Zellers, Jr. Kenneth E. Johns, Herbert A. Owens, Jr. , Mayor, e Kenneth Bell, Jr., Councilmen, Stanley Graner, Herbert M. Campbell, Mrs. Laura Ray, Secretary, and with the following absent: None , constituting a quorum, at which time the following proceedings were had: Councilman Oampbell introduced a resolution and moved that it be adopted. The motion was seconded by Councilman Jobu1. The motion carrying with it the adoption of the resolution prevailed by the following vote: AYES: Councilmen Johns, Owens, Bell, Graner and Campbell and e Mayor Zellers. NOES: None. The resolution as adopted is as follows: - .... · " e RES OLUl' ION CALLING AN ELECTION ON THE PROPOSITIONS OF THE ISSUANCE OF $1,220,000 STREET AND DRAINAGE BONDS, $80,000 TOWN HALL AND FIRE STATION BONDS AND $50,000 PARK BONDS. WHERE:¡\S, the Tow Council of the Town of North Richland Hills, Texas, deeKs it advisable to issue the bonds of the said Town for the purposes h,3reinafter mentioned; BE IT RESOLVED BY 'rIm TþWN COUNCIL OF THE TOWN OF NORTH RICHLAND HILLS, TEXAS: 1. Taat nn election be held in said Town of North Richland e Hills, Texas, on the I' day of 08'.. " , 1960, at which election the following proposttions shall be submitted: ~SITION NO. 1 "Shall the Town Council of the Town of North R1ch1~nd Hillß, Texas, be authorized to issue the bonds of said To'\.;nLn the sum of $1,220,000.00, maturing seria1.ly iu s.lch installments as may be fixed by the Town Council, the maximum maturity date being not more than Thirty (30) years from their date, and bearing interest at a rate not to exceed Five (5%) per cent per annum, and to levy a tax sufficient to pay the interest as it accrues and principal as it matures on said issue of bonds, for the purpose of improving the streets and providing drainage, as authorized by the Constitution and laws of ttle State of Texas." PROPOSITION NO. 2 e IIShall the Town Council of the Town of North Richland Hills, Texas, be authorized to issue the bonds of said Town in the sum of $80,000.00, maturing serially in such installments as may be fixed by the Town Council, the maximum maturity date being not more than Thirty (30) years from their date, and bearing interest at a rate not to exceed Five (5%) per cent per annum, and to levy a tax sufficient to pay the interest as it accrues and princi- pal as it matures on said issue of bonds, for the purpose of constructing a City Hall and Fire Station, and the purchase of a site therefor, as authorized by the Con- stitution and laws of the State of Texas." PROPOSITION NO. 3 - IIShall the Town Council of the Town of North R1chland Hills, Texas, be authorized to issue the bonds of said Town in the sum of $50,000.00, maturing serially in such installments as may be fixed by the Town Council, the maximum maturity date being not more than Thirty (30) years from their date, and bearing interest at a rate not to exceed Five (5~) per cent per annum, and to levy a tax sufficient to pay the interest as it accrues and princi- pal as it matures on said issue of bonds, for the purpose of purchasing and improving land for park purposes, as authorized by the Constitution and laws of the State of Texas. 11 e 2. 'J:hat said election shall be held under the provisions of Chapter 1, Title 22 of the Revised Civil Statutes of 1925, as amended, and only legally qualified electors who own taxable property in said Town and who have dUly rendered the same for taxation shall be qualified to e vote. 4. The ballots for said election shall have written or printed thereon the following: PROPOSITION NO. 1 "FOR THE ISSUANCE OF STREET AND DRAINAGE BONDS" ",AGAINST THE ISSUANCE OF STREET AND DRAINAGE BONDS" PROPOSITION NO. 2 "FOR THE ISSUANCE OF CITY HALL AND FIRE STATION BONDS" I1AGAINST THE ISSUANCE OF CITY HALL AND FIRE STATION BONDSII e PROPOSITION NO. 3 "FOR THE ISSUANCE OF PARK BONDS" I1AGAINST THE ISSUAJ.\TCE OF PARK BONDS" 5. A substantial copy of this resolution signed by the Mayor of said Town and attested by the Town Secretary shall serve as pro- per notice of said election. Notice shall be given in accordance with Article 704, Revised Civil Statutes of 1925, as amended by Chapter 382, passed at the First Called Session of the Forty Fourth Legislature, supra. The Mayor is authorized and directed to have a copy of said notice posted at the T~vn Hall and in each of the voting precincts within said Town not - less than fifteen days prior to the date fixed for holding said election. There being no newspaper published in the Town of North Richland Hills, the Mayor shall also cause said notice to be published on the same day in --.- · _~ r. ~... e each of two successive weeks in a newspa~er published within Tarrant County and having gene-ral circulation within the Town of North R1chland Hills, Texas. The dat~ of the first publication is to be not less than fourteen days prior to the date set for said election.
