2025 CAPITAL PROGRAM ADVISORY COMMITTEE MEETING
MEETING MINUTES
NOVEMBER 11, 2025, 6:00 PM

The 2025 Capital Program Advisory Committee met on Thursday, November 11, 2025,
at 6:00 pm in the Community Room at the North Richland Hills Public Library. The
following members were present: Tito Rodriguez, Chair, Richard Davis, Vice Chair, Mona
Bailey, Jane Birkes, Suzy Compton, Rodney Glenn, Brianne Goetz, Patti Hourihan,
Elouise Kennedy, Mike Kerby, Dave Lambson, Miles Maze, David Newhouse, Sean Nutt,
Kyle Pekurney,Ann Perchard, John Schleeter, Joe Tolbert, Marc Trevino, Justin Welborn,

CALL TO ORDER
The meeting was called to order by Chair Tito Rodriguez at 6:00 p.m.

APPROVE MINUTES FROM NOVEMBER 11, 2025, MEETING
A motion was made by Committee Member Brianne Goetz, seconded by Committee
Member Mike Kerby to approve the minutes of the November 11, 2025, Capital Program
Advisory Committee (CPAC) Meeting. The motion passed unanimously.
III.
OVERVIEW OF STREET CLASSIFICATIONS, CONDITION RATINGS, AND THE
PROPOSED ELIGIBILITY AND SELECTION PROCESS FOR 2026 BOND
ROADWAY PROJECTS.
Chair Rodriguez opened the item by informing the committee that the presentation would
provide an overview of potential street projects under consideration for the 2026 Bond
Program. Boe Blankenship, Director of Public Works introduced key staff members who
will be instrumental throughout the process. He also noted that the upcoming meetings
on December 2, 2025, and January 6, 2026, will continue the discussion on street
projects.
Mr. Blankenship presented an overview of the city's street classifications, explaining the
functional hierarchy and types of streets. He clarified that three major arterials Boulevard
26, Davis Boulevard, and Precinct Line Road are managed and maintained by the Texas
Department of Transportation (TxDOT) and therefore will not be included in the city's
review. While TxDOT oversees access and maintenance for these roads, the City
remains responsible for traffic signal operations.
A graphical breakdown of street classifications of the city's street network was shared,
showing the following distribution:
• 2% Minor Arterial
• 3% Major Arterial
• 76% Local Streets
• 11% Minor Collector
• 8% Major Collector
Mr. Blankenship emphasized the importance of these classifications in the evaluation
process.
He then discussed the 2023 pavement assessment study conducted in partnership with
a third-party vendor. This study assigned each street an Overall Condition Index (OCI)
rating, ranging from "Failed" to "Good." A map of the OCI scores was distributed to the
committee, along with a visual summary of the classification system. The committee was
advised to focus on streets with lower condition ratings, specifically those to the left of the
dotted purple line on the map.
For major streets candidates (collectors and arterials), Mr. Blankenship noted that 13
miles of roadway, comprising 110 segments have an OCI below 60. Evaluation criteria
for these streets include:
• Pavement condition (OCI)
• Traffic volume
• Network importance
• Public safety response
• Survey input
• Secondary factors (e.g., pedestrian amenities, commercial impact, targeted
development area and roadway capacity)
For residential streets, 22 miles of roadway (254 segments) have an OCI below 40. Staff
identified 185 combined street segments for ranking purposes. Evaluation criteria for
residential streets include:
• Pavement condition
• Traffic counts
• Cost per car
• Maintenance records
• Network importance / public safety
• Secondary factors (e.g., pedestrian facilities, revitalization areas)
Paulette Hartman, City Manager noted that many streets are addressed through the City's
annual preventive maintenance program, which contributes to improved OCI ratings. She
added that the City is currently catching up on maintenance projects following a pause
during the pavement assessment year.
Mr. Blankenship presented a table titled "Major Streets — Ranked Data List", which
included street classification, length, community rating, cost per car, and total project cost.
Caroline Waggoner, Assistant City Manager provided context from the previous bond
committee regarding how streets were selected, how far down the list funding allowed
them to go, and considerations for a potential residential/commercial funding split.
Mr. Blankenship and Ms. Hartman responded to committee questions regarding OCI
ratings, pavement life cycles, and the overall selection process for recommended
projects.
Mr. Blankenship will begin developing a preliminary list of streets and will provide
examples from each classification for committee review.
Chair Rodriguez concluded the item by reiterating that the next three meetings will
continue to focus on street projects. Ms. Hartman informed the committee that they would
receive an email with the presentation slides and handouts for review prior to the next
meeting.

PUBLIC COMMENTS
An opportunity for citizens to address the 2025 Capital Program Advisory Committee on
matters which are scheduled on this agenda for consideration by the 2025 Capital
Program Advisory Committee but not scheduled as a public hearing. In order to address
the 2025 Capital Program Advisory Committee during public comments, a Public Meeting
Appearance Card must be completed and presented to the recording secretary prior to
the start of the 2025 Capital Program Advisory Committee meeting.
There were no requests to speak from the public.
