RESOLUTION NO. 92-52
WHEREAS, the City of North Richland Hills has a Master Park
Plan which calls for a series of parks in certain areas of the
City where the City does not own land where parks can be
developed; and
WHEREAS, the City expects to immediately undertake a program
to develop a large number of parks for the citizens over a period
of the next five years; and
WHEREAS, in order to acquire land for the proposed parks, it
is to the advantage of the City and its inhabitants to acquire
the necessary real property while the price of real estate is
low, as it is at the present time; and
WHEREAS, the council finds that if it were to become known
that the City is seeking to acquire land for park purposes that
the price of the land would be driven up; and
WHEREAS, if the City is forced to wait until it is common
knowledge that the City has bond funds with which to acquire real
estate for park purposes, then in such event, the price of real
estate would be driven up to the detriment of the City and its
inhabitants.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS that:
1.
The City Manager is authorized to take all steps necessary
to locate and purchase the real estate necessary to follow the
dictates of the Master Park Plan.
2.
The City Manager is directed to acquire or secure options on
the necessary real estate as soon as possible and to use City
funds which are available at this time, and which can be
reimbursed by funds received from bond sales by the North
Richland Hills Park and Recreation Facilities Corporation.
3.
The City Manag~r ~s directed to use discretion in acqu1r1ng
the said properties so that it does not become generally known
that the City is attempting to purchase park property.
4.
At this time, the City Manager is authorized to deliver to
Republic Title of Texas a cashier's check purchased by the City
in an amount not exceeding $85,000.00 in payment for a 37 acre
tract of land in the Stephens Richardson Survey, Abst 1266, North
Richland Hills, Tarrant County, Texas which is the property
described in a contract of sale involving Nelson Creditors Trust
(seller) and Marvin Douglas Bailey (buyer), which has been
assigned by the purchaser to the City.
5.
The City Manager is authorized to put up earnest money
deposits on other tracts of land as they become available and is
given full discretion in terms of purchase.
6.
The City Council contemplates that all funds advanced by the
City to purchase park land will be reimbursed from the sale of
municipal bonds by the North Richland Hills Park and Recreation
Facilities Corporation. t<
