THE ORDTI':ANCE; AND PROVIDLG A PENALITY OF' A FllIE
NOT TO EXCEED :$200.00 FOE THE VIOlATION OF THIS
ORDllIANCE.
WHEREAS, Section 8 of Article 827a, Vernon's Penal Code of the
State of Texas, provides that whenever the governinq body of the City
shall determine upon the basis of an engineerin~ and traffic investi-
gation that any prima facie speed therein set forth is ~reater or less
than is reasonable or safe under the conditions found to exist at any
intersection or other place or upon any part of a street or hifhway,
with the City taking into consideration the width and condition of the
paveY'lent and otner circumstances on such portion of said street or hir;h-
wa::<r, as well as the usual traffic thereon, said governinp' body may deter-
mine and declare a reasonable and safe pri.ma facie speed limit thereat
or thereon by the passage of an ordinance, which shall be effective "¡hen
appropriate siE'J'ls giving notice thereof are erected at such intersection
or other place or part of the street or hip;hway, now therefore,
BE IT ORDAINED by the City Council of the Ci~
of North Richland Hills, Texas:
¿,ection 1. Upon the basis of an endneering and traffic investigation
heretofore made as authorized by the provisions of Section 8 of Article
827a, Vernon's Texas Penal Code, the following prima facie speed limits
hereafter indicated for vehicles are hereby determined and declared to
be reasonable and safe; and such speed limits are hereby fixed at tœ
rate of speed indicated for vehicles travelinr, upon the named streets
and hif,hways, or parts thereof, described as follows:

On State Highway No. 121, North Lane
1. From the West City Limits of North Richland Hills,
at Station 334+21.6, Northeasterly to 0.543 miles
Northeast of the West City Limit, 55 miles per hour.
2. From 0.543 miles Northeast of the West City Limit,
Northeasterly 1.673 miles Northeast of the West City
Limit, 40 miles per hour.
3. From 1.673 miles Northeast of West City Limit, North-
easterly to 1.923 mile Northeast of the West City
Umi t, 45 miles per hour.
Section 2. Any person violatin~ any of the provisions of this ordinance
shall be deemed V1ilty of a misdemeanor and upon conviction thereof shall
be fined in any sum not more than two hundred ($200) dollars.

Dear l'Jayor l-IcFarland:
1,oTe are transmitting herewith two (2) prints of a speed zone strip mar
showing proposed speed zones on a portion of State Highway No. 121,
within the corporate limits of North Richland Hills, and four (4) copies
of a typical speed zone ordinance for your use.
He respectfully request that a city ordi.nsnce be pas3ed esta.blishing
speed zones as shown on the strip map. These speed zones conform
closely to the 85 percentile speeds, therefore, we feel that the pro-
posed speed limits will not be too fast for conditions.
As you know, the remainder of this highvJay is now under cons'ruct'.on.
We will make speed studies on this section when the construction is
complete.
Hhen an ordinance has been passed please forward three (3) copies to
this office for our use. Following receipt of the ordinance, we will
erect the necessary speed signs.
