ORDINANCE NO. 711-
AN ORDINANCE AMENDING ARTICLE XVI I OF ORDINANCE
NO. 33, ,KNOWN AS THE ZONING ORDINANCE OF 1958; PROVIDING
FOR I SSUANCE OF "cun t FICA TE OF OCCUPANCY AND COMPLI ANCE";
PROHIBITING OCCUPANCY UNTIL AFTER ISSUANCE; FIXING TIME
WHEN APPLIED FOR AND TIME OF ISSUANCE; FIXING DUTY OF
CITY SECRETARY AS TO ISSUANCE; PRESCRIBING CONDITIONS
UNDER WHICH SUCH CERTIFICATE MAY BE ISSUED; REQUIRING
APPLICATION FOR SUCH CERTIFICATE AS CONDITION PRECEDENT
TO ISSUANCE OF A BUILDING PERMIT; THE KEEPING OF RECORDS;
AND FIXING THE EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS:

Ordinance of 1958, is hereby 3mended so that the same shall, from

"ART I ClL XV II
"Section 1. No building herc3fter errJcted or structura]ly
altered 5ha] I be used, occupied, or changed in u~e and no vacant
L::nd shall be occupied, except for agr!cultural uses until a 'Certi--
ficate of Occupancy (,:nd CampI iQnce' shall have been issued by the
City Secretary stating that the building or proposed use of the
building or vaC¡:3nt liJnd complies with the regulations of the City
of North ~¡chl:nd Hi] 1s.
f!Section 2. No permanent service conn~jctions for ebctricity"
gas or water ~hall b? placud in 5ervic~ to any building erected
hereafter or vaCéJnt land occupied hereafter until the 'Certificate
of Occupancy and CampI ¡ance' ha:ò been issued by the City Secretory.
(This requirem,,-"nt does not exclude the u:;e of temporary service
connections to facilitate construction.)
"Section 3. 'Certificates of Occupancy ¿1r1d Compliance'
for proposed occupancy of vacant land sh,:'11 be appl ¡ed for at Icast
three days prior to proposed time of occuponcy and it is hcreby made

the mandatory duty of the City Secretary to Issue said certificate
within three (3) days after the appl ication has been mJde, provided
the proposed use is in conformity with the regulations of the City
of North Richland Hills.
"Section iI.
'Certificates of Occupancy and CompJiance'
for proposed new buildings or structural alterations to existing
buildings shall be app] ¡cd for coincident with the app1 ¡cation for
a building permit. The appl ication for a 'Certificate of Occupancy
Jnd Compliance' sh2Jl be retained by the City Secretary untiJ the
building or alterations are complete, at which time the Owner shall
e
request issuance of said certificate.
It is hereby müde the manda-
tory duty of the City Secretary to issue said 'Certificate of Occupancy
and Compliance' within three (3) days after it is requested, provided
al J regulations of the City of North Richland Hil Is have been con-
formed to, as evidenced by the fol lowing:

"Section 6. t\ record of all certificates sha1l be kept on

the public.
rlSection 7. The three (3) day time allowances provided In
Sect ions 3 and 4 shall not include Saturdays, Sundays or Legal
Holidays.1!
