Mr. Freeman advised he would no longer be North Richland Hills representative. He had been moved to Arlington. Mr. Freeman introduced Ms. Felecia Lakey as the new representative to North Richland Hills. AUTHORIZ- Mr. Harold Mclnroe, First Southwest, discussed NAN ATION FOR THE the proposed bond sale. SPECIAL PRESENTATION TO CLEVELAND SCOTT, TEEN COURT Mayor Brown and Mike Fritz, Chairman, Teen Court Advisory Board, presented a plaque to Cleveland Scott in appreciation of his service to the City as Teen Court Judge. *9. Councilwoman Spurlock moved to amend the motion to award a three-year contract. Motion died for the lack of a second. Motion carried 7-0. 19. CITIZENS PRESENTATION Mr. Douglas Johnson, 5745 Bonnie Drive, Watauga, advised he had a water leak in the meter box for several days. Mr. Johnson felt his water bill should be adjusted because the leak was on the City's side. Mr. Line advised Mr. Johnson this was the first he had heard of the problem and he would like a chance to look into it. If he could not help, he would give all of the facts to the Council to be acted on. 20.
