2025 CAPITAL PROGRAM ADVISORY COMMITTEE MEETING
MEETING MINUTES
OCTOBER 8, 2025, 6:00 PM
PUBLIC LIBRARY, 9015 GRAND AVENUE
NORTH RICHLAND HILLS, TX 76180
The 2025 Capital Program Advisory Committee met on Wednesday, October 8, 2025, at
6:00 pm in the Community Room at the North Richland Hills Public Library. The following
members were present: Tito Rodriguez, Chair, Richard Davis, Vice Chair, Mona Bailey,
Suzy Compton, Rodney Glenn, Brianne Goetz, Patti Hourihan, Mike Kerby, Dave
Lambson, David Newhouse, Kyle Pekurney, Ann Perchard, Gary Vieregger, Justin
Welborn, Mark Wood, Darlisa Diltz, Bill Whitsett, Elouise Kennedy, Marc Trevino, Joe
Tolbert
The following member(s) were absent: Jason Roberts, Miles Maze, Julia Miller, Sean
Nutt, Brad Pipes, Adam Pope, John Schleeter, Steve Tate, Jane Birkes.
Staff present at the meeting were: Paulette Hartman, City Manager, Trudy Lewis,
Assistant City Manager, Cecilia Barham, Director of Library Services, Erik Cook,Assistant
Fire Chief, Chris Amarante, Director of Facilities & Construction, Mary Peters,
Communications Director, Raelyn Darnell, Emergency Management Coordinator
CALL TO ORDER
The meeting was called to order by Chair Tito Rodriguez at 6:00 p.m.

APPROVE MINUTES FROM SEPTEMBER 16, 2025 MEETING
A motion was made by Committee Member Mike Kerby, seconded by Committee Member
Mark Wood to approve the minutes of the September 16, 2025, Capital Program Advisory
Committee (CPAC) Meeting. The motion passed unanimously.

REVIEW FIRE STATION 2 AND FIRE STATION 3 PROPOSED PROJECTS AND
ANSWER ANY QUESTIONS
Thank you was expressed from the Committee to the fire department for their time in
the previous two meetings.
IV.
REVIEW AND DISCUSS NEEDS AND PRELIMINARY COST ESTIMATES FOR
LIBRARY PROJECTS
Library Director Cecilia Barham started the Library presentation by reviewing various
numbers to provide some background on Library statistics. She also went over various
Library collections, programs, and services offered. Ms. Barham emphasized the
importance of"Citizens First"; stating that Library decisions are driven by citizen need and
desire. Ms. Barham provided a brief history of the previous and current library buildings.
Ms. Barham explained this Library project has 5 goals.
• Goal 1 is Expand Library Community Room. The Library is experiencing a 379%
increase since 2013 in program participation, along with continually exceeding
room capacity. Estimated costs were shared with the committee, as well as a
remodel plan, increasing capacity to 500 people.
Questions and discussions followed.
• Goal 2 is Create a Family Friendly First Floor. Collection location strategy has
changed and protection of young readers is a priority. Collection location re-design
was shared.

• Goal 3 is Expand the Children's Area.
• Goal 4 is Additional Study and Collaboration Rooms. Since 2022, there has been
a 63% increase in the monthly average of study room reservations.
• Goal 5 is Expand Circulation Workroom. This goal would allow for various
efficiencies in both use of space and staff time.
Ms. Barham then presented the cost estimates at a total of$15,960,000 for all five goals.
Cecilia Barham, Chris Amarante, and Paulette Hartman took several questions from the
committee on the presentation and recommended floor plans. Ms. Barham noted that the
goals are presented in order of prioritization.

REVIEW MEETING DATES AND DISCUSSION ITEMS
Future meeting dates were confirmed without objection.
The next meeting will be at the NRH Library. The library tour will start in Community Room
at the NRH Library on October 21st

PUBLIC COMMENTS
An opportunity for citizens to address the 2025 Capital Program Advisory Committee on
matters which are scheduled on this agenda for consideration by the 2025 Capital
Program Advisory Committee but not scheduled as a public hearing. In order to address
the 2025 Capital Program Advisory Committee during public comments, a Public Meeting
Appearance Card must be completed and presented to the recording secretary prior to
the start of the 2025 Capital Program Advisory Committee meeting.
There were no requests to speak from the public.

The meeting adjourned at 6:54 p.m.
