of electrical or mechanical instruments or apparatus but shall not
include massage by licensed physicians, osteopaths¡ chiropxax:tors
anò naturopaths, physical therapists and health service operators
and employees under their supervision and shall not include massage
of the face by duly licensed barbers and beauticians..

SECTION 2
LICENSE HEQUIRED
It shall be unlav,¡ful for any pers()oto operate a ITtassage
establishment as herein defined vlithout first having obtained a license
therefor from the City Secretaxy; in accordance ~:lit,h t.he provis iOOB of
this ordinance¡ and payinq- the fee p.rovided for herein", Such licensú
shall only be issued upon the approval in ~<lriting of the Chief of
Police and thú City Health Officer"
SECTION 3
,t;.£,£&t~BE FEE
The annual license fee shall be One Bunred and No/100
Dollarst ($100..00)$ for each such establishment" If said license
is obtained bet.'4een -January 1 and June 30 of any year t the full
aí1:l0unt of said fee shall be paid.. If said license is obtained be-
t\,,¡een July 1 and December 31 of any year ¡ the fee shall be one-half
(~) of said amount.. No refund shall ever be made of any such license
fees,.,

HEALTH. . CERTIFICÞ:.TE RECUrRED

At the time ofm~?king application for such license;
applicant shall furnish to the City Secretary the names and addresses
of all employees of such establishment", Thèope.ratox and all such
employeê$ shall secure from the City Health Officer a Certificate of
Health stating that: such person does not have, or is not a carrier
of, any contagious or communicable diseases.. The operator and each
employee shall h2'1\1e in his possession at all tim(~s said Certificate
or Healt.h", Health Certificates shall be rene'\,<1ed semi-annually.. No
person ~.lho operates any massage establishtoent $11$,11 employ any person

to work in such massage establishment who does not have in his
possession a Certificate of Health issued by the City Health Officer¡
said certificate having been issued within the six (6}months nêxt
preceding.. The Cit.y Health Officer may cancel a Health Certificate
of any person ,.¡rH~nt after examination, such person is found to b.ave
some contagious or communicable disease, or is a carrier of such
disease.. The City Health Officer may, at his discretJ.on, require
the re-examination of any person employed by a t"rlassage establishment
at any time.
SECTION 5
FEE FOR ISSUÞ.&KIEOF CERTIFICATE

Every person who opèrates a massage establishm.ent and who
is required to have a Certificate of Health issued by the City
Heal th Officer sha.ll pay the sum of Tt.¡ö Dollars ($2. (0) for the
issuance of such Certificat.e of Health..
SECTION 6
-RUAAT1Q,N' OF CERTIFICATEA~p FEE REQUI)lED ON RENE\iJAL
All ßu,ch certificates shall be valid for a period of
r;ix (6) months from t.he date of issuance of same¡ unless sooner
revoked.
SECTION 7

The Chief of Police shall register t.he name (including
any assumed name used or in use), address, place of birthl places or
former residence a.nd features of identification, including finger
prints/ of the applicant for such license aoo all ero.ployeesof
such establishment..

It shall be unlaN'ful fer any person operating such an
establishment t.o empley a 'knOftlh prostitute :tn any capacity therein..
Thø Chief of Police shall rêfuse t.o approve the issuance of a license
to any establishment 1!lhich employs aoy person convicted of any crime
involving moral turpitude in any Statel Nuniçipal or Federal Courtl
or 'f,rlho employs a woman ,,,,ho has been convicted of Va]Tancy or
prostitution, or who is a knO\'rn prostitute.. The employment of any
such person shall be g:rounds for the revocation by the Chief of
Police of the license issued hereunder.. No massage establishment
shall be kept o.r remain open for any purpose betÞ!eeothe hours of
10:00 P..1Jl.. and 8:00 A"N..; and no such est.ablishment shall be operated
or conducted in connect.iont either directly or indixectly¡ \-lith any
place used for living or sleeping quarters..
SECTION 2
LI ST O~" EívlPLOYEBS
The manager Qr person in charge of such establishment
shall Keep a list of the names and addresses of all smployeés; both
on duty and off duty, and such list shall be showrl..to all proper
authorities of the police and health depa.rt:ment¡ upon request¡ and
the license. required herein shall be exhibited at all times in such
establishment.,

SECTION 11
SANITlyrION

It shall be the duty of every person conducting or
operat.inga massage establishment to keep th08ame at all times in
a clean and sani tary condi tion", All tor4els and linens furnished
for use or one pa.t.ron shall not be furnished for use of anothex
until thoroughly and completely laundered.
A 11 operators and employees shall wash the ir hand s
thoroughly before administering massage manipulations to each patron
accommodated..
No pexson suffering from a cotm:mlniC.::1ble disease to
the kno,~;ll,edge of the owner; custodiant or employees of a massage
establishm.ent shall he accommodated as a pa.tron therein..
SECTIONb~
RESPONSIBILITY
The person! firms! corpo.rations or individuals managingt
keeping or operating a massage establishment shall be responsible
for the acts of their eiitployees in the cQnduct of said business..

PENALTIES
A pèrson violating any" provisions of this ordinance
shall be fined in any sum. not exceeding 1'\40 fh~ndrea Dollars ($200.. 00)
for each offense! and each day that such violation continues shall
be a separate and distinct orfense..
