CITY OF NORTH RICHLAND HILLS
LIBRARY BOARD MINUTES
January 20, 2000
BOARD PRESENT: Polly Brinkley, Janet Ball, Mary Shilcutt, Carol Benoit, Lynn Waller,

CALLED TO ORDER: Chairman Lynn Waller at 7:00 p.m.
APPROVAL OF MINUTES: Minutes of November 18,1999 were approved as written.
Guest Alex Scheidel and family observed the meeting with a question and answer period with Mr.
Brown and members. Young Mr. Scheidel is an Eagle Scout working on earning a merit badge.
REPORT OF LIBRARY DIRECTOR STEVE BROWN
Although December is usually a relatively slow month at the library, the statistical report reflects an 8% loan
increase to 26,000+.
The City benefits package now includes an employee assistance program to provide counseling for employees
and family members with day-to-day life difficulties.
Following an annual Human Resources study of comparative staff positions in various cities, a 2.9% market
adjustment was made in January to city employee pay ranges.
The technical services supervisor position has been advertised and we hope to interview soon.
The landscaping project is scheduled to move ahead shortly. With the assistance of city volunteer Glenn
Nerwin, the Native Plant Society, and Dalan Walker, the city's landscape architect, we hope to have
plantings in by early spring.
The senior non-credit TCC "Library Skills" class will meet here again this year beginning in February. Mr.
Brown will teach the class with assistance from other staff members.
A local production company has expressed interest in using the library as a setting for some scenes in their
low-budget film. If details are finalized, shooting will be scheduled for a Sunday.
LIBRARY AUTOMATION
The Innovative system upgrade release will be loaded in February. At that time the acquisitions module will be
implemented also. The self-check system has been ordered and is expected in mid-March. With the
installation of the new computer furniture, the public computers will be rearranged for an improved patron
area.
ANNUAL USED BOOK SALE AT NORTH HILLS MALL
The annual North Hills Mall Book Sale is scheduled for Saturday and Sunday, February 26 and 27. Area
libraries will again offer withdrawn and donated books for sale. Mr. Brown asked members to check their
schedules and sign up for a shift at the next meeting.
Library staff recently applied for and received a small technology grant from the North Texas Regional Library
System. Grant funds will be used to assist in cataloging a number of the historical photographs collected
during the research for the "History of North Richland Hills." Images will then be available electronically
through the NRH library catalog. The state has offered a planning grant of $20,000 to study the feasibility of a
computer information network. Staff has applied for this second grant that would include the participation of
local libraries, hospitals, colleges, and the Fort Worth Star-Telegram.
Mr. Brown will begin writing a building program for the proposed new library this spring. In addition to studying
plans of other recently built libraries, Mr. Brown, board and city staff may need to visit other library locations.
Next meeting was scheduled for February 17, 2000. Meeting adjourned at 8 p.m.
