RICHARD DAVIS, PRESIDENT NORTHEAST CHAMBER OPENING OF THE Mr. Sanford advised the City had been C.A. WATER PARK contacted by the Fort Worth Star Telegram and Follow up with Star they wanted to participate in the opening of the Telegram. water park. Mr. Sanford gave a list of their suggestions on raising money. The funds would be split between Adventure World and the Star Telegram Education Fund or the Christmas Fund. Volunteers would be needed to solicit for the various sponsorships. Mr. Sanford advised the City would have a year to do this. Mr. Sanford had a concern about sending City employees out trying to sell sponsorships. After discussion, consensus was for Mr. Sanford to meet with the Star T elearam and reoort back to the Council Pre-Council Minutes 10/10/94 Page 2 ITEM DISCUSSION ASSIGNMENT SALE OF FOUR No questions. HOUSES FROM MARILYN LANE PROPOSED Mr. Sanford advised the Staff was not C.A. GRAFFITI suggesting the Council adopt this ordinance. Follow up. ORDINANCE The Police Chief had problems with parts of it. Also, it would be the homeowner's responsibility to remove the graffitti. The City needed to have a responsibility also as far as expenses. Councilman Welch advised he had a problem with holding the property owner responsible. After further discussion, Mr. Sanford was asked to check on other cities' graffiti ordinances and bring back to Council. ALLIES DAY- Mr. Davis briefed the Council on the MARTY RICHARD DAVIS, Chamber's progress. He also advised the PRESIDENT Council that the second Allies Day would be NORTHEAST held Thursday, October 13th, beginning with CHAMBER Breakfast at Luby's. Mr. Davis expressed appreciation to the City for its support. STARNES ROAD Mr. Dickens advised this item was placed on NAN FROM RUFE the Pre Council Agenda to notify the Council of SNOW DRIVE TO the work schedule. Mayor Pro Tem Wood CROSSTIMBERS asked how the residents on the street would DRIVE be notified when the work began. Mr. Dickens advised that the contractor would put hangers on the doors. Mr. Sanford advised he would suggest the City hire a Right-of-Way firm to obtain the right-of-way needed on the various projects. Mr. Sanford will look at some contracts and bring a suggestion back to the Council on hiring of the firm. Mr. Welch advised he would like to have in writing exactly how the projects were going to be done, especially Green Valley and Holiday Lane if possible. AWARD OF BID Mr. Dickens advised this was placed on the FOR DAVIS agenda only to see if Council had any BOULEVARD questions. There were no questions from the UTILITY Council. MINUTES OF THE SPECIAL MEETING OCTOBER 3,1994 APPROVED Councilwoman Johnson moved, seconded by Councilman Sibbet, to approve the minutes of the Special Meeting of October 3, 1994. PZ 94-18 - PUBLIC HEARING TO CONSIDER REVISIONS TO THE ZONING ORDINANCE NO. 1874 REGARDING THE LANDSCAPING REQUIREMENT ORDINANCE NO. 2016 POSTPONED Mayor Pro Tem Wood opened the Public Hearing and called for anyone wishing to speak in favor of this request. Ms. Byrd appeared before the Council. Ms. Byrd asked that the revisions be explained. October 10, 1994 Page 3 Mr. LeBaron explained the revisions to the ordinance. Mayor Pro Tem Wood called for anyone wishing to speak in opposition. No one appeared in opposition. Mayor Pro Tem Wood closed the Public Hearing Councilwoman Spurlock moved, seconded by Councilwoman Johnson, to postpone PZ 94-18, Ordinance 2016. Motion carried 6-0. 10. PZ 94-19 - PUBLIC HEARING TO CONSIDER REVISIONS TO THE ZONING ORDINANCE NO. 1874 REGARDING THE MULTI-FAMILY RESIDENTIAL REGULATIONS ORDINANCE NO. 2015 APPROVED Mayor Pro Tem Wood opened the Public Hearing and called for anyone wishing to speak in favor of this request. Ms. Byrd appeared before the Council. Ms. Byrd asked if this revision would affect the apartments that were planning to be built. Mayor Pro Tem Wood advised any new construction would have to meet the requirements of the ordinance. Mayor Pro Tem Wood called for anyone wishing to speak in opposition. No one appeared wishing to speak in opposition. Mayor Pro Tem Wood closed the Public Hearing. Councilman Sibbet moved, seconded by Councilwoman Johnson, to approve Ordinance No. 2015 with the following stipulations: Delete 40% covered spaces in Section D, #2 parking: Article 7, Section D, strike second sentence. PZ 94-20 - PUBLIC HEARING TO CONSIDER THE REQUEST OF THE RICHLAND HILLS CHURCH OF CHRIST FOR PLANNED DEVELOPMENT NUMBER 19 AND SITE PLAN AMENDMENT ON A PORTION OF LOT 3, BLOCK 7R, MEADOW LAKES ADDITION ORDINANCE NO. 2014 APPROVED Mayor Pro Tem Wood opened the Public Hearing and called for anyone wishing to speak in favor of this request. Mr. Gary Slotts, representing the Richland Hills Church of Christ, appeared before the Council. Mr. Slotts stated that he was present to answer any questions the Council might have. Mayor Pro Tem Wood called for anyone wishing to speak in opposition. No one appeared. Mayor Pro Tem Wood closed the Public Hearing. Councilwoman Johnson moved, seconded by Councilman Welch, to approve PZ 94-20. Motion carried 6-0. "'12. Councilman Garvin moved, seconded by Councilman Oujesky, to approve Ordinance No. 2017. Motion carried 6-0. 15. GN 94-129 -1994-95 CIP PROJECTS APPROVED Councilman Oujesky moved, seconded by Councilman Welch, to approve the CIP Projects. Motion carried 6-0. "'16.
