HomeMy WebLinkAboutLIB 2001-09-20 Minutes CITY OF NORTH RICH LAND HILLS LIBRARY BOARD MINUTES September 20,2001 BOARD PRESENT: Polly Brinkley, Mary Shilcutt, Kay Schmidt, Avis Crisp, Lynn Waller, Craig Zemmin (Absent: Janet Ball, Eva Pereira) Steve Brown, Library Director Brenda Lewis, Administrative Secretary Chair Avis Crisp at 7 p.m. Minutes of June 7, 2001 were approved as written. STAFF PRESENT: CALLED TO ORDER: APPROVAL OF MINUTES: LIBRARY DIRECTOR'S REPORT - Steve Brown Library use reached new highs, loaning over 50,000 volumes per month and setting circulation records in June, July, and August. NRHPL is one of the first libraries in the region to offer home access to a wide selection of electronic databases to anyone with a valid NRH library card. Reference Librarian Louanne Noel has been awarded a stipend to attend the fall Guadalajara Book Festival. Following spring and summer staff changes, the circulation desk is now fully staffed. Due to recent heavy rains, the library is experiencing multiple roof leaks. The most serious is in the children's area. Building services is working to patch and repair. The first collection of DVDs were introduced on September 7. Over the next week, 144 DVDs circulated 384 times. The adult services staff offers computer classes to the public (one-on-one or small group). The Rufe Snow and 820 work is delayed, but the project is expected to begin this year. UPDATE ON TIF DISTRICT FINANCING FOR NEW LIBRARY - Steve Brown Mr. Brown asked that discussion on this item be postponed. REVIEW OF ADOPTED FY2002 BUDGET - Steve Brown Mr. Brown reviewed with board members several handouts highlighting the FY2002 library budget. Although the figures reflect a 7% increase, this mostly reflects staff salary and benefit costs. Included in the review was funding for library materials, continuing education/training, equipment needs, and next year's Summer Reading Club. A sum of $25,000 will be carried over from the current budget to begin a startup collection for a branch library. CONSIDER RECOMMENDATION TO COUNCIL REGARDING NONRESIDENT LIBRARY FEES The Texas State Library is moving to implement the Loan Star Libraries program of financial aid to public libraries. Part of the funding from the program is contingent on whether NRH continues to charge nonresident fees. Mr. Brown reviewed the history of library nonresident fees and the program guidelines for this aid program. Following board discussion: Craig Zemmin moved, Lynn Waller seconded, and motion passed to recommend to the North Richland Hills City Council to rescind the nonresident library fees. APPOINT REPRESENTATIVE TO NORTH TEXAS REGIONAL LIBRARY SYSTEM Board member Kay Schmidt volunteered to act as representative to the North Texas Regional Library System FY2001/2003.
