RIDDLE FOR THE OFFICE OF COUNCILMAN PLACE 7 OF THE CITY OF NORTH RICHLAND HILLS1 ESTABLISHING AND DESIGNA- TING POLLING PLACESr NAMING AND DESIGNATING THE ELECTION OF OFFICERS AND/OR OFFICIALS CHOSEN TO HOLD AND CONDUCT SAID ELECTION1 PROVIDING FOR THE PAYMENT BY SAID CITY OF THE EXPENSES OF HOLDING SAID ELECTION1 PRESCRIBING THE HOUR SAID POLLS SHALL BE AND REMAIN OPEN FOR THE CASTING OF BALLOTS AND PROVIDING FOR ABSENTEE VOTING1 PROVIDING FOR THE POSTING OF NOTICE OF SAID ELECTION BY THE CITY SECRETARY OF SAID CITY1 PROVIDING AND PRESCRIBING THE FORM OF BALLOT TO BE USEDr DEFINING QUALIFIED VOTERS FOR SAID ELECTION1 PROVIDING FOR THE MAKING AND DELIVERING OF THE RETURNS OF SAID ELECTION,AND FOR THE DELIVERY OF THE STUBS OF BALLOTS USED IN SAID ELECTION TO THE DISTRICT CLERK OF TARRANT COUNTY, TEXAS 1 PROVIDING FOR THE CANVASSING BY THE CITY COUNCIL OF SAID CITY OF THE RETURNS OF SAID ELECTION1 PROVIDING AN EFFECTIVE DATE AND CONTAIN- ING A SAVING CLAUSE1 PROVIDING THAT SUCH ELECTION SHALL BE HELD AND CONDUCTED IN ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS FOR THE HOLDING AND CONDUCTION OF GENERAL AND SPECIAL ELECTIONS FOR STATE AND COUNTY OFFICERS EXCEPT AS OTHERWISE PRO- VIDED UNDER THE AUTHORITY GRANTED MUNICIPALITIES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS: Section 1: That Special Municipal Election be held in accor- dance with Article V, Section 8 of the Charter of the City of North Richland Hills, Texas, and such election is hereby called by the Mayor and the City Council of the City of North Richland Hills, Texas, to be held on the 7th day of May ,A.D. 1968, within the corporate limits of the City of North Richland Hills, Texas, for the purpose of a run off election between Fred Chester and Morris E. Riddle for the office of Councilman Place 7 of the City of North Richland Hills: Section 2: That polling places shall be accomplished at and the following are hereby designated and established as polling with the corporate limits of said City: County Voting Precinct Number 41 32 42 140 the places Polling Place Name and Address Smithfield Fire Hall Smithfield, Texas North Richland Hills City Hall,4101 Morgan Cr. All with the corporate limits of the City of North Richland Hills, Texas. Section 3: The names of the Judges and Clerks will be as follows: . Hewitt Pr"ešiding- Judge' Mr. Saint Smith Assistant Judge Mrs. Lilli~ May Clerk Mrs. Ruby Connelley Clerk Mrs. Emma Dean Baker Clerk- and that the hereinabove named shall serve in said capacity in connection with the holding of said election at the polling place of the election precinct in which each of them respectively resides, and that all of said designated parties shallLbe qualified voters residing in said election precincts. Section 4: That said City of North Richland Hills, Texas, shall pay and expend out of the funds of said City all expense incurred inconnection with and for the holding of said election as herein provided. Section 5: That said polls and polling places shall be opened at 7:00 A.M. and remain open until 7:00 P.M. on the date of said election to-wit: May 7. 1968. , during which hours balloting shall be permitted by all quali{ied voters who present them- selvE?s for said purpose between said hours. Absentee voting may be accomplished at the City Hall by all qualified voters residing within the corporate limits of said City upon application duly made and in accordance with law, between 2pril 17. , 1968 and May 3. , 1968, during office hours. From 8:00 Ä.M.until 5:0-0 P.M. Monday through Friday, such absentee balloting to take place at the City Hall, located and situated on the corner of Glenview Drive and Morgan Cr. in said City. Section 6: That the City Secretary of the City of North Richland Hills, Texas, shall post a copy of this ordinance in at :beast five (5) public places within the corporate limits of the City of North Richland Hills, Texas, after which she shall certify as to the date and place of posting each of said copies of this ordinance, and make oath thereto. Section 7: The official ballot shall be drawn up by the City Secretary and approved by the City Attorney and will contain the names of both candidateš for office, except those who may have been with- drawn, deceased, or become ineligible. Names will be placed on the ballot without party designation and the position on the ballot will be determined by a drawing held by the City Secretary. Section 8: All qualified voters within the meaning and as prescribed by the laws of the State of Texas, who have resided within the corporate limits of the City of North Richland Hills, Texas, for six (6) months prior to the date of said election called herein and in the State of Texas for one (1) year prior thereto shall be eligible and entitled to ~ote in such election. Section 9: Election officials above named shall maKe and deliver the returns of said election in triplicate, one being retained by the presiding judge, one delivered to the Mayor of the City of North Richland Hills, Texas, and one to the City Secretary of said City. The stub box containing the signature stubs from ballots used in said election shall be delivered to the District Clerk of Tarrant County, Texas, and other ballot boxes and election records and supplies shall be preserved by the City Secretary as provided by law. Section 10: The City Council shall be the judge of the election and qualification of its own members and of the Mayor, subject to the Courts in the case of contest. The City Council shall, as soon as practical after the election, either at a called meeting, called for that purpose or at its next regular meeting after election, canvass the returns and declare the results of such election. Section 11: That this ordinance shall be and become in full force and effect from and after the date of its passage and adoption. Section 12: If any work, sentence, clause, section and/or prov1s10n hereof shall for any reason be held to be unconstitutional or invalid, said holding shall not in any manner affect the remaining portions hereof, but same shall remain and be in full force and effect. This election shall be held and conducted in accordance with the laws of the State of Texas for the holding and cOQ,õticting of general and special elections for State and County officials except as otherwise provided under the authority granted municipalities.
