Home My WebLink AboutOrdinance 0172 ORDINANCE NO. 172 AN ORDINANCE SETTING FORTH AN ITEMIZED ESTIMATE OF THE EXPENSES OF CONDUCTION OF EACH DEPARTMENT, DIVI- SION AND OFFICE OF THE MUNICIPAL GOVERNMENT OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, FOR THE ENSUING FISCAL YEAR AND APPROPRIATING MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, PROVIDING FOR PUBLIC HEARINGS UPON THIS ORDINANCE BEFORE THE ENTIRE CITY COUNCIL SITTING AS A COMMITTEE ON THE WHOLE, AND PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS IN CONFLICT WITH THE PROVISIONS OF THE ORDINANCE AND FOR THE PUBLICATION AND FINAL PASSAGE THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS¡ TEXAS. SECTION I That the appropr.iation for the ensuing fiscal year beginning October I, 1967, and ending September 30, 1968, for the different departments and purposes of the City of North Richland Hills be fixed and determined as follows: GENERAL FUND I.. City Council 2. Admin.istration 3. Law 4. Corporation Court 5. Public Works 6. Police 7. Fire 8. Recreation 9. Master Plan 10. Library II. Non-Departmental GRAND TOTAL GENERAL FUND SECTION II $ 4,l72 42,173 3,500 1,357 129,817 145,755 23,025 3,955 15,OOO 3,000 16,939 $ 388,693 That the dtstr.ibution and division of the above named appro- priations be made in accordance with the budget expenditures submit~ed by the City Manager and as revised by the City Council in accordande with the provisions of the City Charter of the City of North Richland Hills, Texas, and adopted by the City Council, which budget is made a part of this ordinance by reference thereto and shall be considered in connection with the expenditures of the above appropriation. SECTION III That the City Council of the City of North Richland Hills, Texas, shall sit as a committee of the whole in the City Council Chamber at the City Hall in the City of North Richland Hills, Texas, on the lIth day of September, A.D., 1967, at 7:30 P.M. o'clock to hear any complaints, suggestions or observations that any citizen, taxpayer or party inter- ested may desire to make with reference to any or all provisions of this ordinance, and such committee shall continue its deliberations until the publ.ic has been given a full opportunity to be heard. SECTION IV That following the ~ublic hearings for which provision has been madè in the preceding section, this ordinance .shall be publ~shed .t~~ times, one of whi.ch publication shall not ,be less than ten (l,o.J : davs before the second readin~ and final pass,aq;e of the ordinance" in the official newspaper of the C1tv of North Richland Hills. Texas. which newspaper is one of general circulation in said city, together with a separate schedule setting forth the i~ems in the estimate of the City Manager which were ommitted or changed by the City Council, and the reason for such omission or change as stated by the C!ty Council. SECTION V That this ordinance shall not be presented for final passage until ten (IO) full days have elapsed after 1~s publication, as pro- vided by Statute. SECTION VI Should any part, portion, section or part of a section of this ordinance be declared invalid, inoperative, unconstitutional o~ void for any reason by a court of competent jurisdiction, such decis- ion, opi n.i on , judgment or decree shall in no way affect the remaining portions, parts, sections, or parts of sections of th.is ordinance, which provisions shall be, remain and continue to be in full force and effect. SECTION VII That all ordinances and appropriations for which provision has heretofore been made are hereby expressly repealed if in conflict with the provisions of this ordinance. SECTION VIII That this ordinance shall take effect and be in full force and effect from and after the date of its passage and publication as requ!red by the City Counèil by the City of North Richland Hills, Texas.
