REGULAR COMMITTEE MEETING MINUTES
A. CALL TO ORDER
Director Stefanie Martinez called the meeting to order on Wednesday, May 13, 2026, at
09:01 a.m.
ROLL CALL
Present: Cecille Delaney Council Member
Stefanie Martinez Director, Community Development
Dr. Sarah Quigley-Buckley, DVM Veterinarian
Absent: Edward Cruz Board Member, TACA
Staff: Keane Menefee Animal Services Manager
B. PUBLIC COMMENTS
An opportunity for citizens to address the Animal Adoption and Rescue Center Advisory
Committee on matters which are scheduled on this agenda for consideration by the
Committee, but not scheduled as a public hearing. In order to address the Animal Adoption
and Rescue Center Advisory Committee during public comments, a Public Meeting
Appearance Card must be completed and presented to the recording secretary prior to the
start of the Animal Adoption and Rescue Center Advisory Committee meeting.
No citizens were present, requesting the opportunity to address the Animal Adoption and
Rescue Center Advisory Committee.
C. ACTION ITEMS
Committee member Stefanie Martinez moved to approve the minutes for the December 18,
2024, Animal Adoption & Rescue Center Advisory Committee meeting. Committee member
Dr. Sarah Quigley-Buckley seconded the motion.
Motion to approve carried 3- 0.
D. DEPARTMENT REPORTS
DA Fiscal Year 2025 and 2026 divisional statistics for shelter, field, volunteer and
veterinarian services.
Manager Menefee provided the Committee with a divisional statistics report for fiscal years
2025—2026, He went through the report, updating the Committee on current dog and cat
impounds, live release rates for the division, number of dogs and cats euthanized, medical
services provided for shelter animals, to include altering, vaccinating, medicating, and

E. DISCUSSION ITEMS
E.1 Discuss proposed amendments to Chapter 14, Animals of the Code of Ordinances of
the City of North Richland Hills.
Manager Menefee provided information to the committee concerning proposed amendments
to Chapter 14—Animals.
Highlighted Changes:
* Elimination of City License Ordinance Requirement/Program: 0.008% of animals
enter the center with 8 city license and 14Y6 with other forms ofidentification.
w Strengthening animal care/conditions
w Modify, revise, redact estrays, responsible pet owner program, kennels, catteries,
and pet shops ordinances.
m Name changes for positions, division, and adoption center
Councilmember Delaney asked that a work session for city council be conducted to update
them regarding proposed changes tO Chapter 14.

Director Martinez moved to adjourn the Animal Adoption & Rescue Center Advisory
Committee meeting. Councilmember Delaney seconded the motion.
Motion to approve carried 3 - 0.
The meeting was adjourned at 10:07 a.m.
