STAFF PRESENT: CALLED TO ORDER: APPROVAL OF MINUTES: LIBRARY DIRECTOR'S REPORT - Steve Brown The Library continues to see effects of reductions in the materials budget. End of fiscal year circulation figures are down by 13°J¡J. October showed an 11 % decrease. We may continue to see this downward spiral with fewer new materials added to the collection. Delivery of 20,000 new library cards is expected shortly. The circulation department's phone number and the library's web address have been added. Joseph Kozak, current 19-hour circulation page, has transferred to a 30-hour position in the technical services department as a processor. TOUR OF CARPET PROJECT - Steve Brown The Library will close November 18 through November 20 while work crews remove the existing carpet and replace it. All checked out items that would normally be due while the Library is closed will be due on the following Monday. Staff will be available to answer phones and assist the public with circulation issues during the project. During the process, shelving in the adult non-fiction area will be realigned to provide room for one additional range of shelves. The additional shelving will expand the shelf capacity of the non-fiction area by 20%. Mr. Brown escorted board members on a tour of the public areas of the library to see the work accomplished in one day of closing. DISCUSSION OF LIBRARY LEGISLATIVE ISSUES FOR THE 89th LEGISLATURE - Steve Brown Support for state funding for library issues will be difficult for the 2005 state budget. Funds from the Telecommunications Infrastructure Fund (TIF), created in 1995 to support libraries, schools, universities, and healthcare facilities, are being collected. Monies are going to the general fund instead of technology grants. Support for the Texas Library Connection (TLC), an online learning and research tool that serves students, has been eliminated. TIF also funded the TexShare database collection available through public and university libraries. Local school districts must provide school library books as all funds were cut. Mr. Brown will continue to keep board informed as the appropriation process continues into 2005. The December meeting was cancelled. The next meeting was scheduled for January 20,2005.
