ORDINANCE NO. 153
AUTHORIZING THE MAYOR OF THE CITY OF NORTH RICHLAND HILLS,
TARRANT COUNTY, TEXAS ACTING FOR AND ON BEHALF OF SAID
CITY TO ENTER INTO ALL NECESSARY AGREEMENTS WITH THE STATE
DEPARTMENT OF PUBLIC WELFARE RELATIVE TO FEDERAL OLD-AGE
AND SURVIVORS INSURANCE BENEFITS UNDER THE PROVISIONS OF
APPLICABLE STATE AND FEDERAL LAWS7 AUTHORIZING THE MAYOR
TO EXECUTE ALL SAID NECESSARY AGREEMENTS AND INSTRUMENTS
FOR AND ON BEHALF OF SAID CITY COUNCIL AND CITY7 DIRECTING
THE CITY SECRETARY TO MAKE ASSESSMENTS, COLLECTIONS, AND
REPORTS 7 AND ORDERING THE ALLOCATION AND SETTING ASIDE
OF SUFFICIENT MONEY FROM AVAILABLE FUNDS TO CARRY OUT
THE PROVISIONS OF SAID LAWS, SUCH MONEY TO BE SET ASIDE AND
MAINTAINED IN THE REGULAR CITY DEPOSITORY AND TO BE KNOWN
AS THE CITY OF NORTH RICHLAND HILLS SOCIAL SECURITY FUND:
WHEREAS, under the provisions of (1) House Bill 603, Acts 52nd Leg.,
R.S. 1951, and (2) Public Law 734, 81st Congress, ch. 809, 2d, H.R.
6000, incorporated cities of this State may enter into agreements
w.ith the State Department of Public Welfare and secure the benefits
of Federal Old-Age and Survivors Insurance, as outlined in said laws 7
and
WHEREAS, it is the opinion of this City Council that the extension of
this Old-Age and Survivors Insurance System will be of great benefit
not only to the employees of the mun.icipality but to the mun,icipality
by attracting to it and enabling it to retain the best of personnel
and thus increase the efficiency of its government 7 and it is deemed
that the payment by the mun.icipality of its portion of the cost of
said system is a payment for municipal purposes.
WHEREAS, it is the desire of this City Council to authorize the making
of any and all necessary agreements in order to secure the benefits of
said acts7 therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS, TARRANT COUNT~ TEXAS:
1. That the City Council acting for and on behalf of the City
of North Richland Rills, Tarrant County, Texas shall enter into all
necessary agreements with the State Department of Public Welfare for
the purpose of carry.ing out the provisions of the above mentioned acts.
2. That the Mayor is hereby appointed as Agent of the City
Council and of the City to execute all necessary agreements and
instruments for and in behalf of said City Council and City.
3. That the City Secretary is hereby directed to be the
person responsible for making assessments, collections, payments,
and reports, as required by the State Department of Public Welfare.
4. That a sufficient sum of money be allocated and set aside
from availableofunds for the purpose of carrying out the provisions
of the above mentioned acts, such money so allocated and set aside
to be known as the City of North Richland Hills Social Security Fund,
which fund shall be set aside and maintained in the regular city
depos.i tory.
