AN ORDINANCE ESTABLISHING THE NAME FRAWLEY
DRIVE AS THE NAME OF A PUBLIC STREET WITHIN
THE CITY OF NORTH RICHLAND HILLS, TEXAS, AS
DESCRIBED IN THIS ORDINANCE AND DECLARING AN
EMERG ENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF NORTH
RICHLAND HILLS, TEXAS, Tm, T:
The official street name of the street described below be known
as Frawley Drive being described as follows:
Being a tract of land in the W. W. Wallace Survey
Abstract #1606, and being more particularly des-
cribed as follows:
BEGINNING at a point in the North right of way
line of Glenview Drive (Pipeline Road) said being
1256.3 feet North 89046' East and 18.1 feet North
0014' West from the Northwest corner of the S.
Hayworth Survey;
THENCE South 89046' West with said North right
of way line of Glenview Drive, 50.0 feet;
THENCE North 0016' West 400.0 feet;
THENCE North 89046' East 50.0 feet to the North-
west corner of a tract of land to Glenview Hospital,
Inc. by Deed recorded in Volume 4025, Page 418,
of Deed Records of Tarrant County, Texas;
THENCE South 0016' East 400.0 feet with the West
line of said Glenview Hospital tract to the place of
beginning, and containing 0.459 acres, more or less.
Said street being within the City limits of North Richland Hills.
Due to the fact that time is of the essence and a public need for
this street to have an official name, said name being for the welfare

Dear Bill:
I appreciate your letter dated September 29, 1970, which gives me an opportunity
to give you my own personal feelings and I beliéve the consenses of the council at
the time the street was named Fraw ley Drive.
At such time as this request was made, I cannot even remember by whom, there were
some very reasonable and worthwhile sounding reasons that the unnamed street should
be named for Mr. Frawley. I can assure you that none of those points mentioned in
your letter ever occurred to me, and I believe I can say did not occur to any of the
councilmen. If we should have been aware of the very valid points raised in your
letter, then I can on Iy apologize for our ignorance. I can assure you that had these
matters been brought to our attention, or had a request been made earlier for the
nom ing of the street, it wou Id probably have been as read i Iy approved.
I am confident that you can now appreciate the position of thecounc i I in be ing
re luctant to reverse its decision to name the street due to the fact that Mr. Frawley
has already been notified and as I understand it, dedication ceremonies have already
been planned for the hospital facility which would include some reference to the
street naming.
I agree with you, ~ithout any reservation, that the naming of that street or any other
street after Dr. Jermyn or the naming of this particular street as "Hospital Drive"
woo Id have been very appropriate.
Your kind indulgence in realizing the manner and circumstances under which this

Dear Mayor Massey:
Permit me to communicate with you by this letter some concern existing
with the management team of this hospital relative to a recent decision made
by the City Counci 1 in naming the access street located immediately west of
Glenview Hospital. Much to our surprise we found this street was named
Frawley one day, having been un-named the previous day.
After some communication with the City Manager, I, was advised that
this was an action that was taken by the City Counci 1 in recognition of a
Mr. Frawley who is the owner of the new Schick Hospital, and that the street
was named after him as an act of recognition and appreciation on the part of
the municipality for his interest in North Richland Hi 115.
This was a considerable shock to me, as an individual, and perhaps to
the staff of the hospital that has been active within the City for the past
ten years. As you know, Glenview Hospital paid for that street in its
development. And as you probably know, one of our prior owners encouraged
Miss Katherine Calloway to make the dedication to the City of North Richland
Hi 115. This can be verified through John Ha11 who was previously City
Manager.
In as much as the hospital paid for the street, maintained it in excess
of five years, made arrangements for it to be given to the City of North
Richland Hi 115, it was somewhat of a shock to find it dedicated and named
after an individual who was just coming into the area.
There was an individual who was one of the first practitioners in this
area; who established a clinic in this area; was one of the previous owners
of this hospital; who hßs supported the city, via his tax dollars up unti 1
his death, and his estate is sti 11 contributing to the tax dollars of the
community, that it would have been a fine recognition for the street to have
been named after him. I am making reference to the late John W. Jermyn, M. D.
who was involved in the City and contributed to its success and its accomplish-
ments.
I f the municipality felt that a recognition of such an individual was
unwarranted, it could have been named something that would have given recog-
nition to the entire area, rather than to one specific individual who WåS
just coming into the area. I feel that Hospital Drive or some indication
that the street was named after what the planning community of the city has

ca11ed their medical complex. In short, we were disappointed that the City
chose to name the street in the manner in which they did, and I respectfully
suggest that it would be a most appreciative gesture if the City saw fit to
recognize an individual who was involved and an active participant up unti 1
his death by naming the street after him. And if that is not a proper or
acceptable recommendation, then name it after the complex, rather than after
an individua1 who is just moving into the area and has not been involved
with its growth.
Your careful eva1uation of this recommendation wi 11 be most appreciated.
