COUNTY OF TARRANT o o CITY OF NORTH RICHLAND HILLS o o WHEREAS, the City Council of said City deems it advisable to enter into a contract with Trinity River Authority of Texas for the purpose hereinafter stated; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS: 1. That an election shall be held in said City on the 25th day of March, 1969, in the regular Election Precincts of said City, and at the regular Polling Places, as hereinafter set forth: In Election Precinct No. 1 (consisting of all those parts of County Voting Precincts Nos. 42 and 140 located within the City limits of North Richland Hills, Texas), at the City Hall, 4101 Morgan Circle, North Richland Hills, Texas; In Election Precinct No. 2 (consisting of all those parts of County Voting Precincts Noso 32, 41 and 13l located within the City limits of North Richland Hills, 'Texas), at the Fire Station Number 1, 8200 Main Street, North Richland Hills, Texas. The Presiding Judge and an Alternate Presiding Judge for each Election Precinct shall be appointed, and the maximum number of Clerks which may be selected to serve at said elec= tion shall be fixed by the Mayor as provided by law. Evalyn R. Reed is hereby appointed as the clerk for absentee voting for said election, and the City Secretary's Office, City Hall, 4101 Morgan Circle, North Richland Hills, Tex- as, is hereby designated as the place at which absentee voting · . .#" . .' shall be conducted for said election. For the period absentee voting is permitted by law, the hours designated for absentee voting shall be the official office hours of the City Secretary; and the aforesaid clerk shall keep said absentee voting place open during such hours for absentee voting. 2. That at said election the following Proposition shall be submitted in accordance with law~ PROPOSITION - Shall the City Council of the City of North Richland Hills, Texas, be authorized to enter into a contract with Trinity River Authority of Texas for the purpose of providing sewage transportation and disposal services for said City, and shall said City Council have the power and be authorized to levy and cause to be assessed and collected annual ad valorem taxes sufficient to pay the obligations of said City to said Authority arising under said contract, as authorized by applicable laws, including Acts 1957, 55th Legislature, Chapter 430, as amended by Acts 1959, 56th Legislature, Chapter 350? 3. That the official ballots for said election shall be prepared in accordance with the Texas Election Code so as to permit the electors to vote "FOR" or "AGAINST" the aforesaid Proposition, which shall be set forth in sub- stantially the following form~ PROPOSITION FOR ) ) ) ) AGAINST ) SEWAGE TRANSPORTATION AND DISPOSAL CONTRACT AND THE LEVYING OF AD VALOREM TAXES TO PAY THE OBLIGATIONS ARISING UNDER SAID CONTRACT 4. That only resident, qualified electors who own taxable property in said City and who have duly rendered the same for taxation shall be entitled to vote at said election, and each voter shall vote in the election precinct of his residence. A copy of said contract is on file in the office of the City Secre= tary and may be inspected by allY voter during the officia.l office hours of the City Secretary. L ... .. ~ .. .. 5. That at the election herein provided for, paper ballots shall be used for absentee voting and voting machines shall be used at the above designated voting places on election day. 6. That notice of said election shall be given by posting a substantial copy of this Ordinance at the City Hall and at two other places in said City not less than 15 days prior to the date set for said election; and a substantial copy of this Ordinance also shall be published on the same day in each of two successive weeks in a newspaper of general circulation in said City, the date of the first publication to be not less than 14 days prior to the date set for said election. ~~-~-----~-----~---~--- r ." CERTIFICATE FOR ELECTION ORDINANCE -- THE STATE OF TEXAS COUNTY OF TARRANT CITY OF NORTH RICHLAND HILLS We, the undersigned officers of said City, hereby certify as follows: I. The City Council of said City convened in SPECIAL MEETING ON THE 3RD DAY OF MARCH, 1969, at the City Hall, and the roll was called of the duly constituted officers and members of said City Council, to~wit: Calvin F. Luper, Mayor J. R. Hubbard, Mayor pro-Tem P. M. Dodson Harold B. Daley Dick Faram Evalyn R. Reed, City Secretary J. F. Cato J. B. Sandlin Morris E. Riddle and all of said persons were present, except the following absentees: ~'c.,-~, ___ ___ _ _ , thus constituting a quorum. Whereupon, among other business, the following was transacted at said Meeting: a written ORDINANCE CALLING AN ELECTION was duly introduced for the consideration of said City Council and read in full. It was then duly moved and seconded that said Ordinance be passed; and, after due discussion, said motion, carrying with it the passage of said Ordinance, prevailed and carried by the following vote: AYES: All members of said City Council shown present. above voted "Aye". NOES: None. 2. That a true, full and correct copy of the aforesaid Ordinance passed at the Meeting described in the above and fore- going paragraph is attached to and follows this Certificate; that said Ordinance has been duly recorded in said City Council's minutes of said Meeting; that the above and foregoing paragraph is a true, full and correct excerpt from said City Council's minutes of said Meeting pertaining to the passage of said Ordi- nance; that the persons named in the above and foregoing paragraph are the duly chosen, qualified and acting officers and members of said City Council as indicated therein; that each of the officers and members of said City Council was duly and sufficiently noti- fied officially and personally in advance, of the time, place and purpose of the aforesaid Meeting, and that said Ordinance would be introduced and considered for passage at said Meeting, and each of said officers and members consented, in advance, to the holding of said Meeting for such purpose; and that said Meeting was open to the public as required by law. 3. That the Hayor of said City has approved, and hereby approves, the aforesaid Ordinance; that the Mayor and the City Secretary of said City have duly signed said Ordinance; and that the Mayor and the City Secretary of said City hereby declare that their signing of this Certificate shall constitute the signing of the att ched and following copy of said Ordinance for all purposes. of Harch, 1969o ~~~.,/ Ma~~- (SEAL.)
