J5R AN ORDINi\NCE SE'rI'ING FORTH AN ITEMIZED ESTIY.lATE OF THE EXPENS ES OF CONDUCTION OF EACH DEPARTMENT, DIVIS- ION ~\ND OFFICE OF 'mE MUNICI PAL GOVERNMENT OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, FOR THE ENSUING FISCAL YEAR AND APPROPRláTING MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATEr PROVIDING FOR PUBLIC HEARINGS UPON THIS ORDINANCE BEFORE THE ENTIRE CITY COUNCIL SITTING AS A COMMITTEE OF THE WHOLEr AND PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIATIO~~S IN CONFLICT WITH THE PROVISIONS OF TH~ ORDINANCE AND FOR THE PUBLICATION AND FINAL PASSAGZ THEREOF. BE IT ORDAmED BY THE CITY COUNCIL OF THE CI'I'Y OF NORTH RICHLAND HILLS, TEX~S: SECTION I That the appropriation for the ensuing fiscal year beginning October 1, 1966, and ending September 30, 1967, for the different departments and purposes of the City of North Richland Hills be fixed and determined as follows: GENERAL FUND 1. City Council 2. Administration 3. Law 4. Corporation Court 5 . Publi c t'lorks 6. Police 7. Fire 8. Recreation 9. Master Plan 10. Library 11. Non-Departmental GRAND TOTAL GENERAL FUND $ 3,245 38,707 3,000 1,400 140,220 115,817 36,041 3,900 4,000 3,000 6,739 356,069 $ SECTION II That the distribution and division of the above named appro- priations be made in accordance with the budget expenditures submitted by the City l1anager and as revised by the City Council in accordance with the provisions of the City Charter of the City of North Richland Hills, Texas, and adopted by the City Council, which budget is made a part of this ordinance by reference thereto and shall be considered in connection with the expenditures of the above appropriation. SECTION III That the City Council of the City of North Richland Hills, Texas, sha 11 s1 t as a committee of the whole in the City Council Chamber at the City Hall in the City of North Richland Hills, Texas, on the 22nd day of August, A.D., 1966, at 7:30 P.M. o'clock to hear any com- plaints, suggestions or observations that any citizen, taxpayer or party interested may desire to make with reference to any or all pro- visions of this ordinance, and such committee shall continue its deliberations until the public has been given a full opportunity to be heard. SECTION IV That following the public hearings for which provision has been made in the preceding section, this ordinance shall be ubli two times one of which ublication shall not be less than ten 1 days before the second readina and final passaqe of the ordinance, in the official newspaper of the Citv of North Richland H!lls. Texas, which newspaper is one of general circulation in said city, together with a separate schedule setting forth the items in the estimate of the City Manager which were omrnitted or changed by the City Council, and the reason for such omission or change as stated by the City Council. SECTION V That this ordinance shall not be presented for final passage until ten (10) full days have elapsed after its publication, as pro- vided by Statute. S¿CTION VI Should any part, portion, section or part of a section of this ordinance be declared invalid, inoperative, unconstitutional or void for any reason by a court of competent jurisdiction, such decis- ion, opinion, judgment or decree shall in no way affect the remaining portions, parts, sections, or parts of sections of this ordinance, which provisions shall be, remain and continue to be in full force and effect. SECTION VII That all ordinances and appropriations for which provision has heretofore been made are hereby expressly repealed if in conflict with the provisions of this ordinance. SECTION VIII That this ordinance shall take effect and be in full force and effect from and after the date of its passage and publication as required by the City Council by the City of North Richland Hills, Texas.
