LIBRARY BOARD MINUTES
February 20, 2003

LIBRARY DIRECTOR'S REPORT - Steve Brown
Strong circulation activity continues into February. The growing number of visitors is encouraging,
but it may also be indicative of the continuing uncertainty in the economy - public libraries are
often used more heavily in bad times.
The city's completed compensation and classification study results will be on the council agenda next
week for their approval with implementation retroactive to the beginning of January.
The library's patron confidentiality policy is under review in relation to the federal USA Patriot Act and
state law. Mr. Brown will confer with the city attorney on an updated policy draft.
LEGISLATIVE UPDATE - Steve Brown
Due to the state budget shortfall, there is concern regarding the status of library issues. The
governor recently froze funding from the Telecommunications Infrastructure Fund. Support for the
TexShare databases is still probable. NRHPL expects to receive the current year grant money from
the Lone Star Libraries direct aid to libraries shortly.
Building Program Update - Steve Brown
Following the preliminary tax roll results in May, the city plans to purchase the remaining land and
begin the building process. Mr. Brown is working on a building program with plans to select an
architect this summer.
Discussion and Review of FY2004 Budget Process - Steve Brown
The city budget process started early this year. Building service items have been submitted with
telecommunications needs due this week. Capital projects are due next week with line item requests
prepared over the next several weeks. City administration will work with each department before
submitting requests to the city council in late summer with public hearings in September.
Board member Eva Periera recapped her recent experience serving on the city's citizens bond
proposal committee. Of the five proposals, the voters approved all but improvements to the
maintenance service facility.
The next regular meeting was scheduled for March 20, 2003. This meeting adjourned at 7:45 p.m.
