RESOLUTION NO. 2026-040
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS, TEXAS, AUTHORIZING CONTINUED
PARTICPATION AND AGREEING TO MEET ALL MATCH
CONTRIBUTION REQUIREMENTS FOR THE EXPENDITURES UNDER
THE TARRANT COUNTY HOME INVESTMENT PARTNERSHIPS
PROGRAM FOR PROGRAM YEAR 2026-2027.
WHEREAS, the HOME Program was created by the National Affordable Housing Act of
1990 (NAHA) and is intended to provide decent affordable housing to lower-
income households; expand the capacity of nonprofit housing providers;
strengthen the ability of state and local government to provide housing, and
leverage private-sector participation; and
WHEREAS, Tarrant County is a Participating Jurisdiction under the HOME Investment
Partnerships Program in accordance with Code of Federal Regulations 24
CFR §92.105; and
WHEREAS, the City of North Richland Hills is a member of the Tarrant County Urban
County Community Development/HOME Consortium and is eligible to
participate in the HOME program; and
WHEREAS, the City of North Richland Hills has requested $144,000 in HOME funding
to be expended on HOME eligible activities within the city's jurisdiction and
has agreed to provide a 25% matching contribution for all HOME funds
expended within the City of North Richland Hills, in accordance with the
Code of Federal Regulations 24 CFR §92.218; 24 CFR §92.219; and 24
CFR §92.220.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, THAT:
SECTION 1. The City Council hereby finds that the recitals set forth above are true and
correct and are incorporated into this Resolution as if written herein.
SECTION 2. The City of North Richland Hills does hereby agree to commit $36,000 in
matching contribution to affordable housing for all activities undertaken in
North Richland Hills through the HOME program for the 2026-2027 program
year.
SECTION 3. All Resolutions of the City Council of the City in conflict herewith are hereby
amended or repealed to the extent of such conflict.
SECTION 4. This Resolution shall take effect and be in full force and effect from and after
the date of its adoption, and it is so resolved.
