CA PTI ON
An ordinance creating the Office of Chief Electrical
Inspector; providing for appointment; authorizing the exercise
of certain authority by the Chief Electrical Inspector; defining
duties of Electrical Inspectors; defining application of provisions
of the ordinance; fixing standards for the installation of electrical
equipment; requiring permits prior to installation of any electrical
equipment and for applications for such permits; providing for and
requiring permit and inspection fees; providing for inspections
and for notice in connection therewith; making it unlawful to make
a connection until authorized by the Electrical Inspector; providing
for the creation and appointment of an Electrical Board and for its
procedure; requiring electrician's license and providing the condi-
tions of issuance, renewal and suspension thereof; requiring payment
of fixed fees for such license; providing for non-liability of the
city for damages;' repealing conflicting ordinances or parts thereof;
containing a severabi lity clause; and prescribing penalties.

FINDINGS AND DECLARATION OF POLICY.
Whereas, upon investigation and facts ascertained, it is
hereby necessary that to safely guard persons and property and to
promote the public welfare it is necessary that standards be established
for electrical equipment and for its installation; and
Whereas, upon the basis of facts by knowledge or otherwise
ascertained, it is found that the National Electrical Code is a
standard with reference to the installation and use of electrical
equipment in public and private premises and is used nationally by
all municipalities; and
Whereas, there has been no person of authority or any
ordinances to govern the work done in North Richland Hills;
NOW, THEREFORE, BE IT ORDAINED by the City Counci 1 of
the City of North Richland Hills:

the same will be in safe condition. and shall be made in conformity
with the provisiOfiS of this Ordinance and the applicable statutes
of the State of Texas. and all orders, rules. and regulations issued
by authority thereof.
Article 3. If equipment and installations meet the require-
ments set out in Articles I and 2 above. then conformity with 0.11
applicable regulations setforth in the National Electrical Code
and in the National Electrical Safety Code shall be prima facie
evidence that such installations are in safe condition.
SECT ION 6.
STANDARDS FOR ELECTRICAL EQUIPMENT
Article 1. Conformity of electrical equipment with applicable
standards of Underwriters' Laboràtories. Inc. shall be prima facie
evidence that such equipment is in safe condition.
Article 2. Electric fences. whether of the battery or the
transformer type, shall not be instslled or used within 1000 feet of
a develped area.
Article 3. This section shall nor apply to equipment owned and used by an
electricity supply or communication agency in the generation. transmission, or
distribution of electricity or for the operation of signals or the transmission
of intelligence.
SECT ION 7.
PERMIT S
Artiolë 1. Within the Corporate limits of the City of North
Richland Hills. no electrical equipment shall be installed within
or on any building. structure, or premises publicly or privately
owned. nor shall any alteration or addition be made to any such
existing equipment without a permit having first been sevured there-
for from the Chief Electrical Inspeotor.
Articlè 2. Application fo r such permit. describing the work
to be done. shall be made in writing to the Chief Eleotrical
In~ector by the licinsed Master Electrician installing the work.
When required by the Chief Electrical Inspector, the application
shall be accompanied by suoh plans. specifications. and schedules
as may be neoessary to determine whether the installations as
described will be in conformity with the requirements of th~s
Ordinanoe. Such plans. if required by the Chief Electrical In-
speotor. shall be signed by a Registered Electrical Engineer. If
it shall be fóund~that the installation as desctibed will conform
with all legal requirements and if the licensed Master Electrican
has complied with all provisions of thes Ordinance. a permit for
such installation shall be issued. No permits shall be issued for
electric fences.

94. Flexible metal conduit, armored cable, or approved plastic
Romax and cord assemblies, when run under range tops in or
under kitchen cabinets, in heating, air conditioning, or
utility rooms, and in similar residential locations, shall
be &eparated by partit10ns or other effectlve means from
locations used for storage of cooklng utensils, dish cloths,
mops, brooms, and cleaning agents and equipment in such a
manner that such flexible wiring equlpment will be sub~ected
to damage by the ganging, pulling, or foulingactions of such
cooking utenslls or house-cleaning accessorles.
SECTION 4, AH'RICLE 1, PARAGRAPH 110
110. Temperature sensitive cutout swltches shall be mounted near
the blower in all ventilating and air condi tlonit18 ßucts and
in'the alr stream in attlc fan and 'forced draft installations,
where not standard equipment on this device. The switoh shall
be so designed that it will open the power circuit to the
blower when the actuating air reaches a temperature of 194
degrees Rahrenheit (or 90 degrees Centig~ade) and remain in
the open-circuit position untll manually reset. Such devices
need not be installed in units serving sin~e rooms.
SECTION 4, ARTICLE 1, PARAGRAPH 122
122. Emergency electrical systems shall be installed in any build-
lng that the Electrical Inspector deems necessary to have such
a system; and in any building except single or two-family
residences of more than two stories in height. Such emergency
electrical systems shall provide exlt lights at each outslde
doorway or escape ladders together wlth dlrectional 11ghts and
addltional l~lumination sufficlent to enab£8 ocoupants to
descend stairways and find established exits; power for fire
pumps, breathing apparatus, hospltal operating room equlpment
essential ventilation and refrigeratlon; essentlal publio
address systems; and for any other process or equipment which
would result in serlous hazards in the event of current fall-
ures. Emergency electrical systems shall have a maximum of
six (6) disconnecting'-iÌleabs,~and sþallrbe supplled by servlce
conductors not smaller than number six (6).

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS, TEXAS:
SECTION 1. Article 19~ of Section 13 of Ordinance No. 49,
Electrical Code, is hereby amended by reducing the first year's license
fee for Master Electricians from $100.00 to $50.00, and Article 10
of Section 13 is hereby amended by reducing the annual fee for Journey-
men Electricians from $5.00 to $2.00.
SECTI ON 2. The fact that the Electrical Ordinance, being
Ordinance No. 49, is now effective, and a 11 electricians are required
to comply with the terms th e re of,bbt the Councd 1 ì :)J¡ deems i t necessary
and advisable to reduce the fee for the first year for master electri-
,cians from $100.00 to $50.00, and to reduce the fee for journeymen
electricians to $2.00 annually, creates an imperative public necessity
requiring that ordinances be read on three separate days be suspended,
and the same is hereby suspended, and this Ordinance shall take effect
from and after its passage and approval.
PASSED by vote of 3 ayes and no nos, and approved on this
20th day of March, 1959.
