Home My WebLink AboutOrdinance 0180 - . -,_._.._.--------~-._--~~-----------"'- ORDINANCE NO. 180 AN ORDINANCE CALLING REGULAR MUNICIPAL ELECTION TO BE HELD WITHIN THE CORPORATE LIMITS OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, ON THE 1ST TUESDAY IN APRIL, BEING APRIL 2, 1968, FOR THE PURPOSE OF ELECTING A MAYOR AND SEVEN CITY COUNCILMEN: ESTABLISHING AND DESIGNATING POLLING PLAGES: NAMING AND DESIGNATING THE ELECTION OF OFFICERS AND/OR OFFICIALS CHOSEN TO HOLD AND CONDUCT SAID ELECTION PROVIDING FOR THE PAYMENT BY SAID CITY OF THE EXPENSES OF HOLDING SAID ELECTION: PRESCRIBING THE HOUR SAID POLLS SHALL BE AND REMAIN OPEN FOR THE CASTING OF BALLOTS AND PROVIDING SEATS FOR CANDIDATES AND DEADLINE FOR FILING: PRESCRIBING THE FORM OF BALLOT ~O BE USEDr DEFINING QUALIFIED VOTERS FOR SAID ELECTION1 PROVIDING FOR THE MAKING AND DELIVERING OF THE RETURNS OF SAID ELECTION, AND FOR THE DELIVERY OF THE STUBS OF BALLOTS USED IN SAID ELECTION TO THE DISTRICT CLERK OF TARRANT COUNTY, TEXAS 1 PROVIDING FOR THE CANVASSING BY THE CITY COUNCIL OF SAID CITY OF THE RETURNS OF SAID ELECTIONr PROVIDING AN EFFECTIVE DATE AND CONTAINING A SAVING CLAUSE1 PROVIDING THAT SUCH ELECTION SHALL BE HELD AND CONDUCTED IN ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS FOR THE HOLDING AND CONDUCTmNG OF GENERAL AND SPECIAL ELECTIONS FOR STATE AND COUNTY OFFICERS EXCEPT AS OTHERWISE PROVIDED UNDER THE AUTHORITY GRANTED MUNICIPALITIES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS: SECTION 1: That regular municipal elections be held .in accordance with Article V., Section 3 of the Charter of the City of North Richland Hills, Texas and such election is hereby called by the City Council of the City of North Richland Hills, Texas, to be held on the 2nd day of April, 1968, within the corporate limits of the City of North Richland Hills, Texas for the purpose of electing a Mayor and seven City Councilmen; SECTION 2: That polling shall be accomplished at and the following are hereby designated and established as polling places within the corporate limits of said City~ COUNTY VOTING PRECINCT NAME AND NUMBER ~~ ~~è~ò~~eld POLLING PLACE NAME AND ADDRESS Smith~ielà Fire Hall, sm]. tJirJ.eIB, 'l'exas- 42 Haltom City 131 Richland Hills 140 North Richland Hills North Richland Hills City Hall, 4101 Morgan Circle All within the corporate limits of the City of North Richland Hills, Texas. Section 3: The names of the Judges and Clerks will be as follows: Mrs. Ann Smith Presiding ,.Judge Mrs. Nadine Baker Assistant Judge Mrs. Ruby Connelley Cler'{ Mrs. Lilly B. May Clerk Mr. Saint Smith Cmerk Mrs. J. F. Hewitt Presiding Judge Mrs. Fred Parker Assistant Judge Mrs. Betty Brewer Clerk Mrs. Mary Egners Clerk Mrs. Frankie Schulze Clerk and that the Hereinabove named shall serve in sååd capacity in connection with the holding of said election at the polling place of the election precinct in which each of them respectively resides, and that all of said designated parties shall be qualified voters residing in said election precincts. SECTION 4: That said City of North Richland Hills, Texas, shall pay and expend out of the funds of said City all expense incurred in connection with and for the holding of said election as herein provided. SECTION 5: That said polls and polling places shall be opened at 7:00 A.M. and remain open until 7:00 P.M. on the date of said election, to-wit: April 2, 1968, during which hours balloting shall be permitted by all qualified voters who present themselves for said purpose between saåd hours. Absentee voting may be áccomplished at the City Hall by all qualified voters residing within the corporate limits of såid City upon application duly made and in accordance with law, between March 13, 1968, and March 29, 1968, during office hours, from 8:00 A.M. until 5:00 P.M., such absentee balloting to take place at the City Hall, located and situated on the corner of Glenview Drive and Morgan Circle in said City. SECTION 6: That the City Secretary of the City of North Richiànd Hills, Texas, shall post a copy of this ordinance in at least five (5) public places within the corporate limits of the City of North Richland Hills, Texas, after which she shall certify as to the date and place of posting each of said copies of this ordinance, and make oath thereto. SECTION 7: Candidates shall file for Mayor or City Councilman and, as to City Councilman, shall run for place number one, place number two, place number three, place number four, place number five, place number six, place number seven, as the case may be and shall be voted on and elected accordin;ly, by the vote of the qualified voters of the City at Large. In order that a candidate have His name placed on the ballot as Mayor or one of the seven City Councilmen, he must have filed for said place on the ballot not later than 5:00 P.M. of March 1, 1968. .. SECTION 8: The official ballot shall be drawn up by the City Secretary and approved by the City Attorney and will contain the names of all candidates for office, except those who may have been withdrawn, deceased, or become ineligible. Names will be placed on the ballot without party designation and the position on the ballot will be determined by a drawing held by the City Secretary. Section 9: All qualified voters within the meaning and as prescribed by the Laws of the State of Texas, who have :i!esided within the corporate limits of the City of North Richland Hills, Texas, for six (6) months prior to the date of said election called herein and in the State of Texas for one (1) year prior thereto shall be eligible and entitled to vote in such election. Section 10: Election officials above named shall make and deliver the returns of said election in triplicate, one being retained by the Presiding Judge, one delivered to the Mayor of the City of North Richland Hills, Texas, and one to the City Secretary of said City. The stub box containing the signature stubs from ballots used in said election shall be delivered to the District Clerk of Tarrant County, Texas, and other ballot boxes and election records and supplies shall be preserved by the City Secretary as provided by law. Section 11: The City Council shall be the judge of the election and qualification of its own members and of the Mayor, subject to the courts in the case of contest. The City Council shall, as soon as practical after the election, either at a called meeting, called for that purpose or at its next regular meeting after such election, canvass the returns and deœlare the results of such election. Section 12: That this ordinance shall be and become in full force and effect from and after the date of its passage and .adoptd>on. Section 13: If any work, sentence, clause, section and/or provision hereof shall for any reason be held to be unconstitutional or invalid, said holding shall not in any manner affect the remaining portions hereof, but same shall remain and be in full force and effect. This election shall be held and conducted in accordance with the Laws of the State of Texas for the holding and conducting of general and special elections for State and County officials except as otherwise provided under the authority granted municipalities.
