GENERAL DESCRIPTION: The Neighborhood Services Department prepares action minutes for each Keep NRH Beautiful meeting. The minutes for the previous meeting are placed on the agenda for review and approval by the Keep NRH Beautiful Commission. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approve the minutes of the July 21 , 2026 Keep NRH Beautiful meeting. MINUTES OF THE REGULAR MEETING OF THE KEEP NORTH RICHLAND HILLS BEAUTIFUL COMMISSION FOR THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE NORTH RICHLAND HILLS CITY HALL 4301 CITY POINT DRIVE TUESDAY, JULY 21, 2026 The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills, Texas, held its regular meeting on Tuesday, July 21 , 2026, at 5:45 p.m. in the Neighborhood Services Conference Room. A. CALL TO ORDER The meeting was called to order at 5:47 p.m. Present: Donah Tyner Place 1 Kathleen Kaiser Place 2 Lindsey Eagan Place 3 Mark Seay Place 4 Charlie Ruiz Place 5 Nancy Cardone Place 7 Jack Roach Alternate Absent: Kathy Luppy Chair Staff Members: Kristin James, Assistant Director of Neighborhood Services B. PUPLIC COMMENTS No Public Comments were made. C. ACTION ITEMS CA Approve minutes of the May 19, 2026 Keep NRH Beautiful Meeting Charlie Ruiz motioned to approve the minutes, and the motion was seconded by Mark Seay. The Commission then approved the minutes unanimously. C.2 Approve Chairperson and Vice Chairperson of the Keep NRH Beautiful Commission Vice Chair Donah Tyner opened the floor for nominations for both Chairperson and Vice Chairperson of the Commission. Charlie Ruiz nominated Kathy Luppy for Chairperson and Donah Tyner for Vice Chairperson. Mark Seay seconded the motion, and the Commission unanimously approved the nominations. Page 1 of 2 D. PRESENTATION/DISCUSSION ITEMS DA Welcome New Members to the Keep NRH Beautiful Commission The Commission welcomed the new members to Keep NRH Beautiful. All members introduced themselves, and Kristin James provided an overview presentation on the role, programs, and expectations of the Commission. D.2 Discuss Classes and Schedule for 2026 Mrs. James presented the following schedule for 2026. She reminded the commission that this calendar was subject to change. Fall Gardening Seminar— Saturday, August 8 at 9.00 am (Grand Hall @ NRH Centre) KNRHB Meeting — Tuesday, August 18 at 5.45 pm (City Hall) Gardens the Flutter Class — Thursday, September 10 at 5.30 pm (Library Community Room) KNRHB Meeting — Tuesday, September 15 at 5.45 pm (City Hall) 2026 Trash Bash — Saturday, September 26 — Details to Come Monthly Plant Guide Seminar — Thursday, October 8 at 5.30 pm — (Library Community Room) KNRHB Meeting — Tuesday, October 20 at 5.45 pm (City Hall) — Review School Grant Apps. This item is to provide an overview of the event and discuss event logistics with the Commission. GENERAL DESCRIPTION: This item is intended to introduce and explore the idea of establishing a Halloween Award Program for the community. Staff will outline possible goals, award categories, judging criteria, and participation methods for consideration. The discussion will help determine whether the Commission wishes to move forward with developing the program and what format or guidelines would best support community engagement and beautification efforts. GENERAL DESCRIPTION: This item was brought forward by a Commission member to explore whether recycling opportunities should be offered at city-sponsored events. The discussion will consider potential approaches for implementing recycling, including container types, placement, staffing needs, and educational signage. Staff will also outline anticipated logistical challenges and cost factors. Feedback from the Commission will help determine whether further research or program development is warranted.
