GENERAL DESCRIPTION: The Neighborhood Services Department prepares action minutes for each Keep NRH Beautiful meeting. The minutes for the previous meeting are placed on the agenda for review and approval by the Keep NRH Beautiful Commission. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approve the minutes of the August 18, 2026 Keep NRH Beautiful meeting. MINUTES OF THE REGULAR MEETING OF THE KEEP NORTH RICHLAND HILLS BEAUTIFUL COMMISSION FOR THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE NORTH RICHLAND HILLS CITY HALL 4301 CITY POINT DRIVE TUESDAY, AUGUST 18, 2026 The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills, Texas, held its regular meeting on Tuesday, August 18, 2026, at 5:45 p.m. in the Neighborhood Services Conference Room. A. CALL TO ORDER The meeting was called to order at 5:45 p.m. Present: Kathy Luppy Chair Donah Tyner Place 1 Kathleen Kaiser Place 2 Lindsey Eagan Place 3 Mark Seay Place 4 Jerry Tyner Place 5 Nancy Cardone Place 7 Jack Roach Alternate Absent: Mark Seay Place 4 Staff Members: Kristin James, Assistant Director of Neighborhood Services B. PUPLIC COMMENTS No Public Comments were made. C. ACTION ITEMS CA Approve minutes of the July 21, 2026 Keep NRH Beautiful Meeting Donah Tyner motioned to approve the minutes, and the motion was seconded by Nancy Cardone. The Commission then approved the minutes unanimously. D. PRESENTATION/DISCUSSION ITEMS DA Discuss 2026 Trash Bash Mrs. Kristin James delivered a report on the 2026 Trash Bash, providing a comprehensive overview of the event and detailing the tasks that remain outstanding. She presented multiple design options for the event shirts, after which commission members offered their feedback and recommended modifications. Mrs. James indicated that she will present further updates to the board at the September meeting. Page 1 of 3 D.2 Discuss Halloween Award Program The Commission engaged in a discussion regarding the potential establishment of a Halloween Decorations Award Program, modeled after the existing Christmas Lighting Competition. Members expressed strong opinions both in support of and in opposition to the proposed program. After consideration, the Commission elected to table the item for further discussion in the following year. Mrs. James will consult with the Parks and Recreation Department to explore the possibility of a future partnership in implementing such a program. D.3 Discuss Recycling at City Sponsored Events This item was placed on the agenda at the request of Commission Member Jack Roach, who inquired why the City promotes recycling and provides educational outreach on the subject yet does not offer recycling services at major City-sponsored events, such as concerts and similar activities. Mrs. James explained that implementing recycling at large public events presents significant logistical challenges, particularly related to contamination and the sorting of materials. She noted that while event recycling is not currently in place, the City maintains a strong commitment to workplace recycling, and all City facilities utilize recycling dumpsters on a daily basis. Mrs. James will confer with the Parks Department to determine the obstacles to providing recycling at events and will report back to the Commission with her findings. DA Discuss Classes and Schedule for 2026 Mrs. James presented the following schedule for 2026. She reminded the commission that this calendar was subject to change.
