GENERAL DESCRIPTION: The Neighborhood Services Department prepares action minutes for each Keep NRH Beautiful meeting. The minutes for the previous meeting are placed on the agenda for review and approval by the Keep NRH Beautiful Commission. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approve the minutes of the May 19, 2026 Keep NRH Beautiful meeting. MINUTES OF THE REGULAR MEETING OF THE KEEP NORTH RICHLAND HILLS BEAUTIFUL COMMISSION FOR THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE NORTH RICHLAND HILLS CITY HALL 4301 CITY POINT DRIVE TUESDAY, MAY 19, 2026 The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills, Texas, held its regular meeting on Tuesday, May 19, 2026, at 5:45 p.m. in the Neighborhood Services Conference Room. A. CALL TO ORDER The meeting was called to order at 5:45 p.m. Present: Kathy Luppy Chair Eric Welborn Place 3 Mark Seay Place 4 Charlie Ruiz Place 5 Bill Whitsett Place 7 Traci Maze Alternate Absent: Donah Tyner Place 1 Byron Bradford Place 2 Staff Members: Kristin James, Assistant Director of Neighborhood Services B. PUPLIC COMMENTS No Public Comments were made. C. ACTION ITEMS CA Approve minutes of the March 17, 2026 Keep NRH Beautiful Meeting Bill Whitsett motioned to approve the minutes, and the motion was seconded by Mark Seay. The Commission then approved the minutes unanimously. D. PRESENTATION/DISCUSSION ITEMS DA Discuss 2026 Photo Contest Chair Kathy Luppy introduced the item and recognized Kristin James to present. Mrs. James explained that the Keep NRH Beautiful Commission holds an annual virtual photo contest each summer, with a different theme selected each year. She shared several themes used in previous years before opening the discussion for the 2026 theme. After Page 1 of 3 discussion, the Commission selected "Stars, Stripes, and NRH Pride!" as the 2026 contest theme. Mrs. James then reviewed the contest process. Residents would submit their photos by email to the Keep NRH Beautiful email address during the entry period. Once submissions closed, all eligible entries would be posted on the Keep NRH Beautiful Facebook page for public voting. The photos receiving the most "likes" during the designated voting period would be declared the winners. The first-place winner would receive a $50 gift card, and the second- through fifth-place winners would each receive a $20 gift card to a North Richland Hills restaurant. D.2 Discuss Classes and Schedule for 2025 Mrs. James presented the following schedule for 2026. She reminded the commission that this calendar was subject to change. GENERAL DESCRIPTION: The Keep NRH Beautiful Commission elects a Chairperson and Vice Chairperson to serve as its presiding officers. This item is for the Commission to appoint members to serve in those positions. Four new members were appointed to the Keep NRH Beautiful Commission in June 2026 and this item is to welcome the new members to the Commission and also give them an overview of what KNRHB is tasked by City Council to achieve annually.
