2025 CAPITAL PROGRAM ADVISORY COMMITTEE MEETING
MEETING MINUTES
SEPTEMBER 16, 2025, 6:00 PM
COMMUNITY ROOM
NORTH RICHLAND HILLS CITY HALL
The 2025 Capital Program Advisory Committee met on Thursday, September 16, 2025,
at 6:00 pm in the Community Room at the North Richland Hills City Hall. The following
members were present: Tito Rodriguez, Chair, Richard Davis, Vice Chair, Mona Bailey,
Jane Birkes, Don Buehrer, Suzy Compton, Rodney Glenn, Brianne Goetz, Patti Hourihan,

Committee member Bill Whitsett was in attendance at the concurrently scheduled Keep
NRH Beautiful Commission Meeting.
The following members were absent: Darlisa Diltz, Elouise Kennedy, Jason Roberts,
Marc Trevino
Staff present at the meeting were: Paulette Hartman, City Manager, Caroline Waggoner,
Assistant City Manager, Boe Blankenship, Director of Public Works, Cecilia Barham,
Director of Library Services, Jennipher Castellanos, Manager of Strategic Initiatives, Stan
Tinney, Fire Chief, Erik Cook, Assistant Fire Chief, Jase Smith, Assistant Fire Chief, Chris
Amarante, Director of Facilities&Construction, Christy Hardy, Executive Secretary, Kathy
Corley, Personnel / Equipment Manager, Brent Sauble, Fire Marshal Division Chief,
Marcus Hodges, Fire Prevention Specialist II, Christopher Jungst, EMS Division Chief,
Lance Ludtke, Fire Prevention Specialist II, Jeff Smith, Fire Logistics Captain
CALL TO ORDER
The meeting was called to order by Chair Tito Rodriguez at 6:00 p.m.
II.
APPROVE MINUTES FROM SEPTEMBER 02, 2025 MEETING
A motion was made by Committee Member Justin Welborn, seconded by Committee
Member Mike Kerby to approve the minutes of the September 02, 2025, Capital Program
Advisory Committee (CPAC) Meeting. The motion passed unanimously.
III.
REVIEW FUTURE DISCUSION ITEMS
Chair Rodriguez shared an example from his prior service on a separate committee several years
ago, during which members participated in a tour that included visits to newly constructed
facilities. He noted that the experience provided the committee with valuable insights. Chair
Rodriguez informed the committee that he has since communicated with City Manager Paulette
Hartman to request a similar opportunity for this committee to visit recently constructed fire
stations within the region during a future meeting. He emphasized that such visits would be
beneficial for the committee to gain insights into modern station design such as updated
technology and operational advancements.
City Manager Paulette Hartman provided the committee with guidance regarding the adjournment
of the meeting in light of the scheduled fire station tours. She explained the agenda was structured
to allow the meeting to adjourn upon completion of the tours, and that committee members would
not be required to reconvene in the Community Room located at City Hall.
IV.
PUBLIC COMMENTS
An opportunity for citizens to address the 2025 Capital Program Advisory Committee on
matters which are scheduled on this agenda for consideration by the 2025 Capital
Program Advisory Committee, but not scheduled as a public hearing. In order to address
the 2025 Capital Program Advisory Committee during public comments, a Public Meeting
Appearance Card must be completed and presented to the recording secretary prior to
the start of the 2025 Capital Program Advisory Committee meeting.
There were no requests to speak from the public.
V.
MOBILIZE FOR SITE TOURS OF THE FOLLOWING LOCATIONS: FIRE STATION #1

Fire Chief Stan Tinney provided the committee with instructions regarding the scheduled fire
station tours. He then introduced Jase Smith, Assistant Fire Chief, who was in attendance at the
meeting. Fire Chief Tinney then explained that the committee would be divided into three groups,
each of which would board vans located on the north side of the parking lot to visit the stations
separately. Staff members present at the meeting were assigned to accompany each group.
Fire Chief Stan Tinney proceeded to assign committee members to their respective group. Once
assignments were completed, the group departed to begin the tours. Each group was
accompanied by a designated tour guide and scribe: Group 1 by Fire Chief Tinney and Kathy
Corley, Personnel / Equipment Manager, Group 2 by Assistant Fire Chief Erik Cook and Christy
Hardy, Executive Secretary and Group 3 by Assistant Fire Chief Jase Smith and Jennipher
Castellanos, Manager of Strategic Initiatives.
The remainder of the meeting consisted of the committee touring Fire Stations 1, 2, and 3. During
the tours, members received guided walkthroughs of each facility, which included an overview of
the station's history, age, layout, staffing, equipment, and available technology. Each group visited
the stations on a staggered scheduled and reconvened at City Hall, located at 4301 City Point Dr.
North Richland Hills, Texas 76180, upon completion of the tours.

ADJOURNMENT
The meeting adjourned at 8:07 p.m.
