HomeMy WebLinkAboutCPA 2026-01-06 Minutes CITY OF NORTH RICHLAND HILLS 2025 CAPITAL PROGRAM ADVISORY COMMITTEE MEETING MEETING MINUTES JANUARY 6, 6:00 PM COMMUNITY ROOM NORTH RICHLAND HILLS CITY HALL The 2025 Capital Program Advisory Committee met on Tuesday, January 6, 2026, at 6:00 pm in the Community Room at the North Richland Hills Public Library. The following members were present: Tito Rodriguez, Chair, Richard Davis, Vice Chair, Mona Bailey, Jane Birkes, Suzy Compton, Brianne Goetz, Kyle Pekurney, Brad Pipes, Adam Pope, John Schleeter, Steve Tate, Joe Tolbert, Marc Trevino, Gary Vieregger, Bill Witsett, Mark Wood, Sean Nutt, Julia Miller The following member(s)were absent: Patti Hourihan, Mike Kerby, Dave Lambson, Miles Maze, David Newhouse, Jason Roberts, Darlisa Diltz, Rodney Glenn, Elouise Kennedy, Ann Perchard, Justin Welborn Staff present at the meeting were: Paulette Hartman, City Manager, Caroline Waggoner, Assistant City Manager, Trudy Lewis, Assistant City Manager, Boe Blankenship, Director of Public Works, Mary Peters, Director of Communications, Kenneth Garvin, Operations Manager,Ariella Alfaro, Capital Projects Manager, Nathan Frohman, City Engineer, Chris Turner, Street & Traffic Superintendent, Sean Priest, GIS Analyst, Stan Tinney, Fire Chief, Dakota Ford, Digital Content Producer, Sierra Clark, Video Production Intern, Raelyn Darnell, Emergency Management Coordinator CALL TO ORDER The meeting was called to order by Chair Tito Rodriguez at 6:01 p.m. II. APPROVE MINUTES FROM DECEMBER 2, 2025, MEETING A motion was made by Committee Member Brianne Goetz, seconded by Committee Member Gary Vieregger to approve the minutes of December 2, 2025, Capital Program Advisory Committee (CPAC) Meeting. The motion passed unanimously. III. OVERVIEW OF PROPOSED FINAL MAJOR AND LOCAL STREET RANKINGS FOR THE 2026 BOND ROADWAY PROJECTS. Chair Tito Rodriguez and City Manager Paulette Hartman welcomed several visitors to the meeting, and Mr. Blankenship, Director of Public Works, began by referring to the handouts provided to the committee and pointed out that the Street Network will be shared by email with the committee in the coming days. City Engineer, Nathan Frohman, followed up on an item from the previous meeting. Mr. Frohman spoke on the committee's request to analyze additional models. A total of ten models were run, and the key takeaway discussed was that the same streets continued to rise to the top regardless of the model. Mr. Blankenship recapped high-level topics from the previous two committee meetings. He then reviewed the street inspection process that Public Works staff completed, including physically inspecting what caused OCI decline. Several factors included recent construction, localized repairs needed, surface and structural deteriorations, and degradations. Mr. Blankenship discussed evaluation criteria and weights for the community rating. He then reviewed the ranked listing for both major streets and local streets. Several questions were asked, including some questions on Iron Horse Boulevard, Rumfield Road, OCI, and project capacity. The ranked list of major streets has a total of 41 individual street segments, and the ranked list for local streets has a total of 76. City Manager Paulette Hartman and Assistant City Manager Caroline Waggoner also took questions. Mrs. Hartman encouraged the committee to take a detailed look at the list and the committee will further discuss and finalize at the next meeting. The next meeting will be at the Public Works Service Center; a map of the site address and parking was provided in the presentation. It was announced that the March 10 meeting will now be moved to March 4. IV. PUBLIC COMMENTS An opportunity for citizens to address the 2025 Capital Program Advisory Committee on matters which are scheduled on this agenda for consideration by the 2025 Capital Program Advisory Committee but not scheduled as a public hearing. In order to address the 2025 Capital Program Advisory Committee during public comments, a Public Meeting Appearance Card must be completed and presented to the recording secretary prior to the start of the 2025 Capital Program Advisory Committee meeting. Jim Morgan, 7601 Frankie B Street, commented on item Ill, Overview of Proposed Final Major And Local Street Rankings For The 2026 Bond Roadway Projects, more specifically commenting on Frankie B Street.
