STAFF PRESENT: CALLED TO ORDER: APPROVAL OF MINUTES: DISCUSSION OF BOND ISSUE ELECTION - Assistant City Manager Greg Vick On Saturday, February 1, citizens will vote on the $38,200,000 bond package proposal. Mr. Vick walked members through the five projects included on the ballot: 1) streets and transportation, 2) drainage improvements, 3) public safety facility improvements, 4) service center improvements, and 5) renovation of animal shelter. Mr. Vick responded to questions and concerns from members and encouraged all to vote. LIBRARY DIRECTOR'S REPORT - Steve Brown Mr. Brown reviewed the handout on "Project Safe Place" in which the library will be participating. A door decal will designate the library as a safe place for youth to enter and get help in crisis situations. The MasterWorks 2003 program was distributed with the bimonthly performances at the library scheduled. About 40 people enjoyed the first performance of the year on January 14. Following revisions and updates to the current plan last summer by the board and staff, Mr. Brown presented the Library's Plan of Service FY 2003-2007. Library circulation is strong for January with expected loans of 55,000 plus by the end of the month. New staff member Brenda Talley joined the reference staff at the beginning of January. In February, the library will sponsor a series of financial seminars, with sessions on Long Term Care, Charitable Giving, and Money Management. LEGISLATIVE ISSUES DISCSSION - Steve Brown Although the state budget looks quite gloomy, the Texas State Library Association is moving forward with library related issues. Among the items that the organization supports funding is the reauthorization of the Telecommunications Infrastructure Fund, funding for the TexShare databases, and funding for the Loan Star Libraries direct aid to public libraries. The annual legislative in Austin is in February and Mr. Brown invited members to make the trip and meet with policy makers to express support for library issues. DISCUSS LOAN STAR LIBRARIES GRANT FY2003 - Steve Brown The grant amount is estimated at $12,000 for the current year. Following discussion on the planned purchases, which include shelving, print management software, publicity tools and nonfiction videos and DVDs, Avis Crisp moved with a consensus to approve the grant request items.
