HomeMy WebLinkAboutLIB 1999-10-19 Minutes CITY OF NORTH RICH LAND HILLS LIBRARY BOARD MINUTES October 19, 1999 BOARD PRESENT: Polly Brinkley, Janet Ball, Avis Crisp, Lynn Waller, Eva Pereira, William Merrill (Absent: Mary Shilcutt, Carol Benoit) Steve Brown, Library Director Brenda Lewis, Administrative Secretary Chairman Lynn Waller at 7:00 p.m. Minutes of September 16, 1999 were approved as written. STAFF PRESENT: CALLED TO ORDER: APPROVAL OF MINUTES: REPORT OF LIBRARY DIRECTOR STEVE BROWN With the end of September, the Library closed out a successful fiscal year marked by high use. The Library loaned over 380,000 volumes to the public - approximately 7 volumes per capita. Toddler Time on Tuesdays for the first time had to move to a larger room. Participants (toddlers ages 18-36 months and parents) have grown steadily over the past year. On October 1, an electronic people counter was installed at the front entrance. Although we need to work out a consistent way to interpret these counts, it looks like an average of 800-900 people come through the doors daily. NRHPL is participating in an area-wide application for a Texas State Library telecommunications planning grant of $20,000 to develop a plan for an electronic community information network. It looks favorable for the Euless Library to join in reciprocal borrowing with NRHPL. Our citizens may now obtain library cards at the Bedford, Haltom City, Hurst, Richland Hills, and Watauga city libraries. The New York Times Bestseller fiction and non-fiction lists have been added to the library catalog online site. Staff will try to keep up with the demand for these current titles by purchasing more copies with priority processing for circulation. Mid-November is expected to see the new city telephone system up and running. For the first few months, callers will be switched over automatically to the new number. In that time, we will be advertising the new numbers and changing current listings. Reference librarian Jacqueline Davis recently left to take a position with Fort Worth Public Library. As we have received several excellent applications for this position, interviews will be scheduled next week. ELECTION OF OFFICERS Following discussion, the consensus of members was to elect by acclamation the current chair and vice chair. Lynn Waller will serve as Chair and Carol Benoit as Vice Chair of the NRH Library Board for the 1999-2000 term. REVIEW PROPOSED LIBRARY FINES AND FEES ORDINANCE Mr. Brown distributed the drafted proposed ordinance. This ordinance collects into a single ordinance a number of previous Council actions regarding library fines and fees that had been scattered through a number of different ordinances and resolutions. These proposed changes and additions to the draft were discussed in detail: increase the non-resident fee from $12 to $25; extend to Keller ISO certified teachers the non-resident exemption currently enjoyed by BISD certified teachers and private schools within the city, and a provision to empower the library director, with the approval of the finance director, to make adjustments to these various fines and fees as needed to respond to changes in the cost of providing services. Following extensive discussion and review, the decision of the board members was to support this proposed ordinance. Next meeting was scheduled for November 18, 1999.
