Park. Data collected and analyzed will allow city staff along with engineers to determine if, where and how much sediment removal in the form of dredging is necessary to ensure pond health and safety. The study will also test sediment samples to determine how and where sediment can be disposed of or relocated to, should dredging be recommended. • A professional services contract has been signed with Westwood, and a survey of the Lakes of Hometown ponds is expected to start within the next month. 2025 Parks and Recreation Master Plan This project serves to establish a 2025 Park System Master Plan that aligns with current community goals to guide the overall direction of Parks and Recreation within the City. A parks and recreation master plan is a comprehensive, long-range strategy for the creation, optimization, and maintenance of a community's assets. The Master Plan will assess current and future recreational needs, establish a long-range vision, and will identify and prioritize future capital improvement projects. Public input along with data on current infrastructure, facilities, and programs will be analyzed to create the 2025 Park System Master Plan utilizing professional services. • City staff and planners from Halff Associates recently toured parks and facilities in North Richland Hills. Halff is in the process of finalizing a statistically valid survey that will be mailed to residents, along with a survey to gather input from stakeholders. Public input gathering will begin this summer. kliililllFt hJOIF LH KICHLAND HILLS Kay Granger Park and Legacy Park Playground Replacements This project provides for the replacement of the playgrounds at Kay Granger and Legacy Parks. The Parks and Recreation Department developed an Infrastructure Management Plan for park amenities which address long-term funding needs for replacement and renovation of park sites and their amenities. Park assets are subject to continual heavy usage by citizens, exposure to the elements, and the natural aging process. • This project is complete. FISCAL YEAR 25-26 PROJECTS City Entry Sign Replacement This project serves to replace the City entry signs located at select entryways to the city. City entry signs are located on major arterial, minor arterial, and major collector roadways. Two of the eleven proposed signs will have LED digital displays that will be used to promote and share information on a variety of City related topics. • In January, a Request for Qualifications (RFQ) was issued to hire a consultant to design new entry signs. A selection committee convened in late March to evaluate the submissions and begin contract negotiations with the highest-ranked firm. JB Sandlin Playground Replacement This project provides for the replacement of the playground at JB Sandlin Park as well as the incorporation of shade into the playground installation. This project will serve to provide a safe, accessible and high-quality play experience for our citizens to enjoy for years to come. • On March 9, City Council approved a contract with Whirlix, Inc. for the supply and installation of the playground equipment. Construction of the playground is expected to be completed this summer. k4Ft hJOIF LH KICHLAND HILLS John Barfield Trail Spring Oak Extension This project serves to design and construct a portion of the John Barfield Trail within the Oncor powerline easement behind residences on the east side of Spring Oak Drive. The current design of the trail provides an on-road connection down Spring Oak Drive. This project will bring this section of trail off-road as well as connect to an existing sidewalk for trail access by residents of the newly developed Rumfield Estates. This project will include survey, design, a flood study, and trail construction that will include concrete trail, a structure to cross a tributary to Little Bear Creek, and a street crossing where Spring oak Drive and the new trail would intersect. • Staff are currently negotiating a contract with an engineering firm for the design of the JB Trail Spring Oak Extension project. k4Ft hJOIF LH KICHLAND HILLS PARKS AND RECREATION BOARD MEMORANDUM FROM: The Office of the City Manager DATE: April 6, 2026 SUBJECT: Parks Maintenance and Operations Update PRESENTER: Tanner Arwine, Assistant Director GENERAL DESCRIPTION: Mr. Tanner Arwine, Assistant Director, will present an update on the following Parks Maintenance and Operations activities: General Park Maintenance A. Additionally, irrigation crews dewinterized the water fountains throughout the parks near the end of February. The target date to turn the water fountains back on is March 1, but staff also use the long-range weather forecast to make the safest decision for when to turn them on. Athletics A. Athletics seasons are in full swing. The Richland Youth Association had their Opening Day event for baseball on March 21. The soccer season is going well and the robot paint machine has allowed staff the time to be able to perform other needed maintenance items. Staff are maintaining a total of 28 fields daily for youth and adult sports. k4Ft hJOIF LH KICHLAND HILLS Infrastructure Maintenance A. The bridge was closed for one week at Walker's Creek Park as the bridge deck was replaced. The project was quick and has already received many positive comments on its improved condition. Additionally, in-house Parks staff replaced the longest bridge deck at Ironhorse Golf Course that was in need of replacement. B. A fence was replaced along the Barfield trail where it leaves the east side of Northfield Park. The fence is in the flood plain and has washed over many times since the trail was installed about 12 years ago. Staff worked with the adjacent property owner to make sure things went as smoothly as possible. The replacement involved much more substantial components that will be able to sustain flood waters for years to come. C. Drainage improvements were completed along the Calloway Branch Trail near Liberty Park. Recent rains have also identified another drainage improvement need along the Cotton Belt Trail. Staff will develop plans for implementing a project to resolve this drainage issue. k4Ft hJOIF LH KICHLAND HILLS PARKS AND RECREATION BOARD MEMORANDUM FROM: The Office of the City Manager DATE: April 6, 2026 SUBJECT: NRH Centre, Grand Hall, Athletics, Senior Center, Richland Tennis Center, Programs and Services Update PRESENTER: Antonio Evangelista, Assistant Director of Parks and Recreation GENERAL DESCRIPTION: Antonio Evangelista, Assistant Director, will present an update on activities at the NRH Centre, Fitness, Athletics, Grand Hall, Senior Center, Cultural Arts and the Richland Tennis Center. This year's Enchanted Wildlife theme created a magical atmosphere filled with vibrant balloon installations, detailed table centerpieces, and beautifully designed photo backdrops. Participants enjoyed an evening of DJ led dancing, curated dessert boxes with flowers, a coffee bar and water station, and convenient coat check services. Feedback from attendees was overwhelmingly positive. One participant shared, "My daughter and I had a fantastic time last night! We look forward to this every year. Thanks so much for doing this year after year. Looking forward to next year. The decorations were the best from the 4 or 5 years I have been. The balloons, the table centerpieces were beautiful and the picture stations were top notch!" The strong turnout and enthusiastic responses reflect the continued popularity and impact of this long- standing community tradition. We look forward to building on this success for next year's event. A Paddock air evacuator system will also be installed and is designed to optimize the pool environment, uphold superior air quality, ensuring a safe and comfortable experience for everyone. During this project, tile will be added to the pool bottom around the inlet water returns. The Aquatics team is working to clean and spruce up the area with a multitude of projects while the HVAC project is in progress. The closure is projected to take 6-8 weeks. The Rec of Grapevine and The Keller Pointe have agreed to allow NRH Centre members to use their pool and spas during the closure. These relationships have been ongoing over the past several years to help each other out during extended closures. The Aquatics department receives unannounced audits from Ellis & Associates throughout the year and was awarded the Ellis & Associates Platinum International Safety Award for 2025. This award is for achieving the highest quality of lifeguard professionalism and operational standards through the participation in the Ellis & Associates Comprehensive Aquatic Risk Management Program. , U, pllllll IIIIIIIIIIIIIIIIIIIIIIIIIIIIIII IIIII IIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIII (IIIIIIIII IIII uN '^^ IIuuII ^ IIuuII IIuuII iluull IIuuII IIuuII IIuuII IIuuII IIuuII IIuuII IIuuII IIuuII Ioul IIuuII III IIuuII IIuuII Iu IIuuII ' .III .III IIiuII ,IuuII Ioul IIuuII IIuuII IIuuII IIuuII IIuuII Ioul IIuuII IIuuI III I, ,Iuul Iuul Iluull kllllll IIuuII IIuuII IIuuII IIIIIIIIV( „ IIuuII IIuuII IIuuII IIuuII kllllll IIuuII IIIII IIIIIIII IIIIIII IV „ „, IIuuII I IIuuII kllllll Illlllllu „ „, IIuuII IIuuII nI161„ IIuuII" kllllll IIuuII IIIIIIIIV „ „„, IIIIIuuII IIuuII IIuuII IIuuII IIIIIII I I II II IIIIII IIIII IIII IIIIIIIII (III III IIII III II IIuuII u IIIIIIII,;,(II Iouul IIuuII IIuuII IIuuII ' IIuuII IIuuII IIuuI, IIuuII II I° IIuuII IIuuII IIII lilll pl Ioulll IIlllkl ll II II IIIIIIII IIuuII Iu IIuuII pIIuII IIIII „„ IIIIIIIIIIIIIII „° III IIIIIIII IIIIIIII IIIIII „„ IIIII IIIIII „„ IIIIIIII III IIIIIII °'I IIIIIN °., IIIIIN IIIIIN ^'I m IIIuuI Iluull IIII II IIII III IIIIIIII III ° IIIIII I ° IIIIII IIIIII °°II "' IIIIII IIIIIIII I I ,F III . IIIIIII IIIIIIIII """ I IIIIIIII IIIIIII ul!!I!61^ I IIiuI IIIIII IIIIIII IIII IIIIIII IIIII IIIIIII IIIII I IIIIIIII tflf% m}i ysr, Fyn i " a ,VIV IIIII I IIIIIII III IIIIII '1✓' , III III IIIIIIIII III IIIII IIIIII III IIIIII I IIII IIIII IIIIIIII N IIIIIIII II IIIIIIII IIIII IIIIII IIIIIIIII j TM,, nmN nmN IIIIIIII I IIIIII nmN 4 """" IIIIIV I IIIIIN IIIIIN IIIIV ": IIIIIN IIIII IIIIIIII IIIIIN IIIIIN IIIIIN V IIIIIIV IIIIVII IIIIIN I VI IIIIIV k IIIII II °IIII Illllllllllllllllllllllllllllllllllllililllllllllllllillikillii((diilikkliiiikikkkkkkkkkklilkilulkil I IkuuII Ililiiililliliiillllillllllillllllllllllllllllilllilllillll u y Illllllllllulll IIIIIIII IIIIIIII (IIIIIIII IIIIIIIIIIIIIIIIIIIIII IIIIIIIIIIIIIIIIII IIIII I .
