A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS, TEXAS, APPOINTING MEMBERS TO THE
LEGISLATIVE TASK FORCE OF THE CITY OF NORTH RICHLAND
HILLS.
WHEREAS, the City of North Richland Hills' Intergovernmental & Legislative Affairs
Program advocates, coordinates, and advances the City's legislative
agenda to enhance the City's ability to govern and provide essential
municipal and community services; and
WHEREAS, the purpose of the program is to ensure the City's interests are protected
and enhanced through active involvement in the legislative process and
strong intergovernmental relationships and to engage community leaders
and partner organizations to advocate for the citizens of North Richland
Hills; and
WHEREAS, pursuant to Resolution No. 2026-020 the City Council created a standing
Intergovernmental & Legislative Affairs Subcommittee of the City Council
and a Legislative Task Force made up of citizen volunteers recommended
by the Mayor and appointed by the City Council to provide input into the
City's Intergovernmental & Legislative Affairs Program; and
WHEREAS, the City Council finds it necessary to appoint citizen volunteer members to
the Legislative Task Force to ensure membership across a broad area of
expertise.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, THAT:
SECTION 1. The Legislative Task Force is hereby amended to consist of nine (9)
members recommended by the Mayor and approved by City Council.
Members would serve two-year terms beginning in May of the year prior to
a regular session of the Texas Legislature, with the inaugural terms
beginning in May 2026 and concluding in April 2028. Each subsequent term
would end in April of the year following a regular legislative session.
The following members have been recommended by Mayor Jack McCarty
for consideration by the City Council for appointment to the Legislative Task
Force.

SECTION 2. The Legislative Task Force shall meet prior to and during state legislative
sessions for the following purposes:
• Review educational information from City staff, industry leaders, and
subject matter experts related to current issues and the proposed
impact proposed legislation could have on the community.
•. Provide input to the Intergovernmental & Legislative Affairs City
Council Subcommittee and City staff on the City's legislative agenda
and proposed legislation.
• Engage with the community and advocate for the community to state
legislators during the Legislative Session.
SECTION 3. All resolutions that conflict with the provisions of this Resolution are hereby
repealed, and all other resolutions of the City not in conflict with the
provisions of this Resolution shall remain in full force and effect.
SECTION 4. If any provision of this Resolution, or application thereof, to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other
provisions, or application thereof, of this Resolution, which can be given
effect without the invalid provision or application, and to this end the
provisions of this Resolution are hereby declared to be severable.
SECTION 5. The Mayor is hereby authorized to sign this Resolution and the City
Secretary to attest. This Resolution shall become effective and be in full
force and effect immediately in accordance with the provisions of the City
Charter of the City of North Richland Hills.
