If it should be found that any sect Ion, sentence, clause
or phrase of this ordinance is unconstitutional or illegal for any
reason whatsoever, the Council hereby declares that it would never-
theless have passed al] of the remaining sect ions, sentences, clau~cs
and phrases of this ordinance.
