Councilman Sibbet advised they would submit names to developers putting in new subdivisions on perhaps naming a street after these people and use that as guidelines. Renaming of streets by the City Council should be limited to employees who lose their lives in the line of duty. Mayor Brown also advised that a meeting will soon be called of the City/School Cooperation Committee. He advised that there will be an approximate ten percent increase in the water and a five percent increase in waste water sometime in October. There had also been a letter to Tarrant County Water District to get them to prepare their budget early so it would not have such an impact on the cities. PZ 93-11 - PUBLIC HEARING TO CONSIDER REVISIONS TO THE ZONING ORDINANCE NO. 1874 REGARDING THE MASONRY REQUIREMENT - ORDINANCE NO. 1906 APPROVED Mayor Brown opened the Public Hearing and called for anyone wishing to speak to come forward. Mr. Line clarified the intent of the ordinance. There being no one else wishing to speak Mayor Brown closed the Public Hearing. Councilman Sibbet moved, seconded by Councilwoman Johnson, to approve Ordinance No. 1906. Motion carried 6-0. 11. PZ 93-12 - PLANNING & ZONING - PUBLIC HEARING REQUEST OF WES BANNISTER TO REZONE TRACTS 3Al AND 3AIB, EDEN SURVEY, ABSTRACT 499, FROM AG AGRICULTURE TO R-2 SINGLE FAMILY RESIDENTIAL ORDINANCE NO. 1907 APPROVED Mayor Brown opened the Public Hearing and called for anyone wishing to speak in favor to please come forward. Mr. Darrell Perry, representing the applicant, appeared before the Council. Mr. Perry eXplained the reason for the rezoning. Mayor Brown called for anyone wishing to speak in opposition to please come forward. There being no one else wishing to speak Mayor Brown closed the Public Hearing. Councilman Oujesky moved, seconded by Councilwoman Spurlock, to approve Ordinance No. 1907. July 26, 1993 Page 4 Motion carried 6-0. Agenda Item No. 13 was heard at this time. 13. PS 93-21 - PUBLIC HEARING TO CONSIDER REVISIONS TO THE MASTER THOROUGHFARE PLAN REGARDING HOLIDAY LANE ORDINANCE NO. 1905 DENIED Mayor Brown opened the Public Hearing and called for anyone wishing to speak to come forward. Mr. Bob Andrews, 7613 Aubrey Lane, appeared before the Council. Mr. Andrews was in favor of removing Holiday Lane from the Throughfare Plan between Starnes and Bursey Road. Mr. Glenn Nerwin, 7724 Aubrey Lane, appeared before the Council and requested that Holiday Lane be deleted from the Throughfare Plan between Starnes and Bursey. There being no one else wishing to speak Mayor Brown closed the Public Hearing. Councilman Oujesky moved, seconded by Councilman Wood, to reject the recommendation of the Planning and Zoning Commission and delete Holiday Lane from the Master Thoroughfare Plan. Motion carried 5-1; Mayor Pro Tern Welch, Councilwoman Johnson, Councilmen Wood, Oujesky and Sibbet voting for and Councilwoman Spurlock voting against. 12. PS 93-20 - PUBLIC HEARING TO CONSIDER REVISIONS TO THE MASTER THOROUGHFARE PLAN REGARDING DOUGLAS LANE ORDINANCE NO. 1904 APPROVED Mayor Brown opened the Public Hearing and called for anyone wishing to speak to come forward. There being no one wishing to speak Mayor Brown closed the Public Hearing. Councilman Wood moved, seconded by Councilman Sibbet, to eliminate the section of Douglas Lane through the Park, leave the alignment of Douglas Lane as is, and designate all of Douglas Lane as C-2-U. PS 93-27 - CONSIDERATION OF AN AMENDMENT TO THE SUBDIVISION REGULATIONS, ORDINANCE NO. 1579, TO REQUIRE THE CONSTRUCTION OF SIDEWALKS ON DOUBLE AND TRIPLE FRONTAGE LOTS BY THE DEVELOPER ORDINANCE NO. 1909 APPROVED Councilman Sibbet moved, seconded by Councilwoman Johnson, to approve Ordinance No. 1909 with the following revision: Section D - "Construction of all side yard sidewalks and rear yard sidewalks adjacent to perimeter streets would be the developer's responsibility....". CITIZENS PRESENTATION Ms. Doris Foster, 6500 Crane Road, appeared before the Council. Ms. Foster advised the Council she had the opportunity to refinance her house but there were two liens the City had placed on the property. She asked that the City agree to a Subordination Agreement. Council directed Attorney McEntire to prepare necessary documents. 29. ADJOURNMENT Councilman Wood moved, seconded by Councilwoman Spurlock, to adjourn the meeting.
