MINUTES OF THE REGULAR MEETING
OF THE KEEP NORTH RICHLAND HILLS BEAUTIFUL COMMISSION
FOR THE CITY OF NORTH RICHLAND HILLS, TEXAS,
HELD AT THE NORTH RICHLAND HILLS CITY HALL

The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills, Texas met
for a meeting on the 17t" day of March 2026 at 5:45 p.m. in the Neighborhood Services
Conference Room.
A. CALL TO ORDER
The meeting was called to order at 6:05 p.m.

C. ACTION ITEMS
C.1 Approve minutes of the February 17, 2026 Keep NRH Beautiful Meeting
Bill Whitsett motioned to approve the minutes, and the motion was seconded by Donah
Tyner. The Commission then approved the minutes unanimously.
D. PRESENTATION/DISCUSSION ITEMS
DA Discuss Christmas Lighting Awards Program
Chair Kathy Luppy introduced the item and recognized Kristin James to present. Mrs. James
stated that the Commission had previously expressed interest in discussing ideas for the
future of the program and opened the floor for discussion.

Mrs. Tyner suggested increasing the,size of the winner signs for next year, noting that the
current signs are difficult to see and that larger signs would help bring more attention to both
the winners and the program. Mrs. James stated that larger signs could be ordered for the
2026 contest.
Mrs. James also reminded the Commission that during judging for last year's Christmas
Lighting Contest, the idea of adding a People's Choice category had been discussed. She
stated that if the Commission wished to move forward with the idea, staff could explore
different voting methods. One option discussed was allowing voting through Facebook,
similar to the Commission's photo contest, while another option would involve residents
submitting a form after visiting the homes in person. The Commission expressed a
preference for the second option, as it would encourage residents to view the displays
firsthand. Mrs. James stated that she would research available platforms for voting and bring
additional information back to the Commission at a future meeting.
Mrs. James also reminded the Commission that the idea of adding Halloween decor awards
had previously been suggested and stated that it would be up to the Commission whether
they wanted to pursue the program. Chair Luppy, Mrs. Tyner, Mr. Whitsett, Mr. Welborne,
and Mr. Seay expressed concerns with implementing the program. The Commission
discussed the already busy fall schedule and noted that adding another contest during that
time of year would be difficult to manage. Concerns were also raised regarding the
subjectivity and difficulty associated with judging Halloween decorations.
D.2 2026 Summer Camp Programming
Chair Luppy introduced Mrs. James to present the item. Mrs. James stated that the
Commission is scheduled to host two afternoons of Camp NRH at the NRH Library this
summer. While the dates are still being finalized, she noted that this was a good opportunity
to begin discussing activities and lesson ideas for the program.
Mrs. James explained that many children attend the camp each year, making it important to
introduce new lessons and activities annually to keep participants engaged. She then
presented three potential lesson plans titled "Protect Our Water!", "Reduce, Reuse, Grow!",
and "Help Our Pollinators!".

Mrs. James presented the following schedule for 2026. She reminded the commission that
this calendar was subject to change.
