RESOLUTION NO. 96-18
A RESOLUTION APPROVING THE SUBMISSION OF TWO PROPOSED PROJECTS TO
THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS AND THE TEXAS
DEPARTMENT OF TRANSPORTATION AS CANDIDATES FOR STATEWIDE
TRANSPORTATION ENHANCEMENT PROGRAM FUNDING; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City is vitally interested in enhancing the transportation system and
preserving history within the City and within the north Texas region; and
WHEREAS, the Statewide Transportation Enhancement Program announced by the
Texas Department of Transportation provides the vehicle for funding transportation
enhancements on a 20% local basis in accordance with the Intermodal Surface
Transportation Efficiency Act of 1991 (ISTEA); and
WHEREAS, the City Council wishes to designate these capital improvement
projects which are eligible for transportation enhancement funding; and
WHEREAS, the City Wide Trail System Master Plan identifies the North Hills Multi-
Use Trail as significant regional transportation enhancement projects for pedestrians and
bicyclists; and
WHEREAS, the completion of the Cottonbelt Trail Trailhead and Rest Station
project will promote preservation of an historic transportation route, and will enhance the
quality of this area's heavily used thoroughfares; and
WHEREAS, the completion of these trail projects will provide valuable and critical
links and access in developing a complete trail system; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS HEREBY RESOLVES:
SECTION I. That the North Hills Mall Multi-Use Trail project, valued at $594,144
be submitted to NCTCOG and the Texas Department of Transportation to be considered
for funding through the Statewide Transportation Enhancement Program. The City
certifies its committment to provide a 20% local funding match of $118,829.
SECTION II. That the Cottonbelt Trailhead and Rest Station project, valued at
$592,320, be submitted to NCTCOG and the Texas Department of Transportation to be
considered for funding through the Statewide Transportation Enhancement Program. The
City certifies its committment to provide a 20% local funding match of $118,464.
SECTION III. The City Council hereby authorizes and directs its City Manager to
act for the City of North Richland Hills for the purpose pf applying for and administering
funding under these programs, and the City Manager is hereby officially designated as the
representative in this regard.
SECTION IV. That this resolution shall become effective immediately upon its
passage and approval.
