1966, BEING FOR THE PURPOSE OF A RUN OFF ELECTION BETWEEN
ALVIS DOWELL AND CALVIN LUPER FOR THE OFFICE OF MAYOR
OF THE CITY OF NORTH RICHLAND HILLS~ ESTABLISHING AND
DESIGNATING POLLING PLACES; NAMING AND DESIGNATING
THE ELECTION OF Ot:' I CERS AND/OR OF!=ï C I ALS CHOSEN TO
HOLD AND CONDUCT SAlb ELECrION; PROVIDING FOR THE
PAYMENT BY SAID CiTY Ot tHE EXPENSES OF HOLDING SAID

AND REMAIN OPEN FOR THE CASTING OF BALLOTS AND PROVIDING

CITY; PROVIDING AND PRESCRIBING THE FORM OF BALLOT TO BE
USED; DEFINING QUALIFIED VOTERS FOR SAID ELECTION;
PROVIDING FOR THE MAKING AND DELIVERING OF THE RETURNS
OF SAID ELECTION, AND FOR THE DELIVERY OF THE STUBS OF
BALLOTS USED IN SAID ELECTION TO THE DISTRICT CLERK OF
TARRANT COUNT',', TEXAS; PROVIDING FOR THE CANVASSING
BY THE CITY COUNCIL OF SAID CITY OF THE RETURNS OF SAID
ELECTION; PROVIDING AN EFFECTIVE DATE AND CONTAINING A
SAVING CLAUSE; PROVIDING THAT SUCH ELECTION SHALL BE

SECTION 1: THAT SPECIAL MUNICIPAL ELECTIONS BE HELD IN ACCORDANC£
WITH ARTICLE V, SECTION 8 OF THE CHARTER OF THE CITY OF NORTH RICHLAND HILLS,
TEXAS, AND SUCH ELEC7.ION IS HEREBY CALLED BY THE MAYOR AND THE CIT~ÆOUNCIL

SECTION 2: THAT POLLING PLACES SHALL' BE ACCOMPLISHED AT THE

Section 3: The names of the Judges and Clerks will be as
follows:

and that the hereinabove named shall serve in said capacity in
connection with theholdihg of said election at the polling place
of the election precinct in which each of them respectively
resides, and that all of said designated parties shall be
qualified voters --esiding in said election precincts.
Section 4: That said City of North Richland Hills, Texas,
shall pay and expend out of the funds of said City all expense
incurred in connection with and for the holding of said election
as herein provid ad.
Section 5: That said polls and polling places shall be
opened at 7:00 A.M. and remain open until 7:00 P.M. on the date
·of said election, to-wit: M~'l \0 kQ(()(n ,
during which hours balloting shall be.1pèrmitted by all qualified
voters who present themselves for said purpose between said
hours. Absentee voting may be accomplished at the City Hall
by all qualified voters residing within the corporate limits of
S.aid·C.it.y ~n apPlica.tion dµly made and in accordance with law,
between "\YR.\ þ. 20' , 1966 and .

hours. From 8:00 A.M. until 5:00 P.M. Monday through Friday,
such absentee balloting to take place at the C~ty Hall, located
and situated on the corner of Glenview Drive and Morgan Circle
in said City.
section 6: That the City Secretary of the City of
North Richland Hills, Texas, shall post a copy of this ordinance
in at least five (5) public places within the corporate limits
of the City of North Richland Hills, Texas, after which she shall
certify as to the date and place of posting each of said co.pie$
of this ordinance, and make oath thereto. .
Section 7: The official ballot shall be drawn up by the
City Secretary and approved by the City Attorney and will con-
tain the names of both candidates for office, except those who
may have been wtthdrawn, deceased, or be~ome in~11.9ible....Nt1mes

Section 8:: All qual ified voters wi thin the meaning and as
prescribed by the Laws of the State of T"~as, who have resided
within the corporate limits of the City of North Richland Hills,
Texas, for six (6) months prior to the date of said election called
herein and in the State of Texas for one (1) year prior thereto
shall be eligible and entitled to vote in such election_
Section 9: Election officials above named shall make and
deliver the returns of said election in triplicate, one being
retained by the presiding judge, one delivered to the Mayor of
the City of North Richland Hills, Texas, and one to the City
Secretary of said City. The stub box containing the signature
stubs from ballots used in said election shall be delivered to the
District Clerk of Tarrant County, Texas, and other ballot boxes and
election records and supplies shall be preserved by the City
Secretary as provided by law.
Section 10: The City Council shall be the judge of the
election and qualification of its own members and of the Mayer,
subj ect to the Courts in the case of contest. The City Council
shall, as soon as practical after the election, either at a
called meeting, called for that purpose or at its next regular
meeting after such election, canvass the returns and declare the
results of such election.
Section 11. That this ordinance shall be and become
in full force and effect from and after the date of its passage
and . adopt ion.
Section 12. If any work, sentence, clause, section
and/or provis.ion hereof shall for any reason be held to be
unconstitutional or invalid, said holding shall not in any
manner affect the remaining portions hereof, but same shall
remain and be in full force and effect.. This election shall be
held and conducted in accordance with the laws of the State of
Texas for the holding and conducting of general and special
elections for State and County officials except as otherwise
provided under the authority granted municipalities.
