HomeMy WebLinkAboutOrdinance 0363 ORDINANCE NO. 363 AN ORDINANCE OF THE CITY OF NORTH RICH LAND HILLS, TEXAS, AMENDING ORDINANCE NO. 359, SETTING UP AN ALTERNATE WATER RATIONING PLAN, PROVIDING FOR THE POWER TO INVOKE RATIONING, AND PROVIDING FOR A PENALTY AND DECLARING AN EMERGENCY. WHEREAS, the City Council of North Richland Hills passed Ordinance No. 359 on June 28, 1971, setting up a water use schedule to be invoked at the discretion of the City Manager, and; WHEREAS, in times of extremely critical shortages of water the use schedule has proven not to be adequate to cu rta i 1 the useage of water in sufficient amounts to alleviate the shortages, and; WHEREAS, it is necessary that the City of North Richland Hills have the authority to further curtail the use of water in times of extreme emergency in order to maintain a sufficient supply of water for fire protection, maintain basic health standards, and minimize the incon- venience to citizens without water, provision is hereby made to prohibit all outside watering within the City of North Richland Hills for specified periods not to exceed seven (7) days. BE IT FURTHER ORDAINED that the use schedule provided for in Ordinance No. 359 or the restriction on all outside watering provided for in this ordinance is to be invoked at the discretion of the City Manager upon recommendation of City Engineer and Director of Utilities of the City when the necessity arises and proper notice is given to the citizens of North Richland Hills, Texas. BE IT ALSO ORDAINED that any person violating this ordinance shall be quilty of a misdemeanor, and assessed a fine not to exceed TWO HUNDRED AND NO/lOO ($200.00) DOLLARS for each violation. Due to the fact that during certain times of the year water rationing may become necessary and it would be to the benefit of the citizens of the City of North Richland Hills, Texas, an emergency has been created requiring the suspension of any rule that requires an ordinance to be read for more than one time, and this ordinance shall be effective from and after its passage and publ ication as required by law.
