HomeMy WebLinkAboutResolution 1986-043 RESOLUTION NO. 86-43 A RESOLUTION AWARDING A CONTRACT FOR THE PURCHASE OF AN IBM SYSTEM/36 COMPUTER AND DISPLAY UNITS; FINDING THAT AN EMERGENCY AND URGENT PUBLIC NECESSITY EXISTS THAT NECESSITATES THE PURCHASE OF SUBJECT EQUIPMENT IS COMPATIBLE FROM AN ECONOMIC AND REALISTIC STANDPOINT TO BE IMPROVED UPON AND MODIFIED BY THIS SUBJECT EQUIPMENT DUE TO ITS UNIQUE CHARACTERISTICS: FINDING THAT THE PRINCIPAL AMOUNT OF THE CONTRACT AS BID IS THE LOWEST COMPETITIVE PRICE IN THE MARKET PLACE FOR THIS TYPE OF EQUIPMENT; FINDING THAT THE SAVINGS TO THE CITY AND ITS TAXPAYERS ARE SUBSTANTIAL; PROVIDING A SEVERABILITY; AND DECLARING AN EMERGENCY. WHEREAS, in November 1983 the City authorized and did purchase an additional IBM System/36 Computer to upgrade our computer system; and WHEREAS, the City's needs for this type of equipment have increased dramatically and it is necessary to expand the system capabilities to meet the ongoing and ever increasing needs of the City's citizens; and WHEREAS, the City Staff that works with the computer system daily and has experienced the problems brought about as a result of the rapid growth has concluded that the needs of the City created an emergency condition and an urgent public necessity to immediately purchase equipment to expand the system and the City Council so agrees and finds; and WHEREAS, the IBM System/36 Computer is the logical migration path for the City due to its cost, its capacitYt its speed and the fact that the IBM System/36 is directly compatible with the City's present System/36 Computer and IBM 8809 Tape Drive and present Display Stations which will eliminate any conversion and/or modification; and WHEREAS, the City Council finds that the said IBM System/36 Computer has unique characteristics that are not found in other equipment in so far as a conversion is concerned; and WHEREAS, the City Council finds that the sales price bid by Municipal Software for the IBM System/36 and Display Stations with all attachments is the lowest and best bid available in the market place and the City, its citizens and its taxpayers savings are substantial. NOWt THEREFORE BE IT RESOLVED by the City Council of the City of North Richland Hills: Section 1. That all of the statements contained in the preamble are found to be true and correct and are incorporated herein as if copied in their entirety in the body of this resolution. Section 2. That the City Council does hereby find based on the above recited facts, that all competitive bidding requirements of State Law have been duly and reasonably satisfied and that the bid of Municipal Software for an IBM System/36 which system is described in detail in the Resolution No. 86-43 Page 2 bid proposal which proposed is incorporated by reference into the body of this resolution the lowest and best bid and that the City does hereby award a contract to Municipal Software for the following amount: One each 5360-B24 and two 3196-BI0 in the amount of $46t928.00. Section 3. The City Council further authorizes the purchase of the balance of the expansion of the IBM computer systems from IBM as it can be delivered during the fiscal year for a maximum cost of $92,577.00.
