SUMMARY:
The minutes listed are approved by majority vote of the Library Board members at
Library Board meetings.
GENERAL DESCRIPTION:
The Library office prepares action minutes for each Library Board meeting. The
minutes for the previous meeting are placed on the agenda for review and approval by
the Library Board. Upon approval of the minutes, an electronic copy will be uploaded to
the City's website.
RECOMMENDATION:
Approve the minutes of the August 20, 2026 regular Library Board meeting.

CALL TO ORDER
Chairwoman Kathy Antropik called the meeting to order on August 20, 2026, at 6:00 pm.
PUBLIC COMMENTS
This meeting had no public comments.
APPROVAL OF MINUTES
Mr. Breneman moved to accept the minutes, Ms. Herron seconded, and the minutes were
unanimously approved.
NEW BOARD MEMBER ORIENTATION
Ms. Barham welcomed new board members Robert Breneman and Bill Whitsett, who briefly
talked about themselves and were introduced to the other board members and library staff.
Ms. Barham presented an overview of the Library, including its staff, core services,
collections, events & classes, programs and most recent customer survey results.
LIBRARY STAFF INTRODUCTION
Ms. Barham introduced Silvia Cordell, Tech Services Supervisor and Kinsey Peresh, Youth
Services Supervisor, who talked about their role and departmental operations.
LIBRARY DIRECTOR'S REPORT
Ms. Barham reviewed the library's key performance indicators from May, June, and July
2026 and answered questions.
2026 MAYOR'S SUMMER READING CLUB
Ms. Peresh reported on the 2026 Mayor's Summer Reading Club program, with 2,659
participants — 14% more than 2025. This year's reading goal, 5 million minutes, was also
surpassed, reaching a total of 6,385,095 minutes. Ms. Peresh also shared the overall
attendance (7,080), author summer event attendance (583), new cardholders (1,279), and
answered questions.
UPCOMING LIBRARY PROGRAMS AND EVENTS
Ms. Barham reported on upcoming Library events, including:
• Setlists & Stories event with Sebastian Bach on 9/19 from 7:00-9:30pm.
• Second Breakfast in the Shire event on 9/26 from 12:00-2:OOpm.
• Local Author event on 10/17 from 12:00-3:OOpm.
2026 BOND ELECTION
Ms. Barham informed the board that the Library is included in the 11/3 Election ballot for a
city-wide bond. The Library's plan is enclosed in Proposition D that requests the expansion
of the community room from 102 to 500 people capacity. Additionally, Ms. Barham
explained that board members and Friends of the Library members can advocate for the
proposition on behalf of the Library.
LIBRARY MEETING ROOM POLICY DISCUSSION
Ms. Barham notified the board that one HOA group requested an increase of the reservation
number in the community room. Ms. Barham will compile a report on meeting rooms
utilization and will present it to the board for review and conclusion at the next board
meeting.
PERSONNEL UPDATE
Megan Janky will be promoted to full time Library Specialist in the Tech Services
department. Andrea Reilly is the new part-time Library Associate in the Circulation
department.
NEXT MEETING DATE
The next meeting will be held on September 17, 2026, at 6:OOpm.

GENERAL DESCRIPTION:
The Library Board will elect a Chair to preside over the Library Board meetings, appoint
special committees as needed, and authorize calls for special meetings. The Library
Board will also elect a Vice Chair to assume these duties in the absence of the Chair.

Library Programming Statement
All Library-sponsored events and classes are free and open to the public. The
Library's philosophy of open access to information and ideas extends to
Library events and classes, and the Library does not discriminate through its
programming. The Library's service commitment is to the people within its
service area „ including people of every age, background, personal
philosophy, religious belief, occupation, sexual orientation, economic level,
ethnic origin, and human condition.
Library sponsorship of an event or class does not constitute an endorsement
of the content of the program or the views expressed by participants. Library

Ultimate responsibility for the programming of events and classes at the
Library rests with the Director of Library Services. The scale and scope of

events and classes by actively partnering with other community agencies;

and offer co-sponsored public events and classes.
Professional performers and presenters who reflect specialized or unique
expertise may be hired for Library events and classes. Performers and
presenters will not be excluded from consideration because of their age,
background, personal philosophy, religious belief, occupation, sexual
orientation, economic level, ethnic origin, and human condition or because of
possible controversy. Library staff who plan and implement events and
classes do so as part of their regular job and are not hired as outside
contractors for programming.

The Maker Spot Classes
The Director of Library Services and designated staff manage The Maker Spot
events and classes. All The Maker Spot instructors are Library staff or
volunteers. The Maker Spot will only sponsor/host events and classes when
the instructors meet the following criteria:
1. Instructors must have demonstrated experience in subject matter of
presentation.
2. Topics must meet the needs and interests of the maker community.
